Judgment of 19 December 2013 setting out the nature of the trials and the general organisation of the contests reserved for access to the body of psychologists of the judicial protection of youth

Each reserved contest includes an eligibility test and an oral admission test based on the recognition of the acquired professional experience.

The Eligibility Trial consists in the examination by the jury of a record of recognition of the achievements of the professional experience established by the candidate with two parts, detailed in Appendix I to this Order. In the first part, the candidate describes the responsibilities entrusted to him in taking into account the psychic reality in order to promote the autonomy of minors entrusted to the judicial protection of youth during the various stages of his career path. In a second part, the candidate develops the clinical work experience which seems to him the most significant of the activity he has led to the minors entrusted to the institutions and services of the judicial protection of youth, in accordance with the terms described in Appendix II to this Order.
After examining the record of recognition of the achievements of the professional experience of the candidates, the jury draws, in alphabetical order, the list of those declared fit who will be allowed to present it to the admission test.

The oral admission test has two parts. The first part consists of an interview with the jury, which begins with a presentation by the candidate presenting his career path, lasting no more than 10 minutes. It continues with an exchange with the jury, lasting no more than 20 minutes, on the skills and professional abilities acquired by the candidate. It is based on the candidate's file for recognition of the achievements of the professional experience.
This first part is intended to assess the motivation, skills and abilities of the candidate acquired during the course of his or her career to respond to the missions of youth justice psychologists.
The second part includes a presentation of the candidate followed by an interview with the jury. Based on the professional experience described in the second part of the record set out in section 2, the jury determines a subject relevant to the fields of activities of youth justice psychologists, for which he asks the candidate to explain how he has helped to take into account the psychic dimension and the relational issues in the implementation of the judicial measures concerning the followed minors. This question is given at the beginning of the test to the candidate who prepares the response elements during the 30-minute preparation time. It includes concepts relating to ethics, participation in the organization and institutional functioning, the candidate's knowledge of judicial measures and methods, techniques and clinical analysis tools (full duration of the test: one hour).
This test is rated from 0 to 20.

In preparation for its examination by the jury, the record of recognition of the achievements of the professional experience is sent by the candidate within the deadline and in accordance with the terms set out in the opening of the reserved contest. This file is forwarded to the jury, at least fifteen days before the start of the admission test, by the manager of the youth judicial protection management department.

The jury of the reserved examinations for the recruitment of psychologists, designated by the Seal Guard Order, Minister of Justice, is chaired by the Director of Judicial Protection of Youth or his representative. It includes, in addition to the President, at least two members, chosen from:
- the directors of the judicial protection of youth or its representative;
- magistrates or psychiatrist doctors or officials of the State who are in office at the central administration of the Ministry of Justice or who belong to the body of the directors of the judicial protection of the youth;
― teachers and researchers at universities providing, among other things, postgraduate courses in psychology or among psychologists of youth judicial protection.
Can be deputy to the jury of qualified examiners.
People who do not belong to previously cited bodies may, as necessary, be chosen because of their particular skills.
For the oral test, the jury may be required, if any, to form groups of examiners.

After deliberation, the jury determines, in order of merit, the list of candidates he proposes to the Minister of Justice for admission. The Minister of Justice shall determine the list of candidates declared admitted.

The contests reserved for access to the body of the psychologists of the judicial protection of the youth are opened by order of the seals, Minister of Justice, according to the procedure of compliant notice provided for in thearticle 2 of the decree of 19 October 2004 referred to above.

The guard of the seals, the Minister of Justice, and the Minister of State Reform, Decentralization and Public Service are responsible, each with regard to it, for the execution of this order, which will be published in the Official Journal of the French Republic.

    REVIEW OF THE CONCOURS RESERVED FOR ACKET IN THE CORPORATION OF PSYCHOLOGUES
    DE LA PROTECTION JUDICIAIRE DE LA JEUNESSE
    A. - Eligibility test

    Evidence of the jury's study of a record of recognition of the achievements of the professional experience established by the candidate.
    The record of recognition of the professional experience has two parts.
    In a first part of which the model is downloadable on the website of the Ministry of Justice, the candidate describes the responsibilities entrusted to him during the various stages of his career, in terms of clinical work or, where applicable, in training.
    In a second part (up to eight dactylographed pages), the candidate develops, in particular, from a precise analysis and among his achievements, that which seems to him the most significant in the implementation:
    - the design of methods and the implementation of means and techniques corresponding to the qualification of psychologists;
    study and treatment of the interrelationship between psychic life and interpersonal relations;
    - specific work on the issues of youth and their families;
    ― the definition and implementation of educational and orientation projects, both individually and institutionally;
    - implementation of any work or research related to their activities;
    ― collaboration in training activities organized, including by the National Youth Judicial Protection School.
    This analysis will need to highlight their contributions in the areas of investigation, diagnostics and proposals, and the return of lighting on the situation of minors and their participation in the institutional functioning.
    The candidate indicates and comments on the choices he made in order to promote and ensure that the psychic reality is taken into account and to promote the autonomy of the entrusted minors.
    Young people and their families may also be addressed by the candidate as a psychologist.
    The candidate who is present in a different context than the one in which he or she has practised may report on educational experiences observed or show how his or her journey has allowed him to build a professional identity that allows him to practice the profession of psychologist of the judicial protection of youth.
    On his or her file, the candidate attached on paper, if any, one to two examples of documents or works carried out in the course of the activity described and that he or she considers it useful to bring to the jury.
    The authenticity of the elements referred to in the second part of the file must be attested by the direct supervisor to whom the candidate exercises or has exercised the functions described.
    The jury's evaluation criteria will focus on:
    the relevance of the choice of the study described;
    – Mastering scientific and technical issues, methods, means and techniques related to the activity described;
    ― the construction of the subject;
    ― taking back in the analysis of the situation exposed;
    – the rationale for the choices made;
    ― the quality of expression and the control of spelling and syntax.

    B. ― Oral Intake Test

    Test of interview with the jury.
    Preparation duration: 30 minutes.
    Total duration of the test: 60 minutes maximum.
    Duration of the first part of the test: 30 minutes maximum.
    The first part of the trial consists of a presentation by the candidate of his record of recognition of the achievements of the professional experience (maximum ten minutes) followed by an exchange with the jury (maximum 20 minutes) which must allow to deepen the elements contained in the first part of the case. During this interview, the jury may broaden the scope of the issues to the institutional context and to the conditions of the profession. The jury appreciates the clarity and construction of the presentation, the candidate's quality of reflection and his ability to shed light on all his skills (deontological, methodological, clinical) in the interest of the minors entrusted to him.
    Duration of the second part of the test: 30 minutes maximum.
    In order to verify the candidate's professional abilities and relying on the second part of the record of recognition of the achievements of the professional experience, the jury determines a subject relevant to the fields of activity of youth psychologists. In this context, at the beginning of the trial, a question is asked by the jury, to the candidate who prepares the response elements during the preparation time (duration of the preparation: 30 minutes). It includes in addition to the concepts of ethics, participation in the organization and institutional functioning, the candidate's knowledge of judicial measures and methods, techniques and clinical analysis tools.
