1. Background
In application of the decree of 19 March 2004 on public service obligations in the gas sector, transmission system operators (TSO) and senders must be in a position, in the event of high temperatures To ensure continuity of supply and continuity of supply, respectively, for certain customers.
These extreme climatic conditions are defined by the aforementioned decree as corresponding to a " Extremely low temperature for a period of not more than three days, as it does statistically one every fifty years " (said " Risk 2 % ").
For TSOs, this obligation implies a sizing of the network adapted to this type of risk.
For shippers, this obligation is taken into account, in particular, in the determination by the TSO of the level of delivery capabilities that Is allocated and invoiced at distribution transport interface points (PITD).
The determination of the level of delivery capabilities uses a coefficient " A ". This coefficient is used to reconcile the consumption calculation models with the " Risk 2 % " Used by TSOs and distribution network operators (GRD).
In accordance with the principles adopted in the deliberation of the Commission for the Regulation of Energy (CRE) of 29 January 2014 on the evolution of tariffs Use of natural gas transmission networks, the coefficients " A " Are fixed, on the proposal of the TSO, by the CRE for each transport balancing zone and each natural gas distribution network.
2. Methodology
The TSOs calculated and then forwarded the coefficients to the CRE in January 2014. A " For each balancing area and each GRD intended to enter into force on April 1, 2014. The coefficients " A " Have been determined by taking into account the following elements:
-the daily peak consumption at risk 2 % for the PITDs, for each balancing zone and each GRD, determined from the analysis of the winter 2012-2013 by each TSO on their network;
-peak daily consumption at risk 2 % of delivery points (PDL) " Non-subscription " (1) connected to the distribution networks, determined on the one hand, from the profiles defined in the framework of the Gas Working Group (GTG), which will enter into force on 1 April 2014 and, on the other hand, new annual reference consumption For each consumption profile communicated by the GRD and applicable from 1 April 2014;
-the annual, monthly and daily subscriptions of the PDL " Underwriting " (2) communicated by GRD.
The calculations performed by the TSOs show that the 2 % point-at-risk consumption at ITPAs is generally stable. On the other hand, peak consumption at risk 2 % of LDPs " Non-subscription " Connected to distribution networks is on the increase compared to the previous year. This increase is mainly due to the taking into account of developments in the profiling system as of 1 April 2014, including a revision to the increase in the climate adjustments of residential heating customers:

3. CRE Analysis
Coefficients " A " Applicable to April 1, 2014 transmitted by the TSO have been calculated in accordance with the procedure " Standard Subscriptions for Transport Capability to the PITD " Defined as part of the GTG.
The CRE considers a calculation of coefficients " A " Separate for northern zones H and Nord B of GRTgaz is necessary to ensure the pilotage of physical balancing in the North B zone and to ensure compliance with the public service obligations of continuity of carriage for consumption in the Risk 2 %.
As a result, in view of the above, the CRE sets the values for the coefficients " A " Applicable from April 1, 2014.
4. Decision
