Order of September 26, 2013 amending the Order of April 21, 2009 organizing the general direction of the Treasury

Minister of Economy and Finance and Minister of Foreign Trade,
Vu le Decree No. 87-389 of 15 June 1987 modified for the organization of central administration services;
Vu le Decree No. 92-604 of 1 July 1992 amended with the charter of the deconcentration;
Vu le Decree No. 2004-1203 of 15 November 2004 amended to establish a general direction of the Treasury to the Department of Economy, Industry and Employment;
Having regard to the amended decision of 24 March 2004 setting certain conditions for the application of civil volunteerism abroad;
Having regard to the amended decision of April 21, 2009 on the organization of the general direction of the Treasury;
Considering the advice of the Single Central Administrative Committee of the Economic and Financial Departments dated 14 June 2013;
Based on the advice of the Special Technical Committee of Service of the Treasury Board dated June 21, 2013,

The above-mentioned decision of 21 April 2009 is amended in accordance with the provisions of Articles 2 to 7 of this Order.

Section 1 II is replaced by the following provisions:
“II. Two Trade Points, respectively responsible for foreign trade and economic publications, are directly attached to the Deputy Director General, Director of International Relations and Chief Economist. »

Section 2 is amended as follows:
1° The fifth and sixth preambular paragraphs of II are replaced by the following:
"It ensures the economic analysis of the major developed countries and the euro area. It follows the situation, analyzes their economic policy and conducts studies on the functioning of these economies.
"In the major developed countries or trading partners of France (United States, Japan, United Kingdom, Germany, Italy and Spain), he is responsible for the development of macroeconomic forecasts, carried out in the context of economic budgets, as well as for the structural analysis and economic policy of those countries.
"It also ensures the economic analysis of certain European economies, including the Netherlands.
"It produces the indicators on the actual and nominal actual exchange rates of the euro and major global currencies and sets the assumptions for forecast exercises. Together with the International Economic Policy and Risk Office, he analyses the impact of the exchange on the economy. » ;
2° The III is thus amended:
(a) The first sentence of the third paragraph is replaced by two phrases as follows: "It follows the questions relating to the Economic and Monetary Union, monetary and budgetary policies in the Member States of the European Union and the developments of the Economic and Monetary Union; as such, it follows the implementation of the Stability and Growth Pact and the procedure for macroeconomic imbalances in the Member States of the European Union and participates in the preparation of the French Programme. It follows the definition and implementation of the instruments established in the context of the euro zone crisis, including the European Financial Stability Fund (EFSF) and the European Stability Mechanism (MES). » ;
(b) After the third preambular paragraph, a sub-item reads as follows:
"It analyses the monetary policy of the European Central Bank. It is responsible for the monitoring of the exchange market (euro, currency of the Member States of the European Union and foreign exchange of the G7) countries and analyses the exchange policy of the euro zone, other Member States of the European Union and other currencies of the G7. It follows in particular the actions of the European Central Bank concerning the exchange policy of the euro. » ;
(c) In the fourth preambular paragraph, which became the fifth preambular paragraph, after the words: "preparing meetings", are inserted the words: "competent European bodies (Council of the European Union and Eurogroup) and, in conjunction with the office of the international financial system, in the preparation of meetings";
(d) In the second sentence of the fifth preambular paragraph, which became the sixth preambular paragraph, the words: "For countries" are replaced by the words: "For Member States";
(e) After the fifth preambular paragraph, it became the sixth preambular paragraph, it reads as follows:
"In the case of the member states of the euro zone receiving financial assistance under the framework agreement creating the European Financial Stability Fund or the Treaty on the European Stability Mechanism, it pilots and ensures, in conjunction with the office of international diagnostics and forecasts in the case of member states followed by the latter office, the analysis of the functioning of the economy and of economic and monetary policy. » ;
3° The IV is thus amended:
(a) In the sixth paragraph, after the words: "non-member country of the European Union", the words are inserted: ", excluding the United States and Japan,"
(b) After the tenth paragraph, five sub-items are inserted:
"It analyses the long-term determinants of exchange rate changes. It follows the issues related to currency exchange rates.
"He is responsible for monitoring foreign exchange policies of countries outside the European Union and G7. As such, it prepares the position notes and intervention elements used in bilateral and multilateral contacts.
"It contributes to the reflection and preparation of French positions on the international monetary system, in conjunction with the multilateral affairs and development service.
"He participates, in conjunction with the international diagnostic office and forecasts, in analyses on the impact of the exchange on the economy.
"With respect to emerging countries and developing countries, he is responsible, on behalf of the office of diagnosis and forecasts, for the development of international forecasts carried out in the context of economic budgets and for the structural analysis of the functioning of the economy and of economic and monetary policy. »

Section 3, II, is amended to read:
1° In the fifth preambular paragraph, the first sentence is supplemented by the words: "and public finance programming laws";
2° The sixth preambular paragraph is deleted;
3° In the eighth preambular paragraph, the words: "tax studies" are replaced by the words: "forecasting of compulsory tax and corporate taxation";
4° The ninth paragraph is amended to read:
(a) In the first sentence, after the words: "tax revenues and", are inserted the words: "non-tax of the State and realizes the synthesis of forecasts" and, after the words: "public administrations", the sign of punctuation: ":" is deleted and the words: "State, local authorities and social security administrations" are placed in brackets;
(b) In the second sentence, the words "as well as the assessment of tax expenditures" are deleted;
(c) The last two sentences are deleted;
5° In the tenth paragraph, the word "tax" is replaced by the words: "business taxation and participates in the evaluation of new measures";
6° It is complemented by four sub-items:



"The Office of Tax Studies and Public Expenditure


"It provides an economic policy analysis and advice function in the field of direct household tax and VAT and participates in the evaluation of new measures.
"It ensures the establishment of the TVA base for the calculation of the European Union's own resources.
"It analyzes the evolution of public spending and tax expenditures, including their effectiveness. »

Section 5 is amended as follows:
1° II is thus amended:
(a) In the thirteenth paragraph, the words: "Development Assistance and" are deleted;
(b) The fourteenth and fifteenth preambular paragraphs are replaced by the following:
"He is responsible for the monitoring of multilateral development banks and other associated multilateral development institutions, as well as funds for the preservation of the environment and international financing for the fight against climate change.
"He is responsible for relations with all the financial and multilateral development institutions in which the Ministry of Economy participates on behalf of France: World Bank Group, regional development banks, International Fund for Agricultural Development, International Facility for the Financing of Immunization, as well as funds focused on environmental and climate issues, including the Global Environment Facility, the Green Fund, the Climate Fund for Investment, the Montreal Protocol Fund and the Adaptation Fund. In particular, it follows the reconstruction and use of their resources and the French presence in these institutions. It provides liaison with the network of administrators of international financial institutions. » ;
(c) The first sentence of the sixteenth preambular paragraph is deleted and the second sentence is supplemented by the words: "in connection with the Office of Official Development Assistance and the relevant services of the Ministry of Foreign Affairs";
(d) The seventeenth, eighteenth and nineteenth sub-items are replaced by nine sub-items as follows:
"It ensures, in connection with the Office of Official Development Assistance, the monitoring and coordination of development work in international forums.
"He is also responsible for the financial aspects of international negotiations on climate, the environment in general and nuclear.



"The Office of Public Development Assistance


"He makes proposals and provides expertise in public development assistance policy. It participates in all reflections on this policy with all the actors involved, and coordinates, where appropriate, the positions of the various offices of the general management.
"It ensures the presentation of French development policy to the OECD Development Assistance Committee, the development and transmission of all relevant quantitative declarative surveys and the holding of French aid statistics.
"He prepares and follows the budget for economic and financial development assistance and, together with the Ministry of Foreign Affairs and the Ministry of Development, provides the secretariat of the Inter-Ministerial Committee for International Cooperation and Development (ICID). It coordinates all management relations with Parliament, the Court of Auditors and other various monitoring and oversight bodies on development assistance.
“It participates, in connection with the Office of Multilateral Development Institutions, in relations with United Nations agencies and other relevant international development organizations. In particular, it follows issues related to financing for development and reflections on major objectives and modalities of international assistance.
"It follows issues related to the effectiveness of official development assistance and represents, where appropriate, general management in relevant forums such as the OECD Development Assistance Committee.
"It follows and mobilizes relevant knowledge, analysis, studies and research in the development economy to inform management's decisions on official development assistance. » ;
2° The second paragraph of the IV is amended as follows:
(a) In the first sentence, the words "and to effectiveness" and "the OECD Development Assistance Committee and" are deleted;
(b) The second sentence is deleted.

Section 6 is amended as follows:
1° In I, the words: "and a sub-direction of bilateral economic relations" are replaced by the words: ", a sub-direction of bilateral economic relations and, directly placed with the chief of service, a pole "international priority sectors";
2° It is complemented by a V as follows:
"V. ― The "international priority sectors" pole ensures, for each sector or category of relevant products and services, focusing on consumer goods, identifying French supply, qualifying its assets and handicaps, facilitating the work of business federation and proposing strategies and instruments to develop export flows. He participates in the work of the National Council of Industry's Strategic Sector Committees for their international aspects. It relies on foreign trade partners. He carries out his duties in connection with other entities of the general management and with other relevant departments and departments, including the general direction of competitiveness, industry and services.
"It prepares Ministers' interviews with business leaders and professional federations when they have an international and sectoral dimension and contributes to the preparation records of the Inter-Ministerial Commission for International Contracts Support (CIACI). »

“The Office of Budgetary and Accounting Affairs


"He conducts the preparation of the financial bills for the programmes followed by the general management and monitors their budgetary execution. It coordinates the work on the certification of the State accounts and is responsible for the establishment of internal accounting control within the general management.
"He is responsible for the management and management of performance in the context of the General Management's Organic Financial Laws Act.
"In close liaison with all branches of the general management, he participates in the implementation of the acts granting the state guarantee.
"It ensures the budgetary management and monitoring of credits available to services abroad and deconcentrated. He controls and reconstitutes the pre-ordered.

"The Office Strategy, Studies and Pilotage


"It is responsible for preparing and piloting the implementation of the modernization projects decided by the General Directorate, in close liaison with the relevant departments and other offices of the General Secretariat. He is involved in the development of the overall management strategy.
"It coordinates the implementation of the draft service of the General Secretariat.
"It contributes, in conjunction with all the services concerned, to the management of the international network (including cartography, letters of mission, strategic plans). It establishes the programme of comparative studies and international foresights entrusted to economic services and pilots their implementation, dissemination and evaluation. It also provides support to the relevant services for the thematic or regional meetings of the Heads of Economic Service and Regional Economic Service.
"It contributes to the preparation of the general management inspection missions and the monitoring of the implementation of its recommendations.
"He coordinates, with regard to it, the follow-up of the management's relations with key national institutional partners (including the preparation of the inter-ministerial committee of the international networks of the State-CORINTE, the implementation and monitoring of the conventions with partners, in particular with the ministries responsible for foreign affairs, the environment and agriculture).
"In conjunction with the General Secretariat of Economic and Financial Ministries, he is responsible for updating the organizational texts of the General Directorate.


"The Information Systems Office


"In conjunction with the General Secretariat of Economic and Financial Ministries, it implements the IT policy of central services and services abroad and deconcentrated.
"III. ― The general inspection, whose reports and recommendations are addressed to the Director General, conducts the monitoring and evaluation of the activities of the general management services abroad or in the region as part of the direction defined by the General Management. It promotes reflection on their missions, organizations and working methods. It ensures any audit, study or advisory mission that the Director General or the Secretary General assigns to the Director General on the central administration, services abroad or in the region, or any matter within the jurisdiction or funding of the General Management.
"IV. ― In addition, the General Secretariat contributes to the management of the means and personnel of the State Participation Agency in accordance with the terms of the convention provided for in theArticle 5 of Decree No. 2004-963 of 9 September 2004 creating the service with national jurisdiction "State Participation Agency". »

The above-mentioned decision of 24 March 2004 is amended as follows:
1° In the last paragraph of section 9, the words: "the International Financial Network Management Agency" are replaced by the words: "the general management of the Treasury";
2° In section 10, the words: "The Agency for the Management of the International Financial Network of the Ministry of Economy, Industry and Employment" are replaced by the words: "The General Management of the Treasury".
