Notice: in accordance with the commitment made on 1 March 2013 by the President of the Republic in his closing speech of the Assises of Development and International Solidarity, the decree creates a National Council for Development and International Solidarity to maintain a regular dialogue between the State and civil society on the development policy implemented by France.

Having regard to the Constitution, including articles 37 and 13;

Decrete:
A National Council for Development and International Solidarity (CNDSI) is established with the Minister for Development. The purpose of this council is to allow for a regular dialogue between the various actors of development and international solidarity on the objectives and orientations of French development policy, on the coherence of public policies on development and on the means of official development assistance.
The National Council for Development and International Solidarity is chaired by the Minister for Development.
In addition to its President, the National Council for Development and International Solidarity includes eight colleges as follows:
1° A college composed of two deputies, two senators, a European MP and a member of the Economic, Social and Environmental Council;
2° A college of representatives of territorial authorities and multi-actor regional networks, composed of eight members;
3° A college of representatives of non-governmental organizations whose main activity is international solidarity or organizations that federate them, composed of sixteen members;
4° A college of representatives of employee union organizations, composed of four members;
5° A college of employer representatives, composed of four members;
6° A panel of representatives of economic actors working in the field of development and international solidarity, composed of five members;
7° A college of representatives of scientific academic and training organizations dealing with development issues composed of four members;
8° A college of foreign personalities composed of seven members.
With the exception of members of the College of Deputies, Senators, Member of the European Parliament and member of the Economic, Social and Environmental Council, appointed by their assemblies, the members of the National Council for Development and International Solidarity and their alternate members shall be appointed by order of the Minister for Development.
A member who, during his or her term of office, dies, resigns or loses the quality for which he or she has been designated shall be replaced for the duration of the term remaining to be run by a person designated under the same conditions.
The term of office of members of the National Council for Development and International Solidarity is three years, renewable once.
The functions of a board member are exercised free of charge.
Participate in the work of the Council a representative of the President of the Republic, the Prime Minister, the Minister for Foreign Affairs, the Minister for Economics and Finance, the Minister for Higher Education and Research, ministers concerned with the issues on the agenda and the Director General of the French Development Agency.
The President of the National Council for Development and International Solidarity, or his office by majority of its members, may decide to hear in meeting any outside person whose hearing is likely to inform his or her work.
The National Council for Development and International Solidarity has an office composed of eight members, each appointed by one of the colleges, and two representatives of the secretariat of the Interdepartmental Committee on International Cooperation and Development appointed by the Minister for Development.
The Bureau sets out the agenda of the meetings of the National Council for Development and International Solidarity in accordance with its responsibilities under Article 1 of this Decree. This agenda is transmitted to members of the National Council for Development and International Solidarity by its President at least two calendar weeks before the Council meeting.
The National Council for Development and International Solidarity meets at least twice a year, at the invitation of its President.
The secretariat of the National Council for Development and International Solidarity is provided by the General Directorate of Globalization, Development and Partnerships of the Ministry of Foreign Affairs.
This decree may be amended by decree.
The Prime Minister, the Minister for Foreign Affairs, the Minister of Economy and Finance and the Minister Delegate to the Minister for Foreign Affairs, responsible for development, are responsible, each with respect to him, for the implementation of this Order, which will be published in the Official Journal of the French Republic.
