In view of the amended decision of 26 January 1993 setting out the list of disciplines in which a practical pedagogical test is organized under theArticle 52 of Decree No. 84-135 of 24 February 1984 amended by establishing the status of teachers and hospitals in hospitals and universities;
In view of the amended decision of 18 December 2006 on the equivalence or dispensation of certain diplomas required for the recruitment of teachers and hospital staff from hospital and university centres and dental care, education and research centres,
Stop:
The position of lecturer at universities and practitioners in the pharmaceutical disciplines referred to in the list annexed to this Order (annex I) is declared vacant and may be filled under the following conditions.
The lecturers of universities-hospital practitioners of pharmaceutical disciplines who satisfy the condition of seniority provided for in theArticle 47 of Decree No. 84-135 of 24 February 1984 may request their transfer to the jobs listed in Schedule I under the conditions defined below.
Applicants for the transfer must, within ten days of the date of publication of this order in the Official Journal (the stamp of the position being shown), the Director of the pharmacy training and research unit and the Director General of the University Hospital Centre:
- a transfer application based on the attached model in Annex III;
– a detailed curriculum vitae not exceeding three pages;
a list of their titles and works.
The candidates shall, within the same period, send a copy of the letter of application and the curriculum vitae:
– on the one hand, at the Ministry of National Education, Higher Education and Research, Human Resources Branch, Department of Teachers' Researchers of Health disciplines (DGRH A2-3), 72, rue Regnault, 75243 Paris Cedex 13;
―on the other hand, at the National Centre for the Management of Hospital Practitioners and Management Personnel of the Hospital Public Service, Department of Hospital Practitioners Management, building Le Ponant, 21 B, rue Leblanc, 75737 Paris Cedex 15.
Upon the expiry of the period specified in Article 3 of this Order, the following procedure shall be applied:
For each job to be filled:
― the Director General of the University Hospital Centre shall immediately submit the application(s) received to the Medical Establishment Commission;
―the director of the pharmacy training and research unit immediately seizes the board of the unit which meets in restricted training to teachers of at least equal to that of lecturer.
These two instances have a fifteen-day deadline to provide their views by filing, in the event of multiple applications, a classification of candidates who have received a favourable opinion.
The notices are attached to the applications and sent by the Director of the pharmacy training and research unit to the Ministry of National Education, Higher Education and Research and by the Director General of the University Hospital Centre at the National Hospital Practitioners Management Centre and management staff of the hospital public service.
Individuals of French nationality and nationals of the European Union or other States parties to the agreement on the European Economic Area or the Swiss Confederation may apply to the competitive examinations of lecturers from universities-patients of pharmaceutical disciplines, organized in accordance with the application of theArticle 48-1 of Decree No. 84-135 of 24 February 1984 Amended (see annex II) under the following conditions.
Applicants must, on the deadline for the submission of applications under Article 7 below, meet the following conditions:
1° Be holders of one of the following degrees:
― State Ph.D. in Pharmaceutical Sciences;
― State Ph.D. in Science;
― doctoral;
― PhD mentioned atArticle L. 612-7 of the Education Code ;
― postgraduate doctorate;
― enabling the conduct of research;
― State doctorate in odontology;
- Doctor of Engineering degree.
Diplomas and foreign titles allowing access to similar teacher-research functions in the higher education institutions of the country in which they are issued may be admitted in equivalence or exempt from the French diplomas listed above. Equivalences or dispensations are granted by the competent section of the National Council of Universities for Pharmaceutical disciplines sitting in jury training pursuant to the above-mentioned decision of 18 December 2006.
2° Having served for at least two years as a full-time or part-time hospital practitioner, lecturer, university professor, or as a university hospital assistant in pharmaceutical disciplines.
The application file is sent in a simple recommended consignment (without notice of receipt), within ten days of the date of publication of this Order in the Official Journal (the stamp of the position being authentic), to the Ministry of National Education, Higher Education and Research, General Directorate of Human Resources, Department of Teachers' Researchers of Health disciplines (DGRH A2-3), 72, rue Regnault, 75243 Paris Ced
The application must include the following documents:
(a) A dual copy nomination statement prepared in accordance with the model annexed to Annex IV;
(b) A photocopy of the national identity card or passport or, if not, a certificate of nationality;
(c) A photocopy of diplomas (for foreign diplomas and titles: attach an application written on paper to obtain the equivalences or dispensations referred to in Article 6);
(d) An administrative certificate showing the duration of the functions required to present or copy the appointment orders;
(e) A detailed curriculum vitae not exceeding three pages;
(f) Two size envelopes 162 × 229 mm, denominated at the candidate's address and were available at the current rate for more than twenty grams;
(g) For hospital and academic disciplines requiring pharmacist quality, applicants must necessarily produce:
- all evidence that they meet the legal conditions for the practice of the pharmacist profession as defined in Title II of Book II of Part IV of the Public Health Code (diploma, certificates or other training titles, exercise authorization);
― a perennial certificate of registration in the pharmacist order table.
These documents are not required in the disciplines corresponding to the specialties mentioned in theArticle 49-1 of Decree No. 84-135 of 24 February 1984 referred to aboveopen to non-pharmacist candidates.
Only records with all required parts will be reviewed.
Any document in a foreign language must be translated into French.
For the application of articles 48-1 and 50 Decree No. 84-135 of 24 February 1984 referred to above, the starting date of the tests is 2 June 2014.
Candidates, in a discipline whose employment at least has been filled by transfer, are notified, by individual letter, of the decrease in the number of jobs offered, or of the removal of the contest if all the jobs offered have been filled by transfer. In the latter case, the application is automatically cancelled.
Candidates who wish to withdraw their nominations may do so by the date fixed for the start of the examination, only by registered letter to the Departmental Services.
The list of candidates authorized to compete is jointly decided by the Minister of National Education, Higher Education and Research and by the Director General of the National Centre for the Management of Hospital Practitioners and Management Personnel of the Hospital Public Service.
Authorized candidates are required to submit directly, at a date and to the addresses indicated to them:
1° To all members of the competent jury:
(a) A presentation of their titles and works;
(b) Where applicable, a copy of the application for equivalence or exemption for foreign diplomas and securities;
2° To the president of the competent jury and to the rapporteurs, in addition to the above-mentioned document:
(a) A copy of the certificates, diplomas and certificates filed during the registration;
(b) To their choice, all or part of their works and from the drawings apart from their publications.
The Director General of Human Resources and the Director General of the Care Offer are responsible for the execution of this Order, which will be published and its annexes to the Official Journal of the French Republic.
