Decrete:
The agreement between the Government of the French Republic and the Government of Mongolia on the mutual exemption of short-term visas for holders of a diplomatic passport, signed in Oulan Bator on 26 October 2013, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

BETWEEN THE GOVERNMENT OF THE FRANÇAISE REPUBLIC AND THE GOVERNMENT OF THE MONGOLIA ON THE RECIPROVED COURT VISAS FOR DIPLOMATIC PASSES
The Government of the French Republic
and
the Government of Mongolia,
The following is referred to as the "Parties",
Encouraged by the desire to promote and develop their bilateral relations and to facilitate the movement of their nationals,
The following agreed:
Article 1
Nationals of Mongolia (separating on mission or privately) who have a valid diplomatic passport have access without a visa to the territory of the French Republic, namely all French metropolitan departments and overseas departments and regions (DROM), overseas communities (COM) and New Caledonia, for an uninterrupted stay or several stays of which the duration of the course does not exceed six months
Article 2
Nationals of the French Republic (on mission or privately) who have a valid diplomatic passport have visa-free access to the territory of Mongolia for an uninterrupted stay or several stays whose total duration does not exceed ninety (90) days during a period of six (6) months from the date of the first entry into Mongolia.
Article 3
Nationals of either Party holding a diplomatic passport are required to obtain a visa for one or more stays of a duration greater than that referred to in Articles 1 and 2 of this Agreement.
This Agreement shall not exempt nationals of a Party holding a valid diplomatic passport, appointed to diplomatic missions or consular posts of that Party in the territory of the other Party, or representatives of that Party to international organizations that have their seat in the territory of the other Party, from the obligation to obtain a visa for the purpose of their accreditation by the host State prior to their arrival.
Article 4
Nationals of either Party holding a diplomatic passport referred to in this Agreement shall comply with the legislation in force during their stay in the territory of the other Party and the international treaties to which they are parties.
Article 5
Parties shall exchange by diplomatic means the specimens of their diplomatic passports, which are being used, new or modified, and shall form conditions for the attribution and use of these passports. Each Party shall bring to the attention of the other Party any amendment relating to the presentation or conditions for the allocation and use of such passports at least sixty (60) days before its implementation and shall present to it the new specimens of passports. Any loss, theft or cancellation of diplomatic passport shall be notified to the other Party within sixty (60) days.
Article 6
In the event of discrepancies regarding the implementation of this Agreement, both Parties shall rule them exclusively by bilateral diplomatic means.
Article 7
The application of this Agreement may be suspended in whole or in part by either Party for reasons of national security, public order or public health.
The Party that decides to temporarily suspend, in whole or in part, the application of this Agreement shall duly inform the other Party through diplomatic channels.
Article 8
This Agreement shall be concluded for an indefinite period.
This Agreement may be amended or supplemented by a common agreement of the Parties. These amendments are an integral part of this Agreement and come into force in accordance with Article 9.
Each Party may denounce this Agreement on written notice to the other Party; this denunciation takes effect ninety days after the date of receipt of this notice.
Article 9
This Agreement shall enter into force on the first day of the second month following the date of the last notification, by exchange of diplomatic notes between the Parties, of the performance of the internal procedures required for its entry into force.
This Agreement has been signed by the undersigned, duly authorized to do so.
Done in Oulan-Bator on 26 October 2013, in two copies, each in French and Mongolian languages, both texts being equally authentic.
