Decree of 6 December 2013 on the modalities for training of the person competent for radiation protection and certification of training bodies

Publics concerned: companies in which workers are likely to be at risk due to ionizing radiation.
Purpose: define the modalities and content of the training of the competent radiation protection personnel and the modalities for accreditation of the certifying bodies and certification of the training bodies.
Entry into force: the text comes into force on July 1, 2014.
Notice: This Order re-constructs the general economy of the training system for persons competent in radiation protection established by the amended decision of 26 October 2005 on the modalities for the training of the person competent in radiation protection and the certification of the trainer by introducing a gradation of the training objectives with respect to the nature and extent of the radiological risks and substituting the certified trainer for the certified training organization.
The training, which follows three levels for which the sources of ionizing radiation are defined, respectively, are provided over a period of twenty-one hours for level 1, corresponding to low radiological issues, at eighty-ten hours for level 3 for high radiological issues.

    Subject.
    The purpose of the training referred to in R. 4451-108 is to provide the candidates with the technical and regulatory foundations necessary for the exercise of the duties of a person competent in radiation protection defined to the candidates Articles R. 4451-110 to R. 4451-113 of the Labour Code.
    This training is adapted to the nature and extent of the radiological risk and to the conditions for carrying out the activity. It is defined in this order as follows:
    - three levels of training for which nuclear activities are, respectively, set out in Article 2 I;
    – five sectors of activity defined in Article 2 II, respectively, according to the levels of training;
    – two options for Level 2, introduced in Article 2, III, depending on the nature of the source of ionizing radiation and the sector of activity.
    The education provided must enable the candidate to know and be able to explain and implement the principles of radiation protection adapted to the nuclear activities for which he or she carries out his or her duties and to apply the provisions of the regulations. Upon completion of the training, the candidate must be able to identify and understand the risk, measure its consequences and know how to control it.
    The training of a person competent for radiation protection is provided by a certified training body for this benefit under the following conditions.
    Upon completion of this training, a certificate of training of a competent person in radiation protection of a validity of five years is issued by the training body to candidates who have met the knowledge control.

    Training levels, activity areas and options.



    I. - Training levels.
    The three levels of training cover the following activities:
    Level 1:
    (a) Reporting activities under theArticle R. 1333-19 of the Public Health Codeexcept for interventional radiology;
    (b) Activities that implement less than ten Class 5 sealed radioactive sources referred to in Safety Guide RS-G-1.9 of the International Atomic Energy Agency or Container Devices;
    (c) The transport of packages of excepted type radioactive substances, as defined by the amended dated 29 May 2009 concerning the carriage of dangerous goods by land;
    (d) The activities exhibiting to the geological radon mentioned in theArticle R. 4451-136 of the Labour Code and activities on aircraft in flight referred to inarticle R. 4451-140 of the Labour Code when provisions of Article R. 4451-143 of the Labour Code applies;
    (e) Activities carried out by employees of temporary work enterprises in establishments under the provisions of Articles R. 4451-1 and R. 4451-2.
    Level 2 targets activities not at levels 1 and 3.
    Level 3 refers to activities carried out within a basic nuclear facility referred to inArticle L. 593-2 of the Environmental Code or an individual facility within the perimeter of a secret base nuclear facility as mentioned at theArticle R.* 1333-40 of the Defence Code, with the exception of the installations:
    ― including an accelerator as defined in thearticle 3 of the decree of 11 May 2007 referred to above ;
    ― implementing only sealed radioactive sources emitting gamma radiation.
    II. - Sectors of activity.
    For levels 1 and 2, the following three sectors of activity are defined:
    - the "medical" sector, comprising medical activities for diagnostic or therapeutic purposes, preventive medicine, oral medicine, medical biology, veterinary medicine, forensic examinations, and research activities associated with this sector;
    - the "transport of radioactive substances" sector;
    - the "industry" sector comprising the activities carried out in the establishments defined in sections R. 4451-1 and R. 4451-2 including associated research activities not falling within the "medical" and "transport of radioactive substances" areas defined above.
    For Level 3, the following two sectors of activity are defined:
    – the nuclear reactor sector, bringing together nuclear reactors regardless of their purpose;
    ― the "Laboratories, Plants, Waste Management Sites" sector, bringing together all basic nuclear facilities and individual facilities within the scope of a secret base nuclear facility other than those mentioned above.
    III. - Options.
    For Level 2, for "medical" or "industrial" sectors, the following options:
    - "sealed radioactive sources" including containers, electrical appliances emitting X-rays and particle accelerators;
    - "non-sealed radioactive sources" including sealed sources for their control.
    IV. - The person responsible for radiation protection shall carry out the assignments entrusted to him under the authority of the Articles R. 4451-110 to R. 4451-113 of the Labour Code, in the level, the area(s) and options specified on its certificate of training of competent person in radiation protection during validity.
    It can also intervene in a lower level than that for which it was formed, regardless of option but within the same sector of activity, or for level 3 of the industry sector.
    V. - The person competent for external radiation protection shall have a certificate of training of a person competent for radiation protection in the course of validity, corresponding to the activity in which the worker is involved in radiation protection and, at a minimum, of level 2.

    Initial training.
    I. - The initial training of a competent person in radiation protection consists of two modules whose educational objectives, the minimum duration and the prerequisites for access are defined for each level in annexes I, II and III:
    a theoretical module on the principles of radiation protection and the regulation of radiation protection;
    - an applied module, consisting of, for all levels, directed work and, for levels 2 and 3, specific practical work at each of the levels, sectors and options mentioned in section 2 and whose distribution is set out in the annex.
    The training provided is declined in three forms of skills – knowledge, know-how and know-how – adapted to the nature of the radiation sources implemented in institutions where candidates will act.
    II. - When the training is provided in a course validated by a degree:
    - national education;
    – the general direction of teaching and research, under the authority of the Ministry of Agriculture;
    - specialized training defined by the decree of 6 December 2011 referred to above;
    – higher education in radiation protection,
    the theoretical and applied modules mentioned in I can be taught in a time interval adapted to the training curriculum without exceeding five years. This training is punctuated with a complementary revision module of a specified duration for each level in Annexes I, II and III. It is organized in the year preceding the knowledge control defined in Article 4.
    III. - The scientific or technological baccalaureate level is prerequisite to access the training of a competent person in radiation protection.

    Monitoring and validation of knowledge.
    I. - Knowledge control is adapted to the level, sector of activity and, if applicable, to the option taught. It is organized by the certified training organization that has developed the teaching of the two modules referred to in Article 3 or Article 7.
    It is provided by one or more trainers responsible for ensuring the educational coherence of each training session referred to in Article 10. Such trainers may be supported in their task by one or more specialized stakeholders referred to in Article 10.
    The purpose of the knowledge control is to verify the candidate's ability to identify and assess risks, to define and implement radiation protection measures and to manage an accidental situation, and, where appropriate, to manipulate radiation detection devices. It consists of:
    for the theoretical module:
    – a written test organized in the form of a multiple-choice questionnaire completed with open and short answers questions. This control measures 30% in the final note;
    - for the applied module:
    · a continuous monitoring of acquired knowledge that is 30% in the final note, organized during the directed work and, where applicable, in the practical work in the form of a situational setting;
    ― an oral test, following the teaching of this module, which intervenes at 40% in the final note and includes analyses of practical cases.
    II. - When the training of a competent person in radiation protection is provided as part of a training referred to in Article 3 II, the oral test referred to in Article I may be organized as a continuous control during the last year of instruction.
    III. - Updated and renewed questionnaires contain a specific identifier deferred to the candidate's certificate of training of person competent to radiation protection. They differ from one session to the other by at least 30%.
    Written examinations and oral evaluations of candidates are maintained at least five years by the certified training organization.
    The terms and conditions of knowledge control in the context of initial and renewal training are specified, for each of the three levels provided for in section 2, in annexes I, II and III.
    IV. - To obtain the certificate of training of a competent person in radiation protection, the candidate must obtain a general average of 10 out of 20 and a minimum rating of 8 out of 20 at each of the above tests.
    Otherwise, the candidate must, in order to obtain the certificate of training of a competent person in radiation protection, successfully re-enter the test or tests to which he failed. The training organization therefore organizes a new knowledge control within three months of training.
    In the event of a new failure, the candidate must re-track the training set out in section 3 before representing himself in the control of the knowledge referred to in I.
    V. - Training and knowledge control procedures are communicated to the candidate at the beginning of the training.

    Certificate of training of a competent person in radiation protection.
    I. - The certificate of training of a competent person in radiation protection shall be issued, no later than one month after the date of the knowledge control, by the certified training body, to the candidate who has met the requirements of section 4.
    II. - The expiry date of the training certificate shall be determined from the date of its issuance for a period of five years.
    This certificate of training of a competent person in radiation protection includes the following information:
    (a) Name and name of the person who has met the knowledge control;
    (b) Training level, activity sector(s) and option(s);
    (c) Expiry date of the training certificate;
    (d) Name of certified training organization;
    (e) Identifier of questionnaires used in knowledge control;
    (f) Certification body, certification number of the training organization and expiry date of the training organization.

    Extension of the level or scope of the radiation protection training certificate.
    I. - Without prejudice to the provisions of Articles 3 and 4, the certificate of training of a person competent in the field of radiation protection may be extended to another level, sector or option. The holder of this training certificate follows a "bridge" training organized according to the same knowledge control programs and procedures as defined for the initial training.
    However, the duration of the bridge training corresponds to:
    - in respect of the change of level or sector, at least the duration of the planned training decreased by 50% of the duration of the acquired training;
    - for the change of option, at least the difference between the duration of the initial training followed and that of the training of person radiation protection competence, option "sealed and unsealed radioactive sources. »
    II. - In the event of success in the control of knowledge, a new certificate of training of a person competent in radiation protection is issued under the conditions provided for in Article 5.

    Renewal.
    I. - Renewal training is adapted to the level(x), sector(s) and option(s) of the training certificate held by the competent person in radiation protection.
    This training, accessible to a person who holds a certificate of training of a competent person in valid radiation protection, is provided in accordance with the provisions mentioned for each of the three levels in Annexes I, II and III.
    This training, which includes a theoretical education and an applied module, allowing the candidate to enhance his or her knowledge of radiation protection, from a technical and regulatory point of view, is provided:
    either during a training session prior to knowledge control;
    - either, in a fractional manner, during the years of the exercise of the person responsible for radiation protection, provided that at least one third of the duration of the renewal training is provided during a training session, known as the "synthetic session", prior to the control of knowledge.
    In this case, the certified training organization defines the content and organization of each session.
    A candidate who wishes to join this fractional training organization must register in this device with a certified training organization no later than two years after the date of issuance of the certificate of training of a competent person in radiation protection.
    Training and knowledge control are under the responsibility of the same certified training organization.
    II. - Prerequisitely for the renewal training or the synthesis session, the candidate shall transmit to the certified training organization a completed activity description, the content of which is set out in Appendix VI.
    The examination of the knowledge of the renewal training shall be conducted in the year preceding the expiry date of the candidate's certificate of training of competent person in the radiation protection of the candidate, as defined in Article 4.
    III. - In the event of success of the candidate for the above-mentioned inspection, a new certificate of training of a person competent for radiation protection is issued by the certified training body, in accordance with the provisions of Article 5.
    The expiry date of the new training certificate is five years after the expiry date of the previous training certificate.
    In the event of failure, the candidate must re-enter the initial training defined in section 3 and submit to the knowledge control provided for in section 4.

    Accreditation of certifying bodies.
    I. - The certifying bodies are accredited for the certification of training bodies for the provision of training of persons competent in radiation protection by the French Accreditation Committee (COFRAC) referred to in article R. 4724-1.
    To obtain the accreditation provided for in section R. 4451-109, certifying bodies that meet the conditions set by this Order and those set out in ISO/IEC 17065: Assessment of conformity ― Requirements for organizations certifying products, processes and services are deemed to be in compliance with the requirements of this Order.
    II. - Procedures for the instruction of applications for accreditation are:
    ― from favourable operational admissibility, certifying bodies may audit candidate training institutions;
    – to be accredited, certifying bodies have one year from the date of favourable operational admissibility.
    In the event of a suspension of accreditation, the certifying body is no longer authorized to issue certificates until the suspension of accreditation is lifted by COFRAC.
    In the event of withdrawal of accreditation, the certifying body is no longer authorized to issue certificates. The companies concerned are directed to another certifying body to transfer their certificate.
    In the event of a cessation of activity of the certifying body, the companies concerned are directed to another certifying body to transfer their certificate.

    Additional requirements for certifying bodies.
    The certifying body operates at all levels, sectors and options referred to in Article 2. The certification process and its terms and conditions are established in accordance with the provisions set out in Appendix IV.
    The certifying body shall issue a certificate in the French language to the training body that demonstrates its capacity in this field. This certificate, which is assigned on the basis of the criteria set out in this Order, refers to the level, industry and option for which the training organization is certified.
    The certifying body shall prepare an annual report of activities referred to by the certification committee set out in paragraph 2.2 of Schedule IV that it shall communicate to the general direction of work and to the Nuclear Safety Authority. This report provides an overview of the activities of the certifying body in the certification of the training institutions referred to in this Order, including the number of unannounced audits carried out, as well as the data referred to in Article 10 II collected from certified training bodies.
    The certifying body publishes on its website a directory of certified training organizations. This directory shows the list of companies whose certification is suspended or withdrawn.

    Training requirements.
    I. - The certified training organization operates under conditions, including commercial and financial conditions, which guarantee its independence of judgment vis-à-vis trained persons.
    The training body shall designate the trainer(s) responsible for ensuring the pedagogical coherence of each training session of a person competent in the field of radiation protection, as described below as the trainer. The training organization justifies their technical and educational skills. It formalizes these designations and informs the certifying body of any changes.
    The training organization identifies potential specialist stakeholders who act under its responsibility and maintains a list of them.
    For each training session, the training organization ensures that at least one third of the training is provided by the trainer that it has designated in accordance with paragraph 2 of this section.
    The training organization defines the number of maximum candidates per session, for the teaching of the theoretical and applied modules, to ensure that each candidate can individually acquire the knowledge referred to in Annex I to III.
    The organization ensures the quality of the teaching provided by the above-mentioned stakeholders by a regular assessment that it draws the consequences.
    II. - The certified training organization addresses annually to the certifying body, which reports on its training activities for the competent person in radiation protection, including the number of candidates trained by type of training (initial or renewal), level, sector and option and success rate per session.

    Equivalence.
    The trainer or auditor of the certifying body shall be deemed to meet the requirements of the knowledge control set out in section 4 and shall hold a training certificate from a competent person in radiation protection, issued by a training body, in accordance with section 5, II. This certificate mentions the level(s), sector(s) and option(s) corresponding to their competencies.

    Equivalences.
    I. - The person who holds a higher education degree in radiation protection whose training program incorporates in its content all of the provisions set out in annexes I, II and III is exempt from the training provided for in section 3. In order to obtain the training certificate referred to in Article 5, he shall submit to the knowledge control provided for in Article 4.
    II. - For level 2, a person who holds a degree from a radiologist, a nuclear doctor, a surgeon-dentist, a person specializing in medical radiophysics, radiopharmacian, a medical electroradiology manipulator or a veterinarian may be exempted, by the certified training body, from all or part of the teaching of the theoretical principles defined in paragraph I of Schedule II, without prejudice to the provisions of section 4.
    III. - The person recognized as a qualified expert, within the meaning of Article 1 of Council Directive 96/29/EURATOM of 13 May 1996, setting the basic standards for the health protection of the population and workers against the dangers resulting from ionizing radiation, by the competent authority of another Member State of the European Union, may obtain by equivalence the training certificate provided for in Article 5.
    The equivalent radiation protection training certificate is issued for a five-year period by a certified training organization following an assessment to assess the suitability of the applicant's skills with those required for the level, sector and option requested. This evaluation, conducted in the French language, includes an oral interview and a written test organized in the form of a multiple-choice questionnaire completed with open and short answers questions.
    At the end of this period, the training certificate is renewed under the conditions of Article 7.

    Entry into force, repeal and transitional provisions.
    This Order comes into force on 1 July 2014.
    However, certified radio protection trainers may continue their training activities and renew their certificates in accordance with the terms of the above-mentioned decision of October 26, 2005 until January 1, 2016.
    The holder of a certificate of a competent person in the field of radiation protection, issued in accordance with the provisions of the above-mentioned decision of 26 October 2005, may continue to carry out his or her duties in the area of activity mentioned on his or her certificate, regardless of the level at which that sector now falls. This certificate remains valid until the expiry date it mentions or five years after the date of the knowledge control of the theoretical module.
    It is renewed in accordance with the conditions of Article 7, in accordance with the levels referred to in Article 2 or, until January 1, 2016, in accordance with the terms and conditions set out in the Decision of October 26, 2005 on the modalities of training of the competent person in the radiation protection and certification of the trainer.
    The decision of October 26, 2005 on the procedure for the training of the competent person in radiation protection and certification of the trainer is repealed effective January 1, 2016.
    The Order of December 8, 2003 setting out the terms and conditions for the implementation of the ionizing radiation protection of workers assigned to the performance of tasks on board aircraft in flight is repealed effective July 1, 2014.

    LEVEL TRAINING 1


    The training is conducted according to the three areas of "medical" activity, "transport of radioactive substances" or "industry" mentioned in section 2.


    I. - Provisions common to initial training
    and Renewal
    Common educational objectives in the three sectors


    The teaching must enable the candidate to acquire the following knowledge and skills:

    - the radiation protection of workers (radio protection principles, means of protection and control, protection against external exposure, protection against internal exposure, means of radiation detection).
    (b) Explain the administrative, technical and regulatory environment related to radiation protection.
    (c) To encourage the various prevention actors with whom the competent person in radiation protection is likely to interact (work doctor, safety hygiene committee and working conditions...).

    The mastery of the main missions of the person responsible for radiation protection is based on the knowledge of these theoretical elements.

    Know-how
    A moduler according to sectors of activity

    (a) Integrate the risk of ionizing radiation in the overall approach to the prevention of the business risks of the company and position it against the risks of other natures.

    To be able to support the employer in the following actions:
    • conduct a risk assessment;


    (b) Apply, in particular on the basis of standard documents, the radiation protection rules adapted to the type of activity.

    define and delineate regulated areas;
    - perform a post analysis;


    (c) Appropriate, programs, operating modes and standard control procedures and adapt them to the establishment.

    ― apply the optimization principle;
    - define the dose objectives of workers;


    (d) Support appropriate procedures for technical radiation protection controls and know how to implement them.

    ― collect the necessary elements for the preparation of the exhibit sheet and certificate;


    (e) Apply the radiation protection procedures for shipment, transportation and receipt of packages of excepted and knowledge-based radioactive substances for the "transport of radioactive substances" sector, develop a radiological protection program for packages.
    (f) Apply the special provisions and procedures for enhanced natural exposures referred to in Article 2.

    ― to define, set up and operate individual and atmosphere dosimetric monitoring;
    - perform dose and protection flow calculations;
    - Implement special measures in the event of co-activity (prevention plan or radiological protection program for transport...);
    identify and manage a degraded or accidental radiological situation based on a pre-established procedure.

    Knowing.

    (a) Explain to workers, as part of the radiation protection training, the risks associated with ionizing radiation, the issues of radiation protection and protective measures based on pre-established educational tools.
    (b) Communicate the radiation protection policy in the company and with third parties.

    Participate in the development of training and information of workers exposed to ionizing radiation.
    Self-reliance on radiation protection.
    Exchange with all relevant actors in particular in the case of intervention by other companies.


    In the case of renewal training, the teaching provided to the candidate must enable him to update the aforementioned knowledge, know-how and know-how.


    II. - Duration of initial and renewal training


    The minimum effective duration of the teaching on the theoretical and applied modules of the initial training is specified in the table below:

    III. - Common ways of knowledge control


    The time allocated to the training, as set out in the table above, is supplemented by an assessment time for candidates by group organized as follows:
    - for the theoretical module: 45 minutes of individual control;
    - for the applied module:
    - a continuous control whose terms are defined by the certified training organization;
    ― an oral test incorporating 1 hour working in a practical case analysis group (maximum 5 candidates per group) and a group interview during which each candidate is interviewed individually.
    For the knowledge control conducted after the renewal sessions, the above-mentioned times are reduced by 50%.

    CERTIFICATION PROCESS
    TRAINING
    1. Definition of process steps


    The five-year certification cycle starts with the certification decision or with the certification renewal decision. It consists of an initial audit, annual monitoring audits and a renewal audit over the past year, conducted on site.
    The list of constituent elements of the file to be completed is requested from one of the accredited certification bodies.
    The admissibility of the file by the certifying body is conditioned by the completeness of the certification file filed by the training body.
    The certification steps are as follows:







    Step 0 Acceptability Instruction of the file by the certifying body and decision of admissibility by the certifying body no later than fifteen days after the receipt of the complete certification file sent by the training body.
    Step 1 Initial audit The initial audit includes a "documentary" component and a "complementary" component in the presence of trainees during the first training session for trainees, which may be covered by the certification field. It is planned in consultation with the training agency. Until certification is obtained, the training organization is not authorized to organize other training sessions.
    The "documentary" and "complementary" portions of the initial audit can be performed simultaneously.
    The initial audit decision is taken no later than nine months from the notification of positive admissibility (step 0).
    Step 2 Monitoring audit Annual monitoring audits include a documentary component.
    The second monitoring audit is completed with a "additional component in the presence of trainees" completed during a training session covered by the certification field. The "documentary" and "complementary" portions of the second year's surveillance audit can be performed simultaneously.
    Monitoring audits are conducted no later than one year after the award of the certification, following the initial audit, or following the maintenance of the certification, following the previous monitoring audit.
    The monitoring audit can be planned or unplanned. During the certification cycle, at least one audit of the "complementary component in the presence of trainees" is conducted in an unannounced manner.
    Step 3 Renewal Audit The renewal audit is composed of a "documentary" component and a "complementary" component in the presence of trainees during a training session, corresponding to the certification field. The "documentary" and "complementary" portions of the renewal audit may be completed simultaneously. This audit is conducted so that the certification decision is made before the certification expires. The renewal audit may be planned or unplanned.


    2. Minimum duration of audits


    2.1. The minimum duration of the initial, second year and renewal audits are defined in the table below:

    When an organization only provides level 3 training, the above-mentioned times are increased by 25%.
    In the case of a multisite company or group, the certification body determines the definitions to be taken into account, the conditions for the issuance of the certification, according to the organization, by establishment or for the whole company, and the sampling rules to be applied, in accordance with IAF MD, to the subject of the certification.
    2.2. Accuracy of the steps of the certification process:
    The certifying body is an independent body, known as the "certification committee", composed of persons experienced in the field of radiation protection, from training bodies and professionals. The certifying body establishes the meeting frequency of the certification committee.
    This committee:
    ― issues an opinion on the content of the audit materials for certification of training organizations;
    ―on the basis of the auditor's report, statue on the assignments, suspensions, withdrawals and renewals of the certificates so as to register in the process set out in this annex.
    Upon a proposal by the certification committee, the award, suspension, withdrawal and renewal of the certificates shall be carried out, in writing, by the certifying body, to the training body, not later than fifteen days after the conclusion of that committee.
    The training organization is informed, as soon as possible and no later than fifteen days after, of each decision taken by the certification committee concerning it.
    In the event of a certification withdrawal, the certifying body simultaneously informs the training body, the general direction of work and the Nuclear Safety Authority.
    The success of the training organization in the initial audit allows it to issue certificates of a person competent for radiation protection within the scope of the certification, including interns at the session that was the subject of this audit.
    Treatment of deviations.
    Certificates of training of a competent person in the field of radiation protection issued to interns after a training for which the audit concluded that the certification was refused or withdrawn shall be deemed to conform to the requirements of this Order.
    Claims cases.
    Any claim for a certified or under-certified training organization received by the certifying body shall be processed within a period not exceeding one month from receipt of the claim and information to the certification committee.


    3. Transitional training activities


    Upon receipt of a positive decision on admissibility by the certification body, the training bodies may receive registrations for the first training session within the scope of the certification.
    Training requirements for auditors of certification bodies.
    In addition to having the skills required for the trainers referred to in item 4 of Schedule V, the auditor must justify an experience of at least twenty days of audit activity over the last three years or a one-week training in the field of the audit dating from less than six months.
    This jurisdiction may be divided between two distinct persons.

    TECHNICAL REFERENCE FOR CERTIFICATION OF BODIES ASSURING THE TRAINING OF PERSONS IN RADIOPROTECTION VISED TO ARTICLE R. 4451-103 CODE OF WORK


    1. Administrative, legal and economic information


    The legal officer of the training organization who makes the application for certification indicates the institution(s) he wishes to certify. Each of them has all the organizational, personnel and equipment, enabling them to carry out the training of the competent radiation protection personnel.
    Training organizations whose activity is not governed by French regulations, in cases where certain information in the criteria is specific to the bodies established in France, provide the information to meet the corresponding requirements in an equivalent manner.
    1.1. Legality of existence:
    ― extract K bis or registration in the business room or in the agricultural room;
    INSEE registration (SIREN, SIRET and NAF)
    ― training organization reporting number (L. 6351-1) Labour code)
    copy of the statutes with the latest updates;
    ― description of the legal and financial links of the organization.
    1.2. Legal liability:
    Identity of the legal official (name, first name, date of birth, date of entry in the company and occupied function).
    1.3. Social and tax data:
    - certificate on the honour of payment of taxes;
    ― certificate of registration and payment (updated less than three months in the initial application) to the following organizations:
    ― USSRAF or the Agricultural Social Mutual Fund;
    - pension funds.
    Over the last three years or since the establishment of the training organization, if it is less than three years old, there are many trainees depending on the levels, sectors and options covered in this order and depending on the nature of the training delivered (initial, renewal and extension).
    1.4. Insurance:
    The training organization justifies, at least before the start of the first activities, and then each year, that it has properly subscribed the insurance to cover its liability due to the exercise of the activities concerned by the certification requested, by producing the corresponding insurance certificates.
    For a first application for certification, the training organization may provide an attestation on the honour of an insurance application covering its responsibility for the exercise of the activities involved in the requested certification. The insurance certificate must be provided to the certifying body before the start of the first training session.
    When, for the exercise of training, a nuclear activity is performedArticle L. 1333-4 of Public Health Code, the training body shall produce the evidence issued by the competent authority.
    1.5. Scope of certification:
    The training organization indicates in the file sent to the certifying body the levels, sectors and options for which it seeks certification.


    2. Technical criteria


    Each institution that subscribes to the certification justifies it meeting the technical criteria.
    The training organization justifies the following teaching methods:
    (a) For level 1, means of radiation protection, such as measuring devices, dosimeters, individual protective equipment and any other means of measurement or protection that may be implemented in the relevant sectors of activity.
    (b) For levels 2 and 3:
    • suitable measuring instruments and sufficient numbers for the apprenticeship of trainees;
    – access to an active facility or at best simulated facilities, as well as ionizing radiation fields that may be implemented in the relevant sectors of activity in order to allow trainees to understand the exercise conditions and to implement the radiation protection measures taught.
    The training organization provides a description with photographs and plans of the premises for theoretical teaching and, where applicable, applied.
    The training organization provides:
    the complete list of the materials available to it;
    - its instructions on use, periodic maintenance, maintenance, material protection, monitoring of equipment, taking into account the manufacturer's instructions.


    3. Educational criteria


    The training body shall, for each level, sector and option taught, communicate to the certifying body:
    – the program and organizational arrangements for the initial and renewal training modules;
    - teaching methods;
    the materials and educational means necessary for the above-mentioned teachings;
    ― the procedures for the control of the knowledge required for the issuance of the certificate and at least 5 of the questionnaires and oral evaluation topics specified in section 5;
    - the documents necessary for the person responsible for radiation protection to apprehend his or her missions, including the training of workers.
    The training organization communicates, as part of the certification follow-up stage, for each level, sector and option taught:
    ― questionnaires and oral evaluation topics for each control of organized knowledge;
    ― the statistical elements relating to training provided and certificates issued.


    4. Training criteria


    4.1. Training criteria.
    The trainer shall meet the following criteria:
    (a) Being contractually linked to the training organization;
    (b) Rationale for a qualification and knowledge of the professional environment in the area of activity for which the training organization seeks certification:
    ― a training of at least two years in radiation protection (e.g., senior radiation protection technician, professional radiation protection license, radiation protection master or equivalent degree).
    ― Otherwise, it will have to justify an equivalent level, including knowledge of facilities and appliances, including the latest technologies implemented by professionals;
    – a professional experience in radiation protection for at least two years and justifying the maintenance of its achievements in this area.
    (c) Rationale of competence in the field of training;
    (d) Rationale for knowledge of general regulations and specific regulations applicable to the activities concerned;
    (e) Justification of a knowledge of the organisation of radiation protection and its control in France.
    As part of the certification renewal process, the training body must justify the maintenance of the theoretical and practical skills of the trainer(s), including participation in professional conferences, conferences or continuing training and a field activity.
    4.2. Criteria for specialized training stakeholders.
    The training organization shall be made available to the certifying body, any evidence of the competence of the specialized stakeholders to whom it requests to intervene. It ensures the adequacy of skills with the teachings delivered. To ensure the quality of the teaching provided by these stakeholders, it regularly assesses the teaching materials and the actual teaching provided.


    5. Traceability


    The training organization provides the certifying body with written instructions on the establishment and preservation of supporting documents and records, including:
    – staff, internal or external to the company (work contracts, delivery contracts, training certificates);
    - the list of trainee(s) (civility, name, name, date of birth) and the company's SIRET number using the trainee(s);
    - supporting certificates issued;
    - monitoring the maintenance of equipment and equipment for collective and individual protection.

    REAL ACTIVITIES DESCRIPTION
    (pre-renewal training)


    Purpose: The purpose of this activity document is to assess the candidate's experience and to collect his/her training needs and expectations, in order to enable the training organization to build, on the basis of the training objectives set out in Annexes I, II and III, an appropriate training session that takes into account the expectations identified.
    Candidate presentation:
    - name/name;
    level(s), sector(s) and option(s) followed;
    ―if applicable, date of designation as a person competent for radiation protection by the employer.
    Presentation of the facility and sources of radiation held and used (1):
    - a brief description of the establishment's activities, including the number of workers using sources and the number of workers classified;
    ― a brief description of the various sources of ionizing radiation present in the facility and/or used inside or outside the facility and of the activities using these sources.
    Presentation of the actions carried out by the competent person in the field of radiation protection or as support to the employer, including:
    ― the conduct of a risk assessment: selected criteria;
    the definition and delimitation of regulated areas;
    - the completion of workstation studies;
    – the definition of worker dose targets;
    ― the collection of the necessary elements for the preparation of the exhibition sheet;
    ― the definition, implementation and monitoring of dosimetry (follow-up and retained means);
    - the establishment of individual protective equipment;
    the establishment and implementation of radiation protection technical control programs;
    - the implementation of specific measures for co-activity;
    - the management measures for possible degraded radiological situations encountered;
    - exchanges with the institutional interlocutors of the competent person in internal and external radiation protection;
    - where appropriate, participation in networks of persons competent in radiation protection or in professional conferences or seminars dealing with radiation protection;
    - for the "transport of radioactive substances" sector, the implementation of a radiological protection program for packages;
    - where appropriate, the radiation protection measures of workers associated with the management of waste and effluent contaminated with radioactive substances.
    Presentation of the training and information activities carried out against workers who may be exposed to ionizing radiation:
    - number of persons affected per year;
    information: nature and form;
    – number of trainings carried out per year, objectives of training.
    Candidate's training expectations.

    (1) In the case of establishments that do not have sources of radiation but whose staff is exposed to activities conducted in other companies (maintenance, troubleshooting, subcontracting...), describe these activities and the conditions of exposure of workers.
