Judgment of 6 January 2014 amending the decision of 30 June 2008 on the organization and powers of the general direction of teaching and research

Vu le Decree No. 2008-636 of 30 June 2008 Amending the organization of the central administration of the Ministry of Agriculture, Food, Agri-Food and Forestry;
Having regard to the decision of 30 June 2008 on the organization and responsibilities of the general direction of teaching and research;
Based on the advice of the Special Technical Committee of the General Directorate of Education and Research dated November 13, 2013,

Section 1 of the above-mentioned decision of 30 June 2008 is replaced by the following provisions:
"Art. 1-The general direction of teaching and research includes:
1. The technical teaching department composed of:
1.1. The sub-direction of training and education policies.
1.2. Sub-direction of institutions, staffing and skills.
2. The service of higher education, research and innovation composed of:
2.1. The sub-direction of higher education.
2.2. The sub-direction of international research, innovation and cooperation.
3. The mission of steering support and cross-cutting affairs. »

Section 4 of the same order is amended to read:
1° After the second preambular paragraph, a sub-item reads as follows:
"It pilots pedagogical innovation policies and monitors related initiatives in institutions";
2° In the eleventh paragraph, after the words: "school and student life", the words are added: "in technical education and in agricultural higher education. »

Section 6 of the same order is replaced by the following provisions:
"Art. 6.-The department of higher education, research and innovation defines higher education policies, research, innovation and development. It ensures the supervision of the ministry on public agricultural higher education institutions and manages the contractualization with private agricultural higher education institutions. It identifies and addresses research needs related to public policies at the national and European levels. It pilots and coordinates the Department's actions to foster innovation for the economic sectors under its jurisdiction. It seeks to foster the links, through these policies, with technical education, particularly in the exercise of the mission of development, experimentation and applied research, and missions of animation and development of territories and international cooperation. »

Section 7 of the same order is replaced by the following provisions:
"Art. 7.-The sub-direction of higher education prepares the legislative and regulatory provisions on agricultural higher education and follows their implementation. It exercises guardianship over public institutions of higher education on behalf of the ministry.
It ensures, through the coordination and guidance of activities – including training and research – of agricultural higher education institutions, their contribution to the policies of the ministry responsible for agriculture, in line with national, European and international priorities for higher education and research. In this context, it specifically monitors the conditions of insertion of these institutions in site policies.
It leads the management dialogue with public agricultural higher education institutions. It determines the personal needs of all of these institutions and participates in the preparation of the statutory texts of the staff.
It exercises the prerogatives of the Ministry of Agriculture in respect of private higher education institutions. In this context, it prepares and implements the policy of contractualization between the State and these institutions.
It conducts policies related to all trainings in agricultural education after the bachelor's degree, in liaison with the Ministry of Higher Education and ensures their coherence from a national, European and international perspective.
It prepares legislative and regulatory provisions for the recruitment of students in public institutions.
It coordinates the definition and updating of the repositories leading to diplomas. It ensures the implementation of graduation.
It prepares and follows the evaluations in relation to the High Council for the Evaluation of Research and Higher Education (HCERES).
It oversees and monitors the national system of support for agricultural education.
The sub-direction of higher education includes:
– the office of territorial strategy and support;
the office of higher education training;
- the office of establishments and contracts. »

Section 8 of the same order is replaced by the following provisions:
"Art. 8.-The sub-direction of international research, innovation and cooperation is responsible for the direction of research policies and the implementation and monitoring of policies for the development, innovation and international cooperation of educational and research institutions. It is responsible for promoting synergies between research, development, training and, as such, support for agricultural technical education institutions. It ensures the coherence of the implementation of these policies from a national, European and international perspective. For the conduct of her missions, she mobilizes higher education institutions, research institutes, local public institutions and agricultural development organizations.
In the department's areas of expertise, she coordinates the identification of research and innovation issues. It ensures that these issues are taken into account both in the department's policies and by research organizations and research and innovation funding agencies.
In the fields of competence of the ministry, she participates in the definition of the objectives of European research programmes. In this context, it ensures the French representation of the European Union and the monitoring of all the programmes and actions related to it.
She is the co-tutelle of the National Institute for Agricultural Research (INRA) and the Institute for Science and Technology Research for the Environment and Agriculture (IRSTEA).
Within the department, it coordinates the contracting policy with research institutions.
She coordinates the representation of the Ministry of Agriculture and Fisheries in the consultation bodies of the Ministry of Research.
It coordinates the definition of agricultural and rural development policy. It implements the policy of agricultural and rural development, with the exception of the multi-year programme of the Chambers of Agriculture.
It promotes the participation of agricultural education and vocational training in innovation in the context of the territories' animation and development missions. It coordinates all actions taken in institutions under these missions. It facilitates through the animation of experimental networks the emergence of innovative projects.
It participates in the areas of leadership skills, in the negotiation, coordination and expertise of European training programmes throughout life (Erasmus +).
It supports international mobility programmes for students, students and apprentices.
It also participates in the policy of cooperation and development of international trade in agricultural technical education and higher education. It conducts and coordinates, in the areas of management competence, actions promoting these European and international policies.
The sub-direction of international research, innovation and cooperation includes:
– the research finalization office;
– the office of agricultural development and partnerships for innovation;
– the office of European relations and international cooperation of agricultural education. »

Section 9 of the same order is replaced by the following provisions:
"Art. 9.-The mission of piloting and cross-cutting affairs is responsible for developing, piloting and implementing cross-cutting policies and actions in agricultural education. It is responsible for the management of common resources throughout the general management system.
It participates in the strategy of modernizing agricultural education, developing tools to assist strategic and operational management.
It designs, organizes and implements the master plan for information systems of technical agricultural education, as part of the department's national information systems framework. It ensures the control of the repository information systems.
It develops and disseminates agricultural education statistics; It participates in the national program of public statistics through the transmission of data and the conduct of investigations in particular in the field of insertion. It is responsible for the design, management and provision of the statistical information system and the management of agricultural education.
It defines the needs for studies related to agricultural education and contributes to the monitoring of their realization.
It prepares the national forecasting scheme for training in agricultural technical education, monitors and evaluates its implementation.
It contributes to the policy of digital education in agricultural education.
It promotes and coordinates the development of open and distance training, the use of new technologies and the dissemination of educational resources in agricultural technical education.
It contributes to the development of guidance and the implementation of the ongoing training of public agricultural education staff.
It synthesizes the budget programming for the programs that the DGER is responsible and ensures its execution in conjunction with the sub-directions concerned.
It is responsible for management control of management. It designs and updates the methods and tools aimed at mastering the various aspects of the performance of management's action, in conjunction with information systems and the budgetary and accounting organization, the services in charge of the policies and means of management and the academic authority for agricultural education.
It designs and establishes the methodological elements for the organization of the management dialogue with the academic authority, on the one hand, and higher education institutions, on the other. It provides methodological support to national and local public agricultural education institutions for the organization of their management control.
It serves as the secretariat for consultation bodies, including the National Council for Agricultural Education, the National Council for Higher Education and Agricultural, Agri-Food and Veterinary Research and the Central Technical Committee for Agricultural Education.
It is responsible for the management of common resources throughout the general management system. It contributes to human resources management. It manages general management activities, including documentary management and logistics.
It is responsible for the enhancement of the direction and strategy defined by the general management. It is therefore the representative of the delegation to the information and communication of the General Secretariat.
It is responsible for ensuring consistency in legal and regulatory production and analysis within the general management and with agricultural education services and institutions. »
