Judgment of 9 January 2014 fixing the rules of general organization, the nature and program of the trials of the assistant port officers' access examination

    I. ― The competition for the recruitment of assistant port officers, meeting the requirements for thearticle 5 of the decree of 12 December 2013 referred to above, shall be organized in accordance with the procedure established by this Decree.
    II. ― In accordance with the compliant notice procedure provided by thearticle 2 of the decree of 19 October 2004 referred to above, an order of the Minister for Transport sets the dates of the examinations, the deadline for filing applications and the number of places to be contested.

    The jury of the contest includes:
    a president, chosen from among officials or non-staffs in office at the department responsible for the sea, under category A or equivalent level and having attained at least the second grade;
    - three or non-staff officials in the Department of the Sea, under category A or equivalent, in the marine field.
    The members of the jury are appointed, for each session of the contest, by the Minister for Transport.
    Qualified examiners are deputy to the jury, for each language test, by the Minister for Transport. These qualified examiners participate in the jury's deliberations with an advisory voice for the award of notes related to the tests they have corrected or evaluated.
    The president of the jury has a prominent voice in the deliberations.

    Written eligibility tests are defined as follows:
    Test #1: case analysis from a documentary file that can include graphics, encrypted data and elements of legislation.
    This file addresses issues related to the vessel and the safety of the vessel, the port and security of the port, public law and maritime and port law, which may be in question to put the candidate in a professional situation.
    The documentary file cannot exceed twenty pages.
    In addition to the value of the responses that will be provided by the candidates, it will also be taken into account how to write.
    (Duration: four hours; coefficient 3.)
    The programme of this test is annexed to this Order.
    Test 2: a version and a theme that uses knowledge in English at the elementary level, with a current maritime character.
    The use of the dictionary entirely written in English is permitted.
    (Duration: two hours; coefficient 1.)

    Written eligibility tests are reported from 0 to 20.
    Any rating equal to or less than 8 out of 20 at one of the eligibility tests is eliminated.
    No person may be declared eligible if he has not completed all written eligibility tests.
    At the end of the qualifying examinations, the jury sets out the list of candidates authorized to take part in the oral test, after the equalization of the grades awarded to candidates for the various eligibility tests.
    To be declared eligible, candidates must obtain a total of points fixed by the jury that cannot be less than 40 points, an average of 10 out of 20.

    The oral examinations are defined as follows:
    Test #1: an interview with the jury based on the recognition of the achievements of the professional experience (duration: 30 minutes; coefficient 3.)
    This interview is supported by a file that consists of a detailed presentation of its career path (up to three typed pages). This file is not noted and serves as a supporting document for the oral test.
    After the candidate's presentation of the various stages of his or her career (duration: 10 minutes maximum), the interview discusses any questions that allow the jury to appreciate the candidate's professional experience, possible administrative knowledge, personality and motivations, and his or her ability to use his or her experience in his or her new duties.
    For this test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience, including the entries listed in the appendix to this order that he or she shall give to the organizing service at a date fixed in the opening of the contest.
    The record of recognition of the achievements of the professional experience as well as the filling guide are available on the website of the department or institution responsible for organizing the contest. The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.
    Test 2: a conversation in English, limited to the professional level, with essentially use of the standard vocabulary of the international marine organization, covering a topic of news that may relate to the port and marine domain (duration: twenty minutes; coefficient 1).
    Test 3: a foreign language optional test consisting of a common language conversation (German, Italian, Spanish, Arabic, Russian and Portuguese) (duration: 20 minutes; coefficient 1).
    Only the points above 10 of 20 will be taken into account.

    Oral admission tests are reported from 0 to 20.
    Any rating equal to or less than 8 out of 20 at any of the mandatory admission tests is eliminated, with the exception of the optional language test.

    At the end of the oral examinations of admission, after the equalization of the grades attributed to the candidates for the oral examination, the jury determines by order of merit the list of candidates definitively admitted as well as a supplementary list.
    To be declared admitted, candidates must obtain a total of points to all the mandatory tests set by the jury, which cannot be less than 80 points, an average of 10 out of 20 to all these tests.
    If several candidates have obtained the same number of points, they are departed as follows when the admission list is established:
    ― priority is given to the candidate who has obtained the best note to the oral conversation with the jury;
    ― in the event of equal points to the panel discussion, the priority is given to the candidate who obtained the best score at the first written eligibility test;
    – in the event of equality of points in the first written qualifying test, priority is given to the candidate who obtained the best score in the second written qualifying test.

    The June 7, 2010 order setting out the organization, nature and program of the competition for the recruitment of assistant port officers is repealed.

    Eligibility Test Program #1: case analysis.


    PART I
    NAVIRE


    I. General knowledge:
    - types of ships;
    - definition of the main characteristics of vessels;
    terms and units of measures used.
    II. - Manoeuvre of the ship:
    – navigation and manoeuvring of the vessel in access channels and ports. Forces acting on the vessel en route or dock, effect of funds and banks, crossing and overtaking. Evolution of large vessels in shallow water or restricted waters;
    – the mooring of ships: mooring plans, efforts and security of moorings, arrangements to be taken in bad weather;
    services to ships (trailing, piloting, manning);
    - ship navigation equipment.
    III. - Theory of the ship and calculations of loading:
    ― definitions of dimensions, states and variables of the vessel, various loading situations of the vessel;
    – concepts of vessel stability;
    – charging lines and freeboard marks;
    – efforts at loading and unloading, deformations;
    ― failing/sweeting: background reaction, stability (contact point, thrust), failure manoeuvre.
    IV. - Safety and security of the vessel:
    - general principles of vessel construction for safety on board;
    role of ship and classification security centres;
    SOLAS and MARPOL concepts;
    – organization of safety on board ships in operation, disarmed, in repair;
    - security measures related to:
    – loading and unloading of bulky vessels;
    - transportation and handling of dangerous substances;
    prevention, detection and control:
    • waterways;
    the fire;
    - pollution;
    ― measures to be taken in anticipation of bad weather at dock, before the equipment;
    – vessel safety (ISPS).


    PART II
    THE PORT


    I. - Oceanography, meteorology and navigation:
    – access to seaports, channels and rivers, rades;
    ― bathymetry and dredging;
    - marine signals and port signals;
    ― aid equipment for the organization of ship movements, STM, port radar, AIS...
    II. - Ports work:
    role and general description of:
    - digues;
    – docks and baits;
    – mobile locks and bridges (operating);
    ― shipbuilding and repair equipment;
    – the safety of docks and works (notions on permissible loads, accosting and mooring efforts).
    III. - Port tools:
    - the types of handling equipment and their use;
    - the organization of terminals;
    ― hangars, shops, specialized warehouses, silos, storage parks.
    IV. - Safety and environment in ports:
    role and responsibility of the authorities involved in the prevention and control of disasters in the ports;
    - the transport and handling of hazardous materials, regulations applicable in ports, classification of hazardous substances (MRP);
    - risks to ships, goods and tools and works;
    ― equipment and means of countering claims available in ports;
    – precautions to be taken in case of pollution.


    PART III

    – the French administrative organization (state and territorial authorities);
