This order is intended to clarify the rules relating to the Organization of national licence, Bachelor and master degrees. These rules may be added for certain terms of these graduates by specific provisions in the case including training in relation to regulated professions.

The license and business license are national diplomas of higher education, conferring on the holder the degree of licence.
The master is a national diploma of higher education giving its holder the academic degree of master.

The title of the diplomas covered by this order is defined by a domain name and reference. Classifications of mention of national licence, Bachelor and master degrees are fixed by Decree.
The title of a diploma is based on a name specifying the domain and the indication concerned. These names ensure the readability of the provision of training for students, business partners and the scientific world, in France and abroad.
The areas are the following: ― arts, letters, languages;
right ―, economy and management;
― social and human sciences;
― sciences, technologies, health.
In limited numbers, headings of fields may derogate from these areas to translate, at the level of a site, the collective training strategy. These derogations are adjudicated under the accreditation of the institutions in connection with the strategy of the site for training.
The reference is the reference level for the definition of the content of training and the educational organisation.
The offer to the Minister responsible for higher education, under the accreditation of their training offer, attachments of the entries to the areas with their policies and training consistent with the strategy of the site for training.
Bill apply to all courses leading to one of the diplomas covered by this order. Labels off BOMs can be validated by the Minister responsible for higher education after the opinion of the national Council of higher education and research as part of experiments made by the institutions or issued with one or more institutions of higher education foreign credentials as part of an international partnership, and appellations given European and international Commons.
Monitoring of license and business license Committee and the follow-up master Committee organize consultations leading to the periodic revisions of classifications by combining the academic community.

The training offer is structured in semesters and teaching credits. Training times are distributed evenly throughout the week and take into account the development of the use of digital technologies.
The training organization is built around a coherent and global training project, carried by a teaching team.
The pedagogical team is composed of teacher-researchers, other teachers, student tutors, personal librarians, engineers, administrative, technicians, workers, service and health support for the training and responsible education who attend training in the half or the year of the relevant training.
In accordance with articles d 611 - 1 d 611 - 6 of the code of education, training is organized within each reference in the form of course types of initial and continuing training forming coherent teaching unit packages and organizing pedagogical progressions adapted, having regard to the purposes of degree. These course types consist of mandatory, optional teaching units and, where appropriate, free. They aim in particular at facilitating mobility, the territory or abroad.
The list of the types of training courses as well as their titles are subject to validation by the Council of the relevant component and the Committee on training and academic life of the Academic Council or the Council of the institution that has jurisdiction over training.
In the context of lifelong learning, it may have specific continuing vocational training or alternating terms.
After agreement of the teaching team in charge of a mention, a student may be allowed, depending on his personal and professional project, or through a reorientation, to follow a suitable curriculum which is not completely identical to a type of training course.
The organisation of training fits into a logic of learning, to take into account the characteristics of the students by offering them educational devices that promote implementation activity, interaction with other actors in training beyond the teaching team, memorization and the valuation of their productions and accomplishments, the entrepreneurship development critical, autonomy. This logic promotes consistency between teaching units, the decompartmentalization of learning to enable the student to establish links within the same formation and between his experiences of training. It encourages students to mobilize knowledge and skills developed in training in new situations. The teaching methods being implemented are part of this logic of learning.
To promote recognition of the course followed by the student and develop international mobility, each graduate is accompanied by the diploma supplement mentioned in d of section D. 123 - 13 of the education code. This synthetic paper describes all the knowledge and skills acquired during the training course followed by the student.

In the context of the institution's policy, assessment devices are set up for each formation or a group of formations, in particular through the constitution of boards of development of representatives of teachers-researchers, teachers, librarians, engineers personnel, administrative, technicians, workers, service and health, students and socio-professional world.
An evaluation of training and lessons is especially organised through regular surveys among students. This assessment is organized in compliance with the provisions of the staff regulations of officials concerned.
These devices promote dialogue between school teams, students and representatives of socio-professional world. They illuminate the objectives of each formation, contribute to make evolve the content and teaching methods in order to facilitate the appropriation of knowledge, knowledge and skills and to improve its quality. These devices can also provide a basis for the evolution of the map of formation of the establishment in consistency with site policy.
The results of the evaluations subject presentations and debates within the teaching staff, the Council development, the Council of the relevant component and the commission training and University life academic Council or the Council of the institution that has jurisdiction over training.

The links between training and research are fundamental for any institution wishing to issue one of the diplomas referred to in this Decree. These links, which are based on transversal competences in several research units, are necessary to place the students closer to the knowledge being in the areas corresponding to the objectives of training.

School teams and research teams each have their own goals. Formations depend on school teams that need to establish fruitful interactions with research teams.

Representatives of socioprofessional world are associated with the design and evaluation of training and participate in lessons in the conditions laid down in article L. 611 - 2 of the code of education.

Experience in a professional environment is a special modality of acquisition of knowledge and skills with a view to obtaining the diploma. In the same way as other modalities to encourage, such as diplomas, feedback of alumni networks and associations or putting into practice of the teachings, it helps to promote the employability of the graduates.
This experience in a professional environment can take various forms, including notably the internship or training periods alternated in the workplace under contract of employment and training.
In this context, as any other aspect of training, the objectives and modalities of this professional experience must be specified and give rise to a preparation, coaching and evaluation the objectives of training. In regards to internships, these elements are specified in the annex to this order.
Skills acquired by a student for its salaried or volunteer activities can be valued in its training course.
Experience in a professional environment, such as defined in this section, is mandatory in business in the form of internship license and master.
The course types of training leading to the licence may include periods of professional experience validation arrangements provided by the teaching staff who is in charge.

The commission training and academic life of the Academic Council or the Council of the institution that has jurisdiction over training fixed the special pedagogical terms taking into account the specific needs of students in special situations, including student employees, or with specific responsibilities in the University life, the student or associative, pregnant women students responsible for family, students engaged in several curriculum, students with disabilities, artists and high level athletes. These educational modalities can rely on digital technologies.

The European ECTS credit system aims to facilitate the Organization, licensing, evaluation, recognition and validation of qualifications and units of instruction as well as the mobility of students.
Each teaching unit has a defined value in European funding, to the level of education concerned.
The number of credits per teaching unit is defined on the basis of the total workload required on the part of the student to obtain the unit. This workload, representing twenty-five to thirty hours for an ECTS credit, is estimated on the basis of the total load of the student which includes the number of hours of instruction and work in autonomy. This load takes into account the use of new technologies by equivalence with lessons to learn the same skills and based only on the attendance.
To ensure the comparison and transfer of training courses in the European area of higher education, a common reference is fixed corresponding to the acquisition of 180 credits for Bachelor's degree and 300 credits for the master level. This reference to define the value in credits of all graduates. Credits are obtained when the validation conditions laid down by the methods of control of knowledge and abilities specific to each type of studies are met.
Development Councils shall ensure that the allocation of ECTS credits within each route type training either in accordance with the objectives of training.

Periods of study abroad must be the subject of a convention signed by the establishment of origin, the host institution and the student.
The course types allow the validation of periods of studies abroad. When studies project has been accepted by the educational authorities upstream of the departure of the student and the student obtained the validation of his period of study by the foreign establishment, it benefits from the appropriations corresponding to this period of study on the basis of thirty credits for all the units of a semester teaching.

Tariff escalation and diversity of methods of assessment of knowledge and skills are in line with the ability of students to acquire skills and autonomy in academic work. It takes account of the organisation of the training in semesters.
The implementation of cross-cutting assessments within situations allowing a diagnosis of acquired skills is preferred at the end of cycle. It is in this framework that can be included the assessment of periods in the workplace by juries integrating the different supervisors.
Assessment arrangements, adopted by the Committee on training and academic life of the Academic Council or the Council of the institution that has jurisdiction over training, must take account of the diversity of such audiences as defined by article 10 of this order.

The development of the courses in the first year of licence allows the success of students taking into account the profiles of high school graduates.
The organisation of training promotes integration being curriculum for students license from sections of senior technician and training for university graduates of technology, whether through reorientations, continuation or resumption of studies.

In accordance with article L. 612 - 2 of the code of education, course types referred to in article 4 of this order are designed to allow students to gradually develop their personal and professional project by promoting their integration, their orientation and their specialization as the progress in the curriculum.
The progressive specialization is based on the implementation of the principle of continuity, methodological and pedagogical, between secondary education and higher education. This continuity includes sequences of accompaniment at the beginning of training, then to each of the key stages of the training at the end of academic year or semester of training. They allow the development of the personal and professional project.
The architecture of the course licence types is developed by institutions, within their training offer, in accordance with the following principles: ― at the beginning of cycle, all students must have an organization providing access to several mentions of licence or Professional license;
― This organisation is based on multidisciplinary teaching teams;
― This organization allows any student, during the cycle and no later than at the end of the semester 4 cycle licence, to delay or alter the choice of its reference to licence or professional licence in connection with his personal and professional project keeping the benefit of the ECTS credits acquired. This organization therefore translates into a common set defined in terms of sufficient skills to enable these shifts;
any student ― has levels of guidance enabling them, on the basis of the knowledge and skills he acquired, to join either one or other of the types of the training courses, further training in the event where in which it is engaged proves do not or no longer correspond to his project.
Training leading to the national diploma of licence aims only within each reference to license a course type preparing an or several mentions of professional licence is proposed to students. The choice of this type by the student course cannot have the effect of preventing the pursuit of studies until the national diploma of licence.

Title III: Provisions specific to the degree NATIONAL DE MASTER Article 16 in more on this article...

The training is built from a repository which formalizes the objectives expected in terms of knowledge, knowledge and skills covered. Detailed rules for the assessment of the achievements of students are consistent with these objectives. Within a same mention, a master allows the acquisition of transversal competencies common to the different types of training courses.

The training leading to the national master's degree consists of theoretical, methodological and applied lessons and one or several experiences in the business environment, particularly in the form of courses within the meaning of article L. 612 - 8 of the code of education. Detailed rules for supervision, monitoring and evaluation of each period of experience in a professional environment are defined the objectives of the training. Training includes compulsory an introduction to research and, in particular, the drafting of a memorandum or other personal studies work.
It provides guidance adapted to the professional project of the student and provides a preparation to its integration in the workplace. During the procedure of accreditation of an institution, the Minister responsible for higher education shall ensure the existence of a common core in the different course types of same words defined in terms of skills and guarantor of a real pedagogical coherence.
It can provide for periods of mobility in France or abroad.
The institution shall inform students on access conditions, the required skills, the nature and rate of employability of graduates.
The master integrates education aimed at a foreign language in accordance with the common European framework of reference for languages. The language teaching is preferred over the two years of the master. This teaching is sanctioned by ECTS credits. The master's degree may be issued only after validation of the ability to control at least a foreign language.
In order to strengthen the attractiveness and the international recognition of the master's degree, some lessons can be taught in foreign language, or organized in cooperation with foreign higher education institutions in accordance with the provisions of articles L. 121 - 3 and D. 613 - 17 et seq. of the education code.

The training leading to the national diploma of master relies on a research activity that can be present in several forms: certified research units, emerging teams, including technological research. This research activity must directly relate to the accredited institution, alone or in partnership with other institutions of research and higher education or economic, cultural or social environments.
This affiliation to the research applies to all courses even if it may take different forms. Routes types for an immediate employability out doctoral studies must include knowledge and practices, integrating skills brought by the higher education institutions and economic and social.
The course types especially oriented searching trades, which rely more on science teachers-researchers and teams participating in training, teachers also include socio-economic aspects related to their themes, thus facilitating the opening of doctoral studies to the non-academic worlds.

In a goal of international recognition, the national master's degree may be issued jointly by public establishments to scientific, cultural and professional character with other institutions of higher education.
This derogation applies to settlements authorised by the Minister responsible for higher education degrees conferring the degree of master. These establishments are subject to the assessment provided by 1 °, 2 ° and 3 ° of article L. 114-3-1 of the code of research and are authorised to jointly issue the national master's degree by order of the Minister responsible for higher education taken after consultation with the national Council of higher education and research.

Title IV: Provisions Article 19 in the miscellaneous more on this article...

The Decree of November 17, 1999 referred to above is amended as follows: 1 ° in article 1 shall be replaced by the following: «art.» 1.-academic studies leading to the Professional license are governed by the Decree on the national framework of the training leading to the issuance of national licence, Bachelor and master degrees and the provisions of this order.
Business license is a national diploma of higher education, conferring on the holder the rank of licence. It is designed with a goal of employability. The training valid for 60 credits ECTS. The professional licence sanctions a level corresponding to 180 ECTS credits.
Graduates of professional licence are registered to the national Repertory of professional certifications under the conditions laid down in article L. 335 - 6 of the code of education and classified at level II of the interdepartmental classification of levels of training. » ;
2 ° after the second paragraph of section 3, there shall be inserted a paragraph as follows: "― either in the same conditions, validation of 120 ECTS credits in the context of a curriculum of licence ';
3 ° the fourth paragraph of article 3 is replaced by the following: ' — is one of the postings provided for in articles L. 613 - 3, L. 613 - 4 and L. 613 - 5 of the code of education ";
4 ° in article 4, the words: ' a year' are replaced by the words: "into two semesters' and the second and last subparagraphs are deleted;
5 ° in article 5, the words: 'the Decree of 27 March 1993 referred to above' are replaced by the words: "articles R. 613 - 32 to R. 613 - 37 of the code of education";
6 ° in article 6, the word: "route" is replaced by the word: 'devices' and the words: ", in the context of the application for authorization,» shall be deleted;
7 ° article 7, paragraph 5 is deleted and the seventh paragraph the words: ', organized under the conditions laid down in articles 5 and 7 of the Decree of 9 April 1997 referred to above,' shall be deleted;
8 ° (a) in article 9, the word: "entitled" is replaced by: "accredited";
9 ° in article 11, the words: 'of the article 17 of the above-mentioned law of January 26, 1984' are replaced by the words: "articles L. 613 - 1 and L. 613 - 4 of the code of education";
10 ° section 16 is repealed;
11 ° the second and third paragraphs of article 17 shall be deleted.

The Decree of 25 April 2002 referred to above is amended as follows: 1 ° in article 1 shall be replaced by the following: «art.» 1.-academic studies leading to the master are governed by the Decree on the national framework of the training leading to the issuance of national licence, Bachelor and master degrees and the provisions of this order.
The national master's degree is a national diploma of higher education, conferring on the holder the rank of master. » ;
2 ° article 2 is repealed;
3 ° article 4 is replaced by the following: «art.» 4 - master is marked from the institution that issued it. » ;
4 ° article 6 is repealed;

The provisions of this order apply to the beginning of academic year 2014 for the implementation, in first year of licence, licence statements.
Other provisions come into force from the beginning of the academic year 2015 and no later than when the renewal of the accreditation of each institution of higher education concerned.

The Executive Director for higher education and employment is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.

Annex A N N E X E specification of CHARGES of internships this specification is designed to clarify the taking into account of periods of internships in a training courses.
The internship, while being a particular educational modality, is integrated into the course type of training in the form of a clearly identified teaching (EU) unit. As such, all knowledge and skills covered by the EU is an integral part supplement to the diploma. The EU must be developed from the repositories of the graduates to establish missions and objectives educational internship as well as the objectives, modalities and the evaluation criteria.
Internships may be the discovery of an environment-oriented professional (including research), or focused on the application of elements of training, specialization, several objectives that can be combined. Nevertheless, it is important not to combine the expectations on one training period and for example, it is difficult to attach to the stage two heavy lenses: thus the oral presentation of a thesis of course cannot be the only opportunity the validation of the capabilities of expression/communication to the oral examination the student.
Preparation of the training course the teaching team is responsible, on the one hand, of the definition of the articulation of the course in the curriculum (place, objectives...) and, secondly, the validation of the subjects (content, places...), including their effective link with the objectives of training and the skills sought.
The teaching staff is a guarantee of methodological support (research methods, CV, interview, cover letters, writing, presentation, preparation for the mission, to the knowledge of the structure of home...) upstream of the course which is an integral part of the EU stage.
The establishment, in support of its services such as the help desk at the professional insertion or its equivalent, must be that any student guarantor enjoys support in its quest for traineeship, and ensure no discrimination. Is guarantor of the application of the legislation in force on this point, particularly regarding access to the training of persons with disabilities.
It is necessary that training structures retain the memory of previous years and the portfolio of childcare courses. This information can be consolidated at the level of the institution.
The student must also be player in the research and preparation of its internship approach, because it constitutes one of the elements of training.
Coaching and follow-up (academic and the reception structure) the course was an aspect of training, guidance and its follow-up are compulsory. It is the responsibility of the educational team to verify that the student benefits of real supervision in the home structure. This last must, for its part, ensure that the frame of the student is adapted to the objectives of the training (in terms of availability and qualification). The internship agreement shall specify everything about the mutual commitments of the three parties including the objectives of the course and treatment of the difficulties that may arise during the course of the internship. The teaching staff is a guarantee of its implementation.
Each student must have a guardian / framing the teaching team to frame it, to organize its pedagogical follow-up with the company and reference to points of regular step with him. If it is desirable that academic tracking result in a visit to the place of internship, considering ways to institutions on the one hand, and, on the other hand, the great diversity of places of courses, other modalities can be implemented, including regular telephone meetings, exchanging email, video conferencing...
The follow-up of course should be valued in the activities of any teacher or teacher-researcher.
Evaluation/validation (terms and conditions) the assessment of an internship should be a procedure incorporated into the study regulations. The elements of the evaluation fall within the autonomy of the teaching team. However, it is desirable that this evaluation is based on: ― a defense whose evaluation involves members of the teaching staff; including the academic tutor and at least one representative of the home structure
― a report, mainly assessed by the academic tutor (possible confidentiality of work should not prevent a real validation of the content of the internship);
― an appreciation on the part of the home structure.
On this last point, it is desirable that the teaching staff provide an evaluation grid so as to harmonize the criteria for assessment against the expectations of the course. The supervisor, i.e. the person who oversees the intern to the bosom of the reception structure, must be made aware of its role in the framework of the preparation of the report for the components relating to the conduct of the mission.
Beyond these usual elements of assessment, it is necessary that the assessment enables the student to translate its implementation of the achievements of the training and to express the knowledge and skills acquired or who were solicited during the experiment that has incorporated the internship. This part must be in link with the referent within the teaching staff but also with the supervisor within the structure of home. The course should be instead of a reflexive return on training, this from the perspective of career growth that the student will be called to know during its existence and which must all be based on an analysis of its own course. This analysis can also result in a restatement of the part of the student of his CV as a simple element of translation of the knowledge and skills acquired. It should thus translate into a specific chapter of the internship report and could be presented during the defense.
Finally, any stage should lead to a return of experience on the part of the trainee on the conduct of his probation (home, followed, interest...). This assessment of the quality of the internship is not included in the assessment, but must inform the process of selection of internships by the teaching staff. A balance sheet is presented annually to the Development Council.
Implementation and conditions the implementation of internships cannot be overly compelled to give autonomy to school teams. Depending on their purpose (discovery, situation advanced craft, training course of end of studies...), the duration of an internship and its position within the curriculum can be adapted. Similarly, if an insert streaming within the home structure seems preferable, an internship may also be considered on a toggle mode (for example on the basis of two days per week).
When an internship is part of their curriculum, students under employee status whose activity is in line with the objectives of training must be an assessment of this activity that can participate in EU training course validation or for the issuance of credits ECTS provided that this does not lead to distortion targets for the EU.
Communication/information as any training unit, EU stage must be described as precisely as possible in the information and communication supports for people who learn about the training.
Internships in all curriculum of master students of the masters should have in their curriculum implementation situation of the occupations period (s) regardless of the sector to which they are moving. These courses may also provide courses in the socio-economic world.
