Judgment of June 3, 2014 setting out the rules of general organization, the nature and program of the tests of the internal competitive examination for State administration employees for public services and institutions under the ministers responsible for national education, higher education and research

Vu le Decree No. 2002-766 of 3 May 2002 amended on the terms and conditions for the designation, by the administration, in the public service of the State, of the members of the jury and the selection committees and its representatives in the advisory bodies;
Vu le Decree No. 2011-1317 of 17 October 2011 amended bearing the particular status of the interdepartmental body of State administrative officers, including Article 10;
Vu le Decree No. 2013-908 of 10 October 2013 on the modalities for the appointment of members of the jury and the selection committees for the recruitment and promotion of civil servants in the public service of the State, the territorial public service and the hospital public service,

The internal competitive examination for the recruitment of state administration employees for public services and institutions under the ministers responsible for national education and higher education and research includes a written examination of eligibility and an oral examination of admission.
1° The written proof of eligibility consists in the drafting, from a file on the organization and operation of the educational system, of a note to verify the candidate's writing, analysis and synthesis qualities and his ability to identify appropriate solutions (duration: four hours); coefficient 3).
For this event, the documentary file cannot exceed twenty pages.
2° The oral admission test consists of an interview with the jury to assess the personality, the skills of the candidate, his professional motivations and to recognize the achievements of his professional experience.
To conduct this interview, which has as its starting point a candidate's presentation on his professional experience, for a maximum of five minutes, the jury has the candidate's file for recognition of the achievements of the professional experience. During this interview, the candidate is also interviewed on general administrative knowledge issues (duration: 30 minutes); coefficient 4).
For the oral admission test, the candidate shall prepare a record of recognition of the acquired professional experience with the entries listed in the appendix to this order. The candidate addresses this file to the organizer service before the deadline set by the opening of the contest.
The absence of this file or its transmission after that date (the cachet of the position in question) results in the removal of the candidate who is not summoned to the admission test. No additional documents transmitted by the candidate after that same date (the stamp of the position in question) will be taken into account.
The record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the Ministry of National Education. The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.

Each test is rated from 0 to 20. Each note is multiplied by its coefficient as set out in Article 1.
Any rating below 8 out of 20 obtained in the written eligibility test is eliminated. This test is the subject of a double correction.

At the end of the written eligibility test, the jury alphabetically sets out the list of candidates authorized to attend the oral admission test.
At the end of the oral admission test, the jury draws, in order of merit, the list of candidates admitted.
The ex aequo are separated by the note obtained at the oral admission test.
The Minister for National Education shall determine the final admission list in the order presented by the jury.

The Order of December 2, 2009 setting out the rules of general organization, the nature and program of the trials and the composition and operation of the jury of the internal competitive examination for the administration of national education and higher education is repealed.

The Director General of Human Resources of the Ministry of National Education is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
