Order of August 29, 2013 setting out the nature of the tests and the general organization rules of the reserved public health pharmacists' access competition

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service, including its articles 5 and 7;
Vu le Decree No. 92-1432 of 30 December 1992 the special status of public health inspectors;
Vu le Decree No. 2002-766 of 3 May 2002 on the terms and conditions of designation, by the administration, in the public service of the State of the members of the jury and the selection committees and its representatives in the advisory bodies;
Vu le Decree No. 2003-532 of 18 June 2003 relating to the establishment and use of the supplementary lists of admission to the public service bodies of the State;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the state public service;
Vu le Decree No. 2012-631 of 3 May 2012 relating to the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;

Methods for organizing the contest reserved for access to the body of public health inspectors governed by the Decree of 30 December 1992 are fixed, according to thearticle 7 of the decree of 3 May 2012 referred to aboveby the provisions of this Decree.

The reserved contest referred to in section 1 is open by order of the Minister for Health.
The opening order sets out the terms and conditions of registration, the closing date of registrations, the date of examinations, the number of jobs offered and the date of delivery of the record referred to in Article 6.

The competition reserved for access to the body of pharmacists public health inspectors includes a unique written proof of eligibility and an oral admission test based on recognition of the acquired professional experience.

The eligibility test consists in writing a note from a file submitted to the candidate for pharmacy and/or drug.
This four-hour test is rated from 0 to 20 and assigned to coefficient 2.
At the end of the eligibility test, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the admission test.

The admission test consists of an interview with a jury of thirty minutes to assess the candidate's personality, motivation, ability to perform the duties normally assigned to pharmacists public health inspectors and the skills acquired during his professional career.
The event begins with a presentation by the candidate, for a period of not more than 10 minutes, presenting his career path and the achievements of his or her professional experience, in particular his or her current activities, by exposing the main missions and the skills implemented as well as his or her possible supervisory functions. He also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career.
The interview continues with an exchange with the jury on the skills acquired by the candidate and his professional skills.
During this interview, the candidate may be questioned on matters relating to the specific functions of the administration or institution in which he or she performs his or her duties.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
For the completion of the interview, the jury shall have the file constituted by the candidate defined in section 6 below.
This test is rated from 0 to 20, coefficient 3.

For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries listed in the appendix to this order, which he or she shall give to the organizing service at a date fixed by order of the Minister for Health.
The record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the Ministry of Health. The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted.

The jury is composed of at least three members. He is appointed by order of the Minister for Health.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.
For the correction of the eligibility test, the jury may eventually be assisted by one or more correctors. For the oral test, the jury may be required, if any, to form groups of examiners.

At the end of the admission test, the jury determines, in order of merit, the list of candidates admitted as well as a supplementary list.
If several candidates obtained the same number of points, the priority is given to the one who obtained the highest grade in the maintenance test.

No person may be declared eligible or admitted if he or she has not participated in all the tests or if he or she has obtained a grade of less than 5 out of 20.

The fact that they are presented to the written test after the opening of the envelopes containing the subjects, not respecting the anonymity rule, rendering a blank copy, failing to render the copy at the end of the test, leaving the room without authorization, not respecting the formalities and deadlines for the transmission of the record of recognition of the professional experience results in the removal of the candidate.

The Director of Human Resources is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    RECOGNITION OF PROFESSIONAL EXPERIENCE ACQUIS (RAEP). ― RESERVED CONCOURS FOR ACHIEVEMENTS FOR PUBLIC HEALTH INSPECTERS
    Applicants must submit a standard file prepared according to a model established by the administration consisting of the following entries:
    identification of the candidate;
    - initial, professional and continuing training;
    professional path (job posts, main missions and activities);
    ― exposed to the achievements of the professional experience (the candidate will present the achievements of his or her professional experience in terms of the skills and abilities sought and his or her motivation to perform the duties of a pharmacist public health inspector), 2 pages maximum typed (Arial 11);
    • An analysis of a significant professional experience (the candidate will describe a professional experience, indicate the reasons for his choice and the professional and personal lessons he has learned), 2 maximum typed pages (Arial 11);
    ― Declaration on Honour.
