Notice: theArticle R. 231-7-2 of the Tourism Code provides that the operation of a training school preparing for vocational training courses, initial and continuing, of a passenger car driver is subject to an approval issued by the prefect. This Order sets out the procedure and conditions for the accreditation of training schools providing the initial and continuing vocational training course for a passenger car driver. It also sets the minimum overall volume of training hours for the modules of the initial vocational training course for a passenger car driver.

The accreditation of a training school providing the vocational training course and the continuing training course for a passenger car driver is delivered by the prefect of the department in which the training school is established or, in Paris, by the police prefect.
When a training school has one or more of its subsidiary institutions, each of them must be accredited by the territorially competent prefect or, in Paris, by the police prefect.
This approval is valid for a period of five years. The renewal application must be made no later than six months before the expiry of the current licence.
The certificate contains a number including the vintage.
It is the subject of a publication in the collection of administrative acts by the competent administrative authority.
The application for approval is made by the legal representative, or his representative, of the training school. It includes:
a copy of the valid national identity card or passport if it is a natural person or a K bis extract for a legal person (L bis if it is an annexed institution), or a receipt of an association declaration;
a copy of the statutes if it is a legal person;
- for foreigners other than nationals of a Member State of the European Union or a State Party to the Agreement on the European Economic Area, a residence permitting the exercise of a professional activity;
― the registration conditions, the rules of procedure of the training organization, the detailed program and the duration of the training for all materials;
a descriptive state of the premises, which must conform to the general rules of hygiene and security, as well as the teaching equipment used that must be adapted to the teaching provided;
- the list of vehicles intended for teaching, together with the documents justifying, on the one hand, the existence of an insurance policy covering without limitation the damages that may result from accidents caused to third parties and persons transported and, on the other hand, that the technical control obligations are met;
―the list of trainers with a photocopy of their diplomas, as well as the name of a pedagogical officer. Tables in Annex I and II indicate the qualification or degree required for the trainers of each of the training modules.
Every officer of a training school providing initial and continuing vocational training courses for a passenger car driver and their continuing training is required:
• to display in the premises in a visible way the registration number and the training program and the overall rate of training;
to include the registration number on any correspondence and trade documents of the training organization.
The overall volume of training hours for the modules of the vocational training course, as defined in Article 1 of the above-mentioned Decree of 23 December 2009, and contained in Appendix I to this Order, shall not be less than 250 hours.
With the exception of the duration of the foreign language module, the duration of the training for each of these modules is left to the appraisal of the trainers.
As with all organizations providing continuing vocational training, the training schools referred to in this Order are subject to the provisions of sections L. 6351-1 to L. 6351-8, L. 6352-1 to L. 6352-13, L. 6353-1, L. 6353-2, L. 6353-3 to L. 6353-7, L. 6353-8 and L. 6353-9 of the Labour Code.
This Order comes into force on 1 January 2014.
