Judgment of 19 December 2013 setting out the nature of the trials and the general organisation rules of the contests reserved for access to the body of technical teachers of the judicial protection of youth

Each competition reserved for access to the body of technical professors of the judicial protection of youth includes an eligibility test and an oral admission test based on the recognition of the acquired professional experience.

The Eligibility Trial consists in the examination by the jury of a record of recognition of the achievements of the professional experience established by the candidate. This file contains two parts, detailed in Appendix I to this Order. In the first part, the candidate describes the responsibilities entrusted to him during the various stages of his career in the fields of technical education, vocational training and the insertion of minors. In a second part, the candidate develops in particular the professional experience which more seems to be the most significant of the professional education activity and the insertion that he has given to minors whose follow-up he has provided, in accordance with the terms described in Appendix II to this Order.
After examining the record of recognition of the achievements of the professional experience of the candidates, the jury draws, in alphabetical order, the list of those declared fit who will be allowed to present themselves to the admission test.

The admission test has two parts. The first part consists of an interview with the jury that begins with a presentation by the candidate presenting his career path, not more than ten minutes. It continues with an exchange with the jury, lasting no more than twenty minutes, which will allow to deepen the elements contained in the first part of the file. It is based on the candidate's file for recognition of the achievements of the professional experience.
This test is intended to assess the motivation, skills and abilities of the candidate, acquired during his or her career, in order to respond to the missions given to the technical professors of youth judicial protection.
The second part includes a presentation of the candidate followed by an interview with the jury. Based on the professional experience described in the second part of the record defined in Article 2, the jury determines a subject within the fields of activities of technical professors of youth judicial protection, for which he asks the candidate to explain how he has contributed to the development and realization of objectives of social and professional insertion of minors. This question is given at the beginning of the test to the candidate who prepares the response elements during the preparation time (prepared time: 30 minutes). It focuses on the methodology, pedagogy, knowledge of accepted audiences and the technology relating to the chosen specialty, at the time of registration to the contest, by the candidate (total duration of the test: one hour).
The oral test is rated from 0 to 20.

With a view to its examination by the jury, the record of recognition of the achievements of the professional experience is sent by the candidate within the time limit and in accordance with the terms fixed by the opening of the reserved contest. This file is forwarded to the jury, at least fifteen days before the start of the admission test, by the manager of the youth judicial protection management department.

The jury of the contests reserved for the recruitment of technical professors, designated by Seal Guard Order, Minister of Justice, is chaired by the Director of Judicial Protection of Youth or his representative. It includes, in addition to the President, at least two members, chosen from:
- the directors of the youth judicial protection services;
- the technical professors of youth judicial protection;
– attached to the Ministry of Justice or personalities not belonging to the four previously cited bodies, chosen because of their skills.
Can be deputy to the jury of qualified examiners.
People who do not belong to previously cited bodies may, as necessary, be chosen because of their particular skills.
For the oral test, the jury may be required, if any, to form groups of examiners.

After deliberation, the jury determines, in order of merit, the list of candidates he proposes to the Minister of Justice for admission. The Minister of Justice shall, by speciality, determine the list of candidates declared admitted.

The contests reserved for access to the body of technical teachers of the judicial protection of the youth are opened by decree of the guard of the seals, Minister of Justice, according to the compliant notice procedure provided for thearticle 2 of the decree of 19 October 2004 referred to above. An order issued by the Minister of Justice distributes employment among specialties open to recruitment.

The guard of the seals, the Minister of Justice, and the Minister of State Reform, Decentralization and Public Service are responsible, each with regard to it, for the execution of this order, which will be published in the Official Journal of the French Republic.

    REVIEW OF THE CONCOURS RESERVED TO THE PROFESSOR
    TECHNICAL OF THE JUDICIAL PROTECTION OF
    A. ― Eligibility test


    Evidence of the jury's study of a record of recognition of the achievements of the professional experience established by the candidate.
    The record of recognition of the professional experience has two parts.
    In a first part whose model is downloadable on the website of the Ministry of Justice, the candidate describes the responsibilities entrusted to him during the various stages of his career, in the field of technical, educational animation, vocational training and the insertion of minors.
    In a second part (up to eight dactylographed pages), the candidate develops, in particular, from a precise analysis and among his achievements, that which seems to him the most significant in the implementation:
    – teaching or educational animation functions of which he was responsible;
    – objectives of vocational training and integration through education, education, guidance and evaluation of minors entrusted to the judicial protection of youth, which he had to develop and realize;
    ― or functions as a technical advisor on professional teaching and integration issues, as well as on those relating to the heritage it has had to perform.
    As part of this analysis, the candidate highlights:
    ― the teaching methods used adapted to the followed minors and the results of the professional experience he has chosen to present. He indicates and comments on the educational choices he has made in the context of his activities or in the field of vocational training and integration by teaching, in liaison, if any, with professional partners;
    ― the actions taken, the results, the constraints and the problems encountered in the context of the experience described technical advisor on the problems of professional education and integration, as well as on those relating to heritage within the framework of the management teams of the deconcentrated services of the judicial protection of youth.
    A candidate who is present in a speciality different from that in which he or she has practised may report on educational experiences observed or show how his or her journey has allowed him to build a professional identity that allows him to practice the profession of technical teacher in the chosen discipline.
    On his or her file, the candidate attached on paper, if any, one to two examples of documents or works carried out in the course of the activity described and that he or she considers it useful to bring to the jury.
    The authenticity of the elements referred to in the second part of the file must be attested by the supervisor to whom the candidate exercises or exercised the functions described.
    The jury's evaluation criteria will focus on:
    the relevance of the choice of the activity described;
    ― the mastery of scientific, technical and educational issues related to the activity of vocational training and insertion through the teaching, education, guidance and evaluation of minors;
    ― the construction of the subject;
    ― taking back in the analysis of the situation exposed;
    – the rationale for the choices made;
    ― the quality of expression and the control of spelling and syntax.


    B. ― Oral Intake Test


    Test of interview with the jury.
    Preparation duration: 30 minutes.
    Total duration of the test: 60 minutes maximum.
    Duration of the first part of the test: 30 minutes maximum.
    The first part of the trial consists of a presentation by the candidate of his record of recognition of the achievements of the professional experience (maximum ten minutes) followed by an exchange with the jury (maximum 20 minutes) which must allow to deepen the elements contained in the first part of the case. During this interview, the jury may broaden the scope of the issues to the institutional context and the conditions of the profession. The jury appreciates the clarity and construction of the presentation, the candidate's quality of reflection and his ability to highlight all his skills (pedagogical, disciplinary and summative) in the interest of the minors entrusted to him.
    Duration of the second part of the test: 30 minutes maximum.
    In order to verify the candidate's professional abilities and relying on the second part of the record of recognition of the achievements of the professional experience, the jury determines a subject relevant to the fields of activity of the technical professors. In this context, at the beginning of the trial, a question is asked by the jury to the candidate who prepares the response elements during the preparation time (due of the preparation: thirty minutes). It includes in addition to the concepts relating to methodology, pedagogy, knowledge of accepted audiences and the technology relating to the chosen specialty, at the time of registration to the contest, by the candidate.
