Having regard to Decree No. 96-158 February 29, 1996, amended on the special status of the body of psychologists of the judicial protection of youth;
Considering Decree No. 2002 - 766 3 May 2002 concerning the procedures for designation by the administration in the public service of the State, members of boards and committees of selection and its representatives in the advisory bodies;
Considering Decree No. 2003 - 532 of 18 June 2003 relating to the establishment and the use of additional lists for admission to competitions for access to the body of the public service of the State;
Considering Decree No. 2004 - 1105 October 19, 2004 on the opening of the recruitment procedures in the public service of State;
Considering Decree No. 2012-631 3 may 2012 concerning the conditions for the eligibility of candidates for reserved recruitment for access to the body of servants in categories A, B and C and laying down the terms of organization of such recruitment in accordance with Act No. 2012-347 of March 12, 2012 the access holder employment and the improvement of the conditions of employment of contract staff in the public service to combating discrimination and amending various provisions relating to public service;
Having regard to Decree No. 2013 - 908 October 10, 2013 relative to the terms of appointment of the members of the boards and committees of selection for the recruitment and promotion of civil servants within the public service of the State, the territorial public service and the public hospital service;

Each reserve competition includes an eligibility test and an oral test for admission based on the recognition of professional experience.

The eligibility test consists in the study by the jury of a record of recognition of acquired professional experience prepared by the candidate consisting of two parts, detailed in the annex to this order. In a first part, the applicant describes the responsibilities entrusted to him in the consideration of the psychic reality in order to promote the autonomy of minors in judicial protection of youth during the different stages of his career. In a second part, the candidate develops clinical work experience which appeared to be the most significant activity that it led to the minors entrusted to institutions and the judicial protection of youth services, according to the procedures described in annex II to this order.
After reviewing the record of recognition of professional experience of the candidates, the jury lists, in alphabetical order, who declared fit will be allowed at his take the admission test.

The oral admission test consists of two parts. The first part consists in an interview with the jury, which began with a presentation by the candidate with his career, for a period of ten minutes at the most. It continues through an Exchange with the jury, a duration of 20 minutes at most, on the skills and professional abilities acquired by the candidate. It builds on record by the candidate for the recognition of professional experience.
This first part is intended to appreciate the motivation, skills and abilities of the candidate acquired during his career to meet the tasks assigned to the judicial protection of youth psychologists.
The second part contains a presentation of the followed an interview with the jury candidate. From the experience described in the second part of the folder defined in article 2, the jury determines a subject falling within the areas of activities of psychologists of judicial protection of youth, for which it asks the candidate to expose how he competed at taking account of the psychological dimension and issues relational in implementing judicial measures followed by minors. This question is reset at the beginning of the test to the candidate who was planning the response elements during the thirty-minute preparation time. It includes concepts on ethics, participation in the Organization and institutional operation, knowledge by the candidate of judicial measures and the methods, techniques and tools for clinical analysis (total duration of test: one hour).

For consideration by the jury, the record of recognition of professional experience is addressed by the candidate within the time and in the manner set out in the order for opening of the reserve competition. This file is transmitted to the jury, at least fifteen days before the beginning of the admission test, by Manager service of the Directorate of judicial protection of youth.

The jury of competition reserved for recruitment of psychologists, is designated by order of the keeper of the seals, Minister of justice chaired by the Director of the judicial protection of youth or his representative. It includes also the president, at least two members, chosen from among: ― the directors of the judicial protection of youth or his representative;
― magistrates among psychiatrists doctors or well among the State officials who are in office at the headquarters of the Ministry of justice or who belong to the body of the directors of the judicial protection of youth services;
― teachers-researchers from the universities providing, inter alia, the teachings of the postgraduate in psychology or well among psychologists of judicial protection of youth.
May be attached to the jury of qualified examiners.
Persons not belonging to the above-mentioned bodies may, as necessary, be selected because of their special skills.
For the oral test, the Board may, where appropriate, to form groups of reviewers.

After deliberation, the jury lists, in order of merit, of candidates proposed to the Minister of justice for admission. The Minister of justice shall adopt the list of the candidates declared admitted.

Competitions reserved for access to the body of psychologists of the judicial protection of youth are open by order of the keeper of the seals, Minister of justice, according to the assent procedure laid down in article 2 of the Decree of October 19, 2004 referred to above.

A N N E X E I I tests of competition RESERVE for the access to the body of PSYCHOLOGISTS of the judicial youth PROTECTION-eligibility test test consisting of consideration by the jury of a recognition of professional experience record prepared by the candidate.
The recognition of professional experience comprises two parts.
In the first part of which the model is downloadable on the website of the Ministry of justice, the applicant describes the responsibilities entrusted to him during the different stages of his career, clinical or, where appropriate, training labour.
In a second part (maximum eight typed pages), the candidate develops, specifically, from a precise analysis and his achievements that appeared to be the most significant in the implementation: ― design of methods and implementation of means and techniques for the qualification of psychologists;
study and treatment of the interrelationship between psychic life and interindividual relations;
― specific to the problems of young people and their families;
― definition and the implementation of educational projects and guidance, both individual and institutional.
― implementation of all work or all research relating to their activities;
― cooperation actions for the training sessions, inter alia, by the National School of judicial protection of youth.
This analysis should highlight their contributions on the investigation, diagnosis and proposals for restitution of light on the situation of minors and their involvement in the operation of the institutions.
The candidate shows and comments the choices it has made to promote and ensure the integration of the psychic reality and promote the autonomy of the minors.
Can also be tackled by the candidate the problems of young people and their families encountered in its work of psychologist.
A candidate who presents itself in a different context from that in which it has exercised may report observed educational experiences or show what his career allowed him to build a professional identity enabling it to exercise the profession of psychologist for the judicial protection of youth.
At his joint paper candidate file, where applicable, one to two examples of documents or work carried out under the activity described and deems useful to bring to the attention of the jury.
The authenticity of the items referred to in the second part of the record must be certified by the superior hierarchical direct from which the candidate exercises or exercised the functions described.
The criteria of the jury will focus on: ― the relevance of the choice of the study described;
― control of scientific and technical issues, methods, means and techniques related to the activity described.
― the construction of speech;
― the step back in the analysis of the situation;
― the justification argued the choices made;
― the quality of expression and mastery of spelling and syntax.

Time of preparation: 30 minutes.
Total duration of test: sixty minutes.
Length of the first part of the event: thirty minutes.
The first part of the test consists of a presentation by the applicant of its recognition of professional experience (ten minutes) followed by a discussion with the Board (20 minutes) which is expected to deepen the elements contained in the first part of the record. At this meeting, the jury may broaden the scope of the issues to the institutional context and the conditions for the exercise of the profession. The Board appreciates the clarity and the construction of the presentation, the quality of reflection of the candidate and its ability to highlight his skill set (ethical, methodological, clinic) in the interest of the minors entrusted to him.
Length of the second part of the event: thirty minutes.
To verify the professional abilities of the candidate and relying on the second part of the record of recognition of professional experience, the jury determines a subject falling within the areas of activities of psychologists of the judicial protection of youth. In this context, at the beginning of test, a question is posed by the jury, to the candidate who prepares the response elements during the preparation time (duration of preparation: 30 minutes). It includes in addition to the concepts relating to ethics, participation in the Organization and the institutional functioning, the knowledge by the candidate of judicial measures and the methods, techniques and tools for clinical analysis.
