Judgment of November 4, 2013 fixing the nature of the tests and the general organisation rules of the contest reserved for access to the body of the engineers of the public works of the State

Vu Act No. 83-634 of 13 July 1983 amended and amended Act No. 84-16 of 11 January 1984 Amended to make statutory provisions relating to the public service of the State, including Article 20;
Vu Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 2002-766 of 3 May 2002 on the terms and conditions for the appointment, by the administration, in the public service of the State, of the members of the jury and the selection committees and its representatives in the advisory bodies;
Vu le Decree No. 2003-532 of 18 June 2003 relating to the establishment and use of the supplementary lists of admission to the public service bodies of the State;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2005-631 of 30 May 2005 amended bearing the particular status of the body of the engineers of the public works of the State, including its article 1;
Vu le Decree No. 2012-631 of 3 May 2012 relating to the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;

The procedure for organizing the contest reserved for access to the body of the engineers of the public works of the State governed by the Decree of 30 May 2005 shall be fixed in accordance with decree of 24 October 2013 referred to aboveby the provisions of this Decree.

The notice order reserved, taken by the Minister responsible for equipment as part of the procedure of the notice in accordance with the noticearticle 2 of the decree of 19 October 2004 referred to above, sets out the opening and closing dates of registrations, the date of examinations and the number of jobs offered as part of this recruitment.

The reserved contest includes an eligibility test and an oral admission test based on the recognition of the acquired professional experience.

Test #1: Eligibility Test – Problem Note (duration: four hours); coefficient 2)
This test consists in the drafting of a note of issues that are based on documents provided to the candidate and that relate to a case or situation that may be encountered by the services in the context of the missions carried out by the ministries responsible for the equality of territories and housing respectively, and of ecology, sustainable development and energy, which uses, on the one hand, technical, administrative, legal and economic knowledge in connection with their professional practice and The candidate may, if necessary, be required to make proposals for solutions.
This test aims to assess the candidate's editorial qualities, his ability to reason and understand legal and/or technical texts, his ability to propose solutions and to argue them.
For this test, candidates may be offered one or more files to choose from.
This test is rated from 0 to 20.
Test 2: admission test ― interview with the jury (duration: 30 minutes); coefficient 3)
The admission test consists of an interview with the jury to assess the candidate's personality, his motivation, his ability to perform the functions normally assigned to the engineers of the public works of the State and the skills acquired during his career.
The event begins with a presentation by the candidate, for a period of not more than 10 minutes, presenting his career path and the achievements of his or her professional experience, in particular his or her current activities, by exposing the main missions and the skills implemented as well as his or her possible supervisory functions. He indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career path.
The interview continues with an exchange with the jury on the valorization of professional skills and skills acquired by the candidate. The jury shall have the file of the candidate defined in section 5 below.
During this interview, the candidate may be questioned on matters related to the general administrative knowledge and specific responsibilities of the host department.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
This test is rated from 0 to 20.

For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries listed in the appendix to this order that he or she shall give to the organizing service at a date fixed in the opening of the contest.
The record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the ministry responsible for sustainable development.

The jury is composed of at least three members; he is appointed by order of the Minister responsible for equipment.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
Can be deputy to the jury of qualified examiners with advisory voice.
For the oral test, the jury may be required, given the volume of candidates, to form groups of examiners.

At the end of the oral admission test, the jury shall establish, in order of merit, the list of candidates admitted as well as a supplementary list.

The Director of Human Resources of the Ministry of Ecology, Sustainable Development and Energy is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    Applicants must submit a standard file prepared according to a model established by the administration consisting of the following entries:
    Candidate identification.
    Professional and ongoing training.
    Professional assistance (occupied posts, main functions, missions and activities).
    Presentation of the achievements of professional experience.
    Description of one or two outstanding professional actions.
