Judgment of December 19, 2013 setting out the nature of the tests and the general organization rules of the reserved access examinations to the body of laboratory scientists of the Ministry of Economy and Finance

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to the access to and improvement of the conditions of employment of contractual agents in the public service, to the fight against discrimination and to various provisions relating to the public service, including articles 5 and 7;
Vu le Decree No. 2000-1011 of 17 October 2000 amended to include specific status of laboratory scientific staff of the Ministry of Economy, Finance and Industry;
Vu le Decree No. 2003-532 of 18 June 2003 relating to the establishment and use of the supplementary lists of admission to the public service bodies of the State;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the state public service;
Vu le Decree No. 2012-631 of 3 May 2012 relating to the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 2013-719 of 2 August 2013 relating to the opening of recruitments reserved for access to certain bodies of government officials under the Ministers responsible for the Economy, Finance, Industry, Budget and External Trade;
Vu le Decree No. 2013-908 of 10 October 2013 relating to the appointment of members of the jury and the selection committees for the recruitment and promotion of public officials in the public service of the State, the territorial public service and the public hospital service;
In view of the amended Order of March 14, 2006, establishing a national jurisdiction service known as the "Common Laboratory Service of the Ministry of Economy, Finance and Industry",

In accordance with the table annexed to the above-mentioned Order of August 2, 2013, the terms and conditions for the organization of the competitions reserved for access to the rank of engineer of the laboratory scientific personnel of the Ministry of Economy and Finance are set out in the provisions of this Order.

The opening order of the reserved contest taken by the Minister responsible for the economy and finances, under the conditions fixed by thearticle 2 of the decree of 19 October 2004 referred to above, sets out the specialties that are open, the closing date of registrations, the date of examinations and the number of jobs offered in these recruitments.

The contest, organized by speciality, has two admission tests: a written test and an oral test.

The written test consists in the drafting of a technical note based on a dossier made up of several documents relating to a scientific theme relevant to the chosen specialty, aiming to identify a problem and, possibly, to formulate possible solutions.
The duration of the written test is four hours.

The interview test consists of a conversation with the jury for a period of thirty minutes (including the candidate's presentation) to assess the candidate's personality, motivation, ability to perform the functions assigned to the laboratory engineers of the Ministry of Economy and Finance and the skills acquired during his career path.
The event begins with a presentation by the candidate, for a period of not more than 10 minutes, presenting his career path and the achievements of his or her professional experience, in particular his or her current activities, by exposing the main missions and the skills implemented as well as his or her possible supervisory functions. He also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career.
During this interview, the candidate may be questioned on questions relating to his or her scientific and general knowledge.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.

For the oral admission test, the candidate shall prepare a record of recognition of the acquired experience of his or her professional experience according to the model annexed to this Order, which he or she shall give to the organizing service at a date fixed in the opening of the contest.
The business experience recognition model is also available on the Ministry of Economy and Finance's departmental portal.
The file is forwarded to the jury by the contest manager.
Only maintenance gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.

The jury is appointed by order of the Minister of Economy and Finance.
It is composed as follows:
– the head of the joint laboratory service or its representative, president;
a director of a mine or telecom school or his representative;
- two officers of the minimum grade of normal class laboratory director of the common laboratory service.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
In the event of a vote-sharing, the president's vote is preponderant.
In addition, qualified examiners with advisory voices may be deputy to the jury both for the preparation and correction of the written test and for the oral test.

At the end of the admission examinations, the jury determines, in order of merit, the list of candidates admitted as well as a supplementary list.

A rating of 0 to 20 is assigned to each of the tests. No person may be declared admitted if he/she has obtained a grade of 5 out of 20 at each of the admission tests.
If several candidates total the same number of points, the priority is given to the one who obtained the highest grade in the oral test.

The Chief of the Joint Laboratory Service is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
