Decision of 2 January 2014 on delegation of signature (budget and departmental accounting service)

The budgetary and departmental accounting controller near the Ministry of Social Affairs and Health, the Ministry of Labour, Employment, Vocational Training and Social Dialogue and the Ministry of Sport, Youth, Popular Education and Associative Life,
Vu le Decree No. 55-733 of 26 May 1955 relating to the economic and financial control of the State;
Vu le Decree No. 2005-1429 of 18 November 2005 relating to the missions, organization and employment of departmental budgetary and accounting services;
Vu le Decree No. 2012-1246 of 7 November 2012 Financial and Public Accounts Management;
Having regard to the decision of 29 November 2013 on the assignment of a general economic and financial reviewer;
Having regard to the decision of 29 November 2013 on the assignment of an economic and financial general controller;
In view of the Order of December 30, 2013, setting out the accounting designation of expenses and revenues on the departmental budget and accounting controller placed with the Ministry of Social Affairs and Health, the Ministry of Labour, Employment, Vocational Training and Social Dialogue and the Ministry of Sport, Youth, Popular Education and Associative Life;
Having regard to the appointment of December 30, 2013 (budget and departmental accountant);
Considering the decision of 31 December 2013 of the Director General of Public Finance on the assignment of a Public Finance Officer,
Decides:

Marie-Christine Querci, general economic and financial reviewer, head of the budgetary control department, receives delegation of signature under the conditions provided for in thearticle 89 of the decree of 7 November 2012 referred to abovefor visas and notices on the programs of the Ministry of Social Affairs and Health, the Ministry of Labour, Employment, Vocational Training and Social Dialogue and the Ministry of Sports, Youth, Popular Education and Associative Life under Title II of the decree of November 7, 2012 referred to above.

Mr. Bernard Colonna d'Istria, economic and financial controller, mission manager, receives signature delegation under the conditions provided for in thearticle 228 of the decree of 7 November 2012 referred to above for visas and advice relating to the exercise of the budgetary control of the following bodies pursuant to Title III of the above-mentioned Decree of 7 November 2012:
National Agency for the Improvement of Working Conditions;
Ile-de-France Regional Health Agency;
Employment Studies Centre;
Centre de ressources, d'expertise et de performance sportif d'Ile-de-France;
National Centre for Sport Development;
Public establishment of defence insertion;
Prepare and respond to health emergencies;
Solidarity fund;
National Institute of Youth and Popular Education;
National Institute of the Blind Youth of Paris;
National Institute of Deaf Youth in Paris;
National Institute of Sport, Expertise and Performance;
National Sport Museum.

Mr. Bernard Colonna d'Istria, Economic and Financial Comptroller General, Head of Mission, receives signature delegation for the exercise of the economic and financial control of the following organizations pursuant to decree of 26 May 1955 referred to above, with the exception of refusal of a visa or unfavourable advice that raises a question of principle:
Youth Information and Documentation Centre;
National information centre on the rights of women and families;
Youth and Popular Education Cooperation Fund;
IPTF "Addictions alcohol drugs info service";
IPF "French Adoption Agency";
IPF "Centre d'analyse des formations, des emplois et des métiers de l'animation et du sport";
IPF "Danger in danger";
IPF "National Cancer Institute";
IPF for the development of technical assistance and international cooperation.

Ghislain Bénard and Gilbert Hiegel, Senior Administrative Officers, receive signature delegation under the conditions provided for in thearticle 89 of the decree of 7 November 2012 referred to abovefor visas and notices on the acts mentioned in Article 1 above.
