Sur le Regulatory framework:
In accordance with the terms of the specifications annexed to the decisions authorising the use of the abovementioned frequencies granted to operators of metropolitan mobile networks, field surveys, financed by these operators, take place Each year to assess, at the canton level, the coverage of the territories by their mobile services.
This is how, since 2007, the consistency of the 2G coverage maps published by operators with reality on the ground is checked By campaigns of measures on the ground, based on the methodology As described in the ARCEP decision n ° 2007-0178 of 20 February 2007 laying down detailed rules for the publication of coverage information and the protocol for mobile network coverage
. L. 33-1, L. 36-6 and D. 98-6-2 of the postal code and electronic communications (specified by the decree of 15 January 2010), the ARCEP repealed Decision No. 2007-0178 by Decision No. 2013-0829 dated 11 July 2013. This decision provides for a more comprehensive and coherent system for all operators and network technologies and defines a common repository for measuring mobile coverage in both 2G and 3G. This decision, approved on 5 September 2013 by the Minister responsible for electronic communications, was published in the Official Journal of the French Republic on 14 September 2013.
Article 3 of that decision states that " The validity of the coverage card published by the operator [...] for its mobile telephony service pursuant to the I of Article D. 98-6-2 of the CPCE shall be verified by annual surveys carried out in accordance with the common measurement repository Provided for in Article 2 by an external and independent operator of the operator. "
Article 5 of this Decision also states that" a decision by the ARCEP establishes, on a yearly basis, a list of metropolitan cantons to be audited in the course of the survey for the current year for all operators. These cantons were not audited the previous year. This list may contain up to 380 cantons.
In addition, a supplementary list of cantons to be audited during the current year's survey can be established individually for each operator. These are the audited cantons the previous year, for which inconsistencies were found between the coverage map published by the operator and measures on the ground. "
In accordance with Article 2 of this Decision, the cards subject to verification are those published for second and third generation mobile telephony services.
On the subject matter of this Decision:
This Decision defines the cantons to be audited, in 2G and 3G, in 2013, under Article 5 of the Decision of the Authority n ° 2013-0829 above.
In addition, with regard to the coverage surveys carried out in 2012 in Application of Decision No 2012-0324 of the Authority, it is clear from the analysis of each of the reports transmitted by the operators to the Authority that no further investigations are necessary, in accordance with the second subparagraph of Article 5 of the Decision n ° 2013-0829 of the Authority.
In order to ensure verification of the Coverage of second and third generation mobile services in metropolitan France as of 2013, and so that the results of these investigations can be published before 1 July 2014, it was necessary to provide for a device Annex 1 to Decision No 2013-0829 of the Authority. It provides for an adaptation of the overall timetable of measures.
This Decision sets out, in accordance with the transitional arrangements set out in Annex 1 of Decision 2013-0829 of the Authority, the timetable for the conduct of investigations for the year 2013. The number of cantons to be measured shall be adjusted to the duration of the survey.
As indicated in the Authority's recommendation of 11 July 2013 on the modalities for the implementation of the framework for the annual surveys of measures of the coverage of Second and third generation mobile services in metropolitan France, established in consultation with operators, the list of cantons to be audited shall be sent directly to the provider selected to carry out the surveys for the year 2013 and operators will only be aware of them within a time limit of two Weeks before the date of commencement of the investigation in each of the cantons. Accordingly, the Annex to this Decision is not notified to them.
Decides:
The list of 117 cantons to be audited under Article 5 of the Decision of the Regulatory Authority Electronic communications and posts n ° 2013-0829 of 11 July 2013 on the common repository for the measurement of mobile telephony coverage and the procedures for checking the validity of published coverage maps is defined at The appendix to this decision.
For each operator, all geographic areas affected by the verification survey must have been audited by the provider before February 15, 2014.
The Provider transmits the result of these measures to the Electronic Communications and Postal Regulatory Authority and to the operator before March 15, 2014.
Each operator provides a consistency analysis report between the results of the Measures and the coverage map it publishes before June 15, 2014.
The Director of Mobile Access and Equipment Manufacturers Relations is responsible for the execution of this Decision, which Will be published in the Official Journal of the French Republic and notified to Orange France, Société française du radiotelephone, Bouygues Telecom and Free Mobile.
