Notice: The National Civilian and Military Training and Training Centre for Nuclear, Radiological, Biological, Chemical and Explosive Events, attached to the Minister of the Interior, is placed with the Director General of Civil Security and Crisis Management. Composed of a central level and based on zonal centres, the mission is to improve the response capacity to respond to threats and risks of a nuclear, radiological, biological, chemical and explosive nature, including the development and implementation of an interdepartmental training policy and pedagogy enabling the implementation of joint procedures for intervention within the framework of the specific competencies of each of the stakeholders.

Based on the advice of the Departmental Technical Committee of the Ministry of Interior on October 10, 2013,
Decrete:
It is established a national civilian and military training and training centre for events of a nuclear, radiological, biological, chemical and explosive nature, a national jurisdiction service attached to the Minister of the Interior.
He is placed with the Director General of Civil Security and Crisis Management and located in Aix-en-Provence.
This centre carries out the interdepartmental tasks set out in section 2 on behalf of the Ministry of Interior, the Ministry of Defence, the Ministry of Health and, where applicable, any other interested department.
The centre's mission is to improve response capacity to threats and risks of a nuclear, radiological, biological, chemical and explosive nature.
In this context, the centre:
1° Participates in the definition of interdepartmental training and training policy in nuclear, radiological, biological, chemical and explosive areas;
2° Develops a pedagogy for the implementation of joint intervention procedures within the specific skills of each of the stakeholders;
3° Implement the inter-ministerial training of high-level officials and departmental focal points in defence and security zones;
4° Implement interdepartmental training of local stakeholders in zonal training centres that are linked to it by convention;
5° Set up a technological watch and conduct technical and operational studies and experiments;
6° Contributes to the European and international expertise in training in the field of its competence.
The centre is headed by a director, assisted by an assistant director.
The functions of Director and Deputy Director are alternately performed by an officer of the Ministry of Interior and an officer of the Ministry of Defence.
The Director and Deputy Director shall be appointed for a period of three years by order of the Minister of the Interior, and on a proposal by the Minister of Defence when they report.
The Director of the Centre is assisted by a Steering Committee on issues related to the Centre's strategy and administration, as well as on issues related to pedagogy, education and cooperation. Guidance and consultation, this committee:
- determines strategic directions;
― identifies categories of agents that can benefit from training (executive functions and skills required);
― approves the annual training and training programme, taking into account their adequacy to the relevant administrations and operators;
― approves the annual programme of studies, prospective and cooperative actions and the school regulations.
The advice of the steering committee is taken by a majority of the members present. In the event of equal sharing of votes, the president's voice is preponderant.
The steering committee consists of five members:
(a) The Chief of Staff of the Armed Forces or his representative;
(b) The Director General of Civil Security and Crisis Management or his representative;
(c) The Director General of the National Police or his representative;
(d) The Director General of the National Gendarmerie or his representative;
(e) The Director General of Health or his representative.
The chair of the steering committee is chosen by its members for a period of three years. He reports to the Ministry of Defence when the head of the centre comes from the Ministry of Interior and the Ministry of Interior when the head of the centre comes from the Ministry of Defence.
The Director and Deputy Director of the Centre attend the sessions with an advisory voice.
A protocol between the three departments referred to in section 1 sets out their respective obligations in terms of means and personnel for the operation of the centre and the performance of its missions.
Orders issued as necessary by interested ministers specify the terms and conditions of assignment at the centre of their staff.
The content of training and training as well as their assessment procedures are defined by a joint order of the Minister of Interior, the Minister of Defence and the Minister of Health.
The Minister of Social Affairs and Health, the Minister of the Interior, the Minister of Defence and the Minister of State Reform, Decentralization and Public Service are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
