Judgment of November 21, 2013 setting out the nature of the tests and the general organization rules of the contests reserved for access to the rank of public finance inspector

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to the access to and improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service, including Articles 5 and 7;
Vu le Decree No. 71-342 of 29 April 1971 amended on the situation of public servants engaged in the processing of information, including articles 1 and 3;
Vu le Decree No. 2002-766 of 3 May 2002 on the terms and conditions for the appointment, by the administration, in the public service of the State, of the members of the jury and the selection committees and its representatives in the advisory bodies;
Vu le Decree No. 2003-532 of 18 June 2003 relating to the establishment and use of the supplementary lists of admission to the public service bodies of the State;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2010-986 of 26 August 2010 establishing the special status of category A staff of the General Directorate of Public Finance;
Vu le Decree No. 2012-631 of 3 May 2012 amended on the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments, in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 2013-719 of 2 August 2013 relating to the opening of recruitments reserved for access to certain bodies of government officials under the ministries responsible for the economy, finance, industry, budget and foreign trade;
Having regard to the June 10, 1982 Order relating to the Programme and the Nature of Tests of Contests and Examinations on the Processing of Information, as amended by the Order of November 2, 2004, including Articles 5 and 7,

In accordance with the table annexed to the above-mentioned Decree of 2 August 2013, the terms and conditions for the general organization of the competitions reserved for access to the rank of public finance inspector are set out in the provisions of this Order.



I. ― Public finance inspectors assigned to general functions

The competitive examination for the recruitment of public finance inspectors assigned to generalist functions includes a written proof of eligibility and an oral admission test based on recognition of professional experience.

The written eligibility test consists of one or more questions relating to the missions of the General Directorate of Public Finance. Each question is accompanied by one or more documents not exceeding a page, in relation to the question asked. Issues may be practical.
The duration of the test is three hours, its coefficient is 2.

The oral admission test consists of an interview with the jury, for a period of thirty minutes, to assess the candidate's motivation, his ability to carry out the assignments to a category officer A and the skills acquired during his career.
The event begins with a presentation by the candidate, lasting no more than eight minutes, presenting his career path and the achievements of his professional experience, in particular his current activities. This briefing is intended to enable it to present the main missions and the skills implemented. The candidate also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career path.
The interview continues with an exchange with the jury on the valorization of skills and professional skills acquired by the candidate. The jury shall have the file constituted by the candidate, as defined in article 11 below.
During this interview, the candidate may be questioned on matters related to the organization and the missions of the General Directorate of Public Finance.
The jury may also ask the candidate for his or her opinion on professional developments, in connection with his or her current activities.
The coefficient of this test is 3.

II. ― Public Finance Inspectors assigned to the processing of information as an analyst

The competition for the recruitment of public finance inspectors assigned to the processing of information as an analyst includes a written eligibility test and an oral admission test.

The written proof of eligibility consists of a case study of management computing.
This test consists of two modules:
- case study;
General knowledge questions.
The test covers the program in Appendix I.
The duration of the test is three hours, its coefficient is 2.

III. ― Public Finance Inspectors for Information Processing
as an operating system programmer

The competition for the recruitment of public finance inspectors assigned to the processing of information as an operating system programmer includes a written eligibility test and an oral admission test.

The written proof of eligibility concerns information systems technology.
This test consists of three modules:
- case study related to a technical project;
General knowledge issues;
― questions about the operating system chosen.
The test covers the program in Appendix II.
The duration of the test is three hours; Its coefficient is 2.

IV. – Provisions common to Parts I, II and III

For the oral examination of admission, the candidate shall prepare a record of presentation of his or her career path by following the entries set out in Appendix III to this Order, which he or she shall give to the organizing service at a date fixed in the opening of the contest.
The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.

At the end of the eligibility test, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the admission test.
At the end of the admission test, the jury determines, in order of merit, the list of candidates admitted as well as a supplementary list.
No person may be declared eligible or admitted if he or she has not participated in all the tests or has not obtained scores greater than or equal to 5 of 20.

If several candidates have obtained the same number of points, the priority is given to the one who obtained the highest grade at the oral admission test.
