Considering Decree No. 2003 - 532 of 18 June 2003 relating to the establishment and the use of additional lists for admission to competitions for access to the body of the public service of the State;
Considering Decree No. 2004 - 1105 October 19, 2004 on the opening of the recruitment procedures in the public service of State;
Considering Decree No. 2012-631 3 may 2012 concerning the conditions for the eligibility of candidates for reserved recruitment for access to the body of servants in categories A, B and C and laying down the terms of organization of such recruitment in accordance with Act No. 2012-347 of March 12, 2012 the access holder employment and the improvement of the conditions of employment of contract staff in the public service to combating discrimination and amending various provisions relating to public service;
Having regard to Decree No. 2013 - 908 October 10, 2013 relative to the terms of appointment of the members of the boards and committees of selection for the recruitment and promotion of civil servants within the public service of the State, the territorial public service and the public hospital service;

Each competition reserved for access to the body of technical teachers of judicial protection of youth has an eligibility test and an oral test for admission based on the recognition of professional experience.

The eligibility test consists in the study by the Board of a recognition of professional experience record prepared by the candidate. This folder contains two parts, detailed in the annex to this order. In a first part, the candidate describes the responsibilities entrusted to him during the different stages of his career in the fields of technical education, vocational training and the inclusion of minors. In a second part, the candidate specifically develops professional experience that more seems to be the most significant activity of professional education and insertion that it has provided to minors which it has monitored, according to the procedures described in annex II of this order.
After reviewing the record of recognition of acquired from the professional experience of the candidates, the jury lists, alphabetically, who declared fit will be allowed to sit for the admission test.

The admission test consists of two parts. The first part consists in an interview with the jury, which began with a presentation by the candidate with his career, for a period of ten minutes at the most. It continues through an Exchange with the Board, for a period of 20 minutes at most, which is expected to deepen the elements contained in the first part of the record. It builds on record by the candidate for the recognition of professional experience.
This test is intended to assess the motivation, skills and abilities of the candidate, acquired during his professional career, to meet the tasks assigned to the technical Faculty of judicial protection of youth.
The second part contains a presentation of the followed an interview with the jury candidate. From the experience described in the second part of the folder defined in article 2, the jury determines a subject falling within the areas of activities of technical teachers of judicial protection of youth, for which it asks the candidate to expose how he competed at the development and goals of social and vocational integration of minors. This question is reset at the beginning of the test to the candidate who was planning the response elements during the preparation time (duration of preparation: 30 minutes). It relates to methodology, pedagogy, welcomed public and knowledge technology to the chosen specialty, at the time of registration in the contest, by the candidate (total duration of test: one hour).
The oral test is rated from 0 to 20.

For consideration by the jury, the record of recognition of professional experience is addressed by the candidate within the time and according to the criteria laid down by order of opening of the reserve competition. This file is transmitted to the jury, at least fifteen days before the beginning of the admission test, by Manager service of the Directorate of judicial protection of youth.

The jury of the competition reserved for recruitment of technical teachers, designated by order of the keeper of the seals, Minister of justice, is chaired by the Director of the judicial protection of youth or his representative. It includes also the president, at least two members, chosen from among: ― the directors of judicial protection of youth services;
― the technical Faculty of judicial protection of youth;
― fasteners of the Ministry of justice or officials not belonging to the four bodies previously cited, chosen because of their skills.
May be attached to the jury of qualified examiners.
Persons not belonging to the above-mentioned bodies may, as necessary, be selected because of their special skills.
For the oral test, the Board may, where appropriate, to form groups of reviewers.

After deliberation, the jury lists, in order of merit, of candidates proposed to the Minister of justice for admission. The Minister of justice shall adopt, by speciality, the list of the candidates declared admitted.

Competitions reserved for access to the body of technical teachers of judicial protection of youth are open by order of the keeper of the seals, Minister of justice, according to the planned assent procedure article 2 of the Decree of October 19, 2004 referred to above. An order of the Minister of justice distributes jobs between specialties open recruitment.

A N N E X E I I tests of competition RESERVE access to the body of the judicial youth PROTECTION TECHNIQUES teachers a. ― eligibility test

Test consisting of the study by the Board of a recognition of professional experience record prepared by the candidate.
The recognition of professional experience comprises two parts.
In the first part of which the model is downloadable on the website of the Ministry of justice, the candidate describes the responsibilities entrusted to him during the different stages of his career, in the field of technology, the educational outreach, professional training and insertion of minors.
In a second part (maximum eight typed pages), the candidate develops, specifically, from a precise analysis and his achievements that appeared to be the most significant in the implementation: ― of the teaching or pedagogical animation functions which he had responsibility;
― to objectives of vocational training and integration through education, by education, orientation and evaluation of minors in judicial protection of youth, it has had to develop and to realize;
― or Advisor technical problems of vocational education and insertion, as well as those relating to the heritage he had to exercise.
For this analysis, the candidate highlights: ― used teaching methods adapted to followed by minors and the results of the experience that he has chosen to present. He indicates and commented the educational choices it has made in its activities or professional training and insertion by education, liaison, as appropriate, with professional partners.
― the actions, the results, the constraints and problems encountered in the described experiment Adviser on problems of vocational education and insertion, as well as those relating to heritage in the context of services management teams decentralised judicial youth protection.
Candidate presenting himself in a different speciality from that in which it has exercised may report observed educational experiences or show what his career allowed him to build a professional identity enabling it to exercise technical teacher in the chosen discipline.
At his joint paper candidate file, where applicable, one to two examples of documents or work carried out under the activity described and deems useful to bring to the attention of the jury.
The authenticity of the items referred to in the second part of the record must be certified by the upper hierarchy from which the candidate exercises or exercised the functions described.
The criteria of the jury will focus on: — the relevance of the choice of the activity described.
― control of scientific, technical and educational issues related to the activity of vocational training and insertion in education, education, guidance and assessment of minors;
― the construction of speech;
― the step back in the analysis of the situation;
― the justification argued the choices made;
― the quality of expression and mastery of spelling and syntax.

Time of preparation: 30 minutes.
Total duration of test: sixty minutes.
Length of the first part of the event: thirty minutes.
The first part of the test consists of a presentation by the applicant of its recognition of professional experience (ten minutes) followed by a discussion with the Board (20 minutes) which is expected to deepen the elements contained in the first part of the record. At this meeting, the jury may broaden the scope of the questions to the institutional context and the conditions of exercise of the profession. The Board appreciates the clarity and the construction of the presentation, the quality of reflection of the candidate and his ability to highlight his skills (educational, disciplinary, and summative) all in the interest of the minors entrusted to him.
Length of the second part of the event: thirty minutes.
To verify the professional abilities of the candidate and relying on the second part of the record of recognition of professional experience, the jury determines a subject falling within the areas of activities of technical teachers. In this context, at the beginning of test, a question is posed by the jury candidate preparing response elements during the preparation time (duration of preparation: 30 minutes). It includes in addition to the concepts of methodology, pedagogy, welcomed public and knowledge technology to the chosen specialty, at the time of registration for the contest, by the candidate.
