Order of 20 August 2013 setting the rates of tuition fees for public higher education institutions under the Minister for Higher Education

Vu le Decree No. 2002-654 of 30 April 2002 relating to the remuneration of training services proposed within the framework of their mission of international cooperation by public institutions of higher education;
Vu le Decree No. 2004-67 of 16 January 2004 the organization of the third cycle of medical studies;
Vu le Decree No. 2011-996 of 23 August 2011 relating to libraries and other documentation structures of higher education institutions established in the form of common services, including Article 11;
Having regard to the decision of 22 April 1988 on the amount of the annual tuition fees required of candidates for the midwife state diploma;
Having regard to the order dated 22 August 1988 concerning the amount of the annual registration fees required of candidates for the nursing state diploma;
In view of the decision of 2 September 2009 on tuition fees at the National Institute for Agricultural Sciences, Food and the Environment (AgroSup Dijon), including its article 4,

    The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of a national diploma issued during studies that may lead to the degree of licence is set at 183 €.
    The reduced rate corresponding to the tuition fee defined in the preceding paragraph is set at 121 €.

    National diplomas issued during studies that may lead to the degree of licence include:
    capacity in law;
    ― degree of access to university studies (DAEU);
    ― degree in scientific and technical academic studies (DEUST) ;
    - University degree in technology (DUT);
    ― National Diploma of Specialized Technology (DNTS);
    • National diploma of national guide-interpreter;
    licence;
    professional license.

    The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of the national master's degree, the technological research degree and the national oenology degree is set at €254.
    The reduced rate corresponding to the tuition fee defined in the preceding paragraph is 167 €.

    The annual rate of tuition paid in public higher education institutions under the sole minister responsible for higher education for the preparation of the doctoral degree is set at € 388.
    The reduced rate corresponding to the tuition fee defined in the first paragraph for the preparation of this national diploma is set at 258 €.

    The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of the authorization to conduct research is set at €388.
    The reduced rate corresponding to the tuition fee defined in the first paragraph is set at 258 €.

    The annual rate of tuition fees for the preparation of architectural diplomas and the empowerment of the state-owned architect to the exercise of master's work in his own name issued by the National Institute of Applied Sciences of Strasbourg is equal to the annual rate of tuition fees in the higher national schools of architecture.

    The annual rate of tuition fees paid by students for the preparation of the corresponding diplomas of the undergraduate courses in medical, pharmaceutical, odontological and Maieutic sciences is set at 183 €.
    The reduced rate corresponding to the tuition fee defined in the preceding paragraph is set at 121 €.

    The annual rate of tuition paid in public institutions of higher education for the preparation of the state diploma of midwife, after the preparation of the general education degree in the Maieutic sciences, is set at 183 €.

    The annual rate of tuition paid by students in the second cycle of medical studies and in the second and third short cycle of pharmaceutical and odontological studies, as well as by the candidates mentioned in the 2° of Article 7 of the decree of 16 January 2004 referred to above, is fixed at 264 €.
    The reduced rate corresponding to the tuition fee defined in the preceding paragraph is 167 €.

    The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of the following national degrees is set at € 508:
    - medical capacity.
    ― Certificate of Advanced Dental Surgery Studies;
    - Certificate of in-depth studies in dental surgery;
    - certificate of special clinical studies, orthodontic mention;
    ― graduate degree in oral surgery;
    ― Complementary specialized degree in medicine and medical biology;

    Students enrolled in the preparation of the medical capacity shall pay the tuition fee set out in the preceding article of this order in the following manner:
    254 € at the time of registration;
    254 € after the results of the probationary examination.
    Only students allowed to continue the preparation of medical capacity rule the second part of the law.

    Students who register during the boarding school for the preparation of a complementary specialized degree in medicine or medical biology, the certificate of special clinical studies mention orthodontics or the diploma of graduate studies of oral surgery, referred to in section 12 of this Order, shall pay a reduced annual fee of education whose rate is fixed at 167 €.

    The annual rate of tuition paid for the preparation of the degree of specialized medical, pharmacy, medical biology and odontology is set at 508 € and includes registration for the purpose of the dissertation.

    Students enrolled in the first year of the third cycle of medicine who paid their tuition fees at the beginning of the academic year are not subject to new fees when they change their institution during the year to complete their training in one of the disciplines of boarding school.

    When they did not support their exercise thesis, the holders of a degree in specialized medical, pharmacy or odontology studies or the holders of a certificate of in-depth studies in dental surgery shall, at the time of their university registration for the purpose of the thesis, pay the amount of the annual tuition fee set at € 388.

    Students who enrol in the thesis for the graduation of the State degree of veterinary doctor pay an annual tuition fee of 167 €.

    The share of the tuition fee allocated to the common documentation service is determined by the board of directors of the institution. It cannot be less than 34 €.
    The share of the tuition fee reserved for the fund of solidarity and development of student initiatives is set by the board of directors of the institution. It cannot be less than 16 €.

    When a student is enrolled in several of the institutions covered by this Order in order to prepare at the same time several separate diplomas, the student shall, on the basis of each degree, pay the rights provided for in this Order.

    When a student enrolled in a single institution in the preparation of several diplomas, he paid the first right at the full rate and other rights at the reduced rate defined on a case-by-case basis.
    When the fees to be paid have different rates, the first fee is the higher rate.
    By derogation from the two preceding paragraphs, students who are allowed, without having fully validated a year of study, to register in the desired year of study only pay the fees for the year of study in which they were allowed to register.

    When a student enrolled in the first year of a licence or in the first year of a joint health education program, after the initial semester, is reoriented to the same institution, the student does not have a new tuition fee.
    In the event of a reorientation of the student enrolled in the first year of licence or in the first year of joint health studies in another institution covered by this Order, the departure institution shall pay half of the tuition fee corresponding to the host institution. In this case, the registration taken at the departure facility is valid at the reception facility.

    When the preparation of a diploma referred to in this Order is jointly organized by two higher education institutions under the Minister for Higher Education, students who enrol in it shall pay the tuition fees to the institution designated by the cooperation agreement between the institutions concerned.

    Transfer of registration between two institutions covered by this Order, pursuant toarticle 13 of the decree of 13 May 1971 referred to above, shall be entitled to the reimbursement of the corresponding tuition fee, subject to a sum of 23 € remaining acquired at the establishment for the management acts required for the registration and transfer of the property.
    When this transfer occurs at the end of the first semester of a university year or after that semester, the semester pays half of the tuition fee corresponding to the host institution. In this case, the registration taken at the departure facility is valid at the reception facility.

    The tuition fee is annual. However, where the student's training course justifies it, schools may receive the tuition fees per semester corresponding to half of the rates set by this order.

    Students are exempt from payment of the tuition or fees under the conditions provided by the decree of 5 January 1984 referred to above.

    Regardless of the transfer cases provided for in section 27 above, the reimbursement of the tuition fees of students waiving their registration in a public higher education institution before the beginning of the academic year is entitled, subject to a sum of 23 € remaining acquired at the institution for the management acts required for registration. The claim must be made to the institution before the beginning of the academic year.
    Requests for reimbursement of tuition fees for students who renounced their registration after the beginning of the academic year are subject to a decision by the head of institution made under general criteria defined by the board of directors. In the event of a decision to refund tuition fees, which may be partial, a sum of €23 remains acquired at the institution for the management acts required for registration.

    The board of directors of the establishments referred to in this Order shall determine the annual rates of fees required for registration for the preparation of diplomas specific to each institution.

    The decision of 31 July 2012 setting the rates of tuition fees in public higher education institutions under the Ministry of Higher Education and Research is repealed.

    The presidents and directors of public institutions of higher education delivering the national diplomas mentioned in the preceding articles and the academic rectors, chancellors of universities, are responsible, each with respect to it, for the execution of this decree.

    This Order takes effect from the 2013-2014 academic year and will be published in the Official Journal of the French Republic.
