Decrete:
The agreement between the Government of the French Republic and the Government of the Republic of Angola on the mutual exemption of short-term visas for holders of a diplomatic or service passport, signed in Paris on 7 December 2013, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign Affairs and International Development are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.

Named below "Parties",
Encouraged by the desire to promote the development of their bilateral relations and to facilitate the movement of their nationals,
The following agreed:
Article 1
Subject
The purpose of this Agreement is to create the conditions and to define the terms and conditions under which the holders of a diplomatic or service passport are exempted from a visa to enter the territory of the Parties, including throughout the territory of the French Republic and throughout the territory of the Republic of Angola.
Article 2
Recipients of the Agreement
1. Nationals of the French Republic, holders of a valid diplomatic or service passport, and travelling on a mission or private basis, are exempted from a visa to enter the entire territory of the Republic of Angola for an uninterrupted stay or several stays whose total duration will not exceed ninety (90) days for any period of one hundred and eighty (180) days.
2. Nationals of the Republic of Angola, holders of a valid diplomatic or service passport, and moving on a mission or private basis, are exempted from a visa to enter the entire territory of the French Republic for an uninterrupted stay or several stays whose total duration will not exceed ninety (90) days in any period of one hundred and eighty (180) days in the territory of the French Republic.
Article 3
Obligation to obtain a visa
Nationals of each of the States Parties, holders of a diplomatic or service passport, are required to obtain a visa for one or more stays longer than that mentioned in Article 2 of this Agreement.
Article 4
Compliance with existing legislation
Nationals of each State Party holding a diplomatic or service passport, as referred to in this Agreement, must comply with the legislation in force during their stay in the territory of the other Party and the international treaties to which these States are parties.
Article 5
Notification of documents
and related information
The Parties shall exchange diplomatically the specimens of their diplomatic and service passports, in the course of use, new or modified, and shall form conditions for the allocation and use of such passports. Each Party shall bring to the attention of the other Party any amendment relating to the presentation and conditions for the attribution or use of such passports at least sixty (60) days before its implementation, and shall present to it the new specimens of passports. Any loss, theft or cancellation of diplomatic or service passports shall be notified to the other Party within sixty (60) days.
Article 6
Interpretation and application
All difficulties in the interpretation or application of this Agreement shall be resolved by amicable consultation or direct negotiations through diplomatic channels.
Article 7
Denunciation
A Party may at any time notify the other Party by diplomatic means of its decision to denounce this Agreement, which ends thirty (30) days after receipt of its notification.
Article 8
Suspension
1. Parties may suspend the application of all or part of the provisions of this Agreement.
2. The suspension, subject to the previous paragraph, shall be notified by diplomatic means and shall take effect upon receipt of the notification.
3. The Party suspending the application of this Agreement shall inform the other Party of the end of the suspension, which shall also cease upon receipt of the notification.
Article 9
Duration of the Agreement
This Agreement shall be valid for a period of five (5) years, renewable automatically by successive five (5) years, unless one of the Parties notify the other, in writing and through diplomatic channels, of its intention not to extend the duration of this Agreement.
Article 10
Amendments
This Agreement may be amended by mutual consent, exchange of notes and diplomatic means; these amendments will be an integral part of the Agreement, as well as all approved annexes. The amendments and annexes will enter into force upon receipt of the second notification informing Parties of the required internal procedures.
Article 11
Entry into force
This Agreement shall enter into force thirty (30) days after receipt of the last notification informing each Party of the required internal procedures.
In faith, the undersigned, duly authorized, have signed this Agreement.
Done in Paris on 7 December 2013, in two originals, each in French and Portuguese, both texts being equally authentic.
