Pursuant to law n ° 2012-347 12 March 2012 on the access holder employment and the improvement of the conditions of employment of contract staff in the public service, to the fight against discrimination and on various provisions relating to public service, particularly its articles 5 and 7;
Mindful of Decree No. 99-669 2 August 1999 amended on the special status of technical services staff decentralized prison administration;
Considering Decree No. 2002 - 766 3 May 2002 concerning the procedures for designation by the administration in the public service of the State of members of boards and committees of selection and its representatives in the advisory bodies;
Considering Decree No. 2004 - 1105 October 19, 2004 on the opening of the recruitment procedures in the public service of State;
Considering Decree No. 2012-631 3 may 2012 concerning the conditions for the eligibility of candidates for reserved recruitment for access to the body of servants in categories A, B and C and laying down the terms of organization of such recruitment in accordance with Act No. 2012-347 of March 12, 2012 the access holder employment and the improvement of the conditions of employment of contract staff in the public service to combating discrimination and amending various provisions relating to public service;
Having regard to Decree No. 2013 - 908 October 10, 2013 relative to the terms of appointment of the members of the boards and committees of selection for the recruitment and promotion of civil servants within the public service of the State, the territorial public service and the public hospital service;
Considering Decree No. 2013-966 28 October 2013 opening of the reserved recruitments for access to the body of servants in categories A, B and C of the Ministry of justice;
Considering the Decree of 30 May 2008 laying down the list of specialities for which are open recruitment of technical director of the prison administration;

In accordance with the table annexed to the Decree of 28 October 2013 above, reserve competition of technical directors of the prison administration is organized according to the provisions laid down by this order.

The competition reserved of technical directors of the prison is open in one or more specialties provided by the Decree of 30 May 2008 referred to above.

When the reserve competition of the technical directors of the prison is open in more than one specialty, the candidate chooses upon registration the speciality in which he wishes to present themselves.

The reserve competition of the technical directors of the prison administration has an eligibility test and an oral test for admission based on the recognition of professional experience.

The eligibility test consists of a study of case or a technical dossier (duration: four hours, coefficient 2).
At the end of the test for eligibility, the Board establishes, in alphabetical order, the list of candidates authorised to take part in the oral test for admission.

For the oral test for admission, the candidate establishes a record of recognition of her professional experience to the office in charge of recruitment at a date fixed in order to open the reserve competition.
The record of recognition of professional experience, as well as the guide to filling are available on the website of the Ministry of justice, in accordance with the attached schedule.

The oral admission test consists of an interview for the recognition of work experience of a duration of thirty minutes, including ten minutes at most affected exposé of the coefficient 4.
This interview with the jury is designed to assess personality, the abilities of the candidate as well as motivation and abilities to perform the duties normally devolved to a technical director. To conduct this interview, which has the starting point a presentation by the candidate on his career, the technical achievements and the work done during his career, jury to have the record established by the candidate for the recognition of professional experience.
This presentation is followed by a discussion with the Board, to assess the professional skills and technical knowledge in the specialty of the candidate.
During this interview, the candidate is, where appropriate, interviewed on questions relating to the penitentiary institution as well as its professional environment.

It is awarded at each event a score of 0 to 20. Any score below 7/20 to the oral test for admission is eliminatory.

At the end of the oral test for admission, jury lists, by order of merit, of the candidates declared fit as well as a supplementary list in the same order.
Only may be included on this list and the candidates, for all of the events, a number of points set by the jury, which, after application of the coefficients, must not be less than 60 points or understand no playoff notes.

The jury, composed of four members at least of category, is appointed by Decree of the keeper of the seals, Minister of justice. Its members are: ― the Director of prison administration or his representative, president;
― three category A officials belonging to the Directorate of the penitentiary administration.

Annex A N N E X E CONSTITUTION of folder of recognition of achievements of EXPERIENCE Professional (RAEP) (*) the model of recognition of professional experience record was set by circular B10 No. 2135 of 30 March 2007 on the implementation of the system of recognition of professional experience.
For the creation of the record provided to the article 6 of this order, the applicant can rely on the following human resource management tools: 1. the interdepartmental des métiers de l'Etat (RIME) directory on the internet: http://www.fonction-publique.gouv.fr 2. The repository of the jobs of the Department concerned, on the internet.
