Pursuant to Decree No. 2009-1603 of 18 December 2009 amended on the regulated tariffs for the sale of natural gas, the Energy Regulatory Commission (CRE) was seized for an opinion on 13 December 2013 by the ministers responsible for the economy and energy, of a draft decree On the regulated rates of sale of natural gas by the Régie de La Reole (La Réole).
The draft decree fixes the scales of La Réole for its regulated rates of sale in public distribution.
It also sets out the formula for estimating the evolution of the supply costs of La Réole as well as The rate of evolution of scales in application of the tariff formula.

Regulated tariffs for the sale of natural gas must comply with Article L. 445-3 of the Energy Code, which states: The regulated rates for the sale of natural gas are defined in terms of the intrinsic characteristics of the supplies and the costs associated with these supplies. They cover all of these costs ... ".

Supply Cost Evolving Formula
The CRE was able to validate the supply cost evolution formula on the basis of vendor cost analysis.
In the future, the Changes to the scales for which the CRE will be seized directly by La Réole pursuant to Article 6 of the Decree of 18 December 2009, as amended, shall result from the application of this formula, except for the intervention of a new order in application of Section 5 of the above-mentioned Order.

Cost Coverage Analysis by Rates
The CRE has verified that the proposed scales cover the costs incurred by La Reole estimated as of January 1, 2014. These costs are:
-supply costs;
-the costs resulting from the use tariffs of the distribution networks that will be applied to it;
-the marketing costs, including a reasonable commercial margin, such as Provides for the order.
3. CRE opinion
The CRE gives a favourable opinion to the draft order submitted to it.
