Entry into force: the text comes into force on the day after its publication. For the 2013-2014 school year, the Fund's grant application must be addressed to the Academic Director of National Education Services by September 1, 2013.

Vu le Decree No. 2009-340 of 27 March 2009 the Agency for Services and Payments to the National Establishment of Agriculture and Sea Products and the Office for the Development of the Overseas Agricultural Economy;
Considering the opinion of the Local Finance Committee (the Standards Assessment Advisory Board) dated 4 July 2013;

The fund established for the 2013-2014 and 2014-2015 school years by theArticle 67 of the Act of 8 July 2013 referred to above is referred to as the "starting fund for school rhythm reform in the first degree".
Rates of lump-sum and lump-sum increases for 1° and 1° 2° of Article 67 of the Act of 8 July 2013 referred to above are set by decree of ministers responsible for national education and budget.
The amount of assistance provided under 1° and 2° of Article 67 of the Act of 8 July 2013 referred to above equals the output of the corresponding rate by the number of students enrolled in public schools and in the contracted classes of private kindergarten and elementary schools whose teachings are organized over nine half days a week. Private kindergarten and elementary schools, all of which are under contract organize the nine-half-day school week in conditions comparable to those that are arrested by the academic authority for public schools, are taken into account in this calculation.
The number of eligible students mentioned in the previous paragraph is estimated as of October 15, 2013 for the assistance provided for in section 67 of the Act of July 8, 2013 and October 15, 2013 and then October 15, 2014 for the assistance provided for in section 67 of the Act.
For the 2013-2014 school year, are eligible for the lump sum increase provided by the 2° of Article 67 of the Act of 8 July 2013 referred to above municipalities that have benefited from, for fiscal year 2012 or for fiscal year 2013, one of the allocations referred to in Articles L. 2334-18-4 and L. 2334-22-1 of the General Code of Territorial Communities or the one mentioned in the fourth paragraph of Article L. 2334-13, as well as the community of Saint-Martin.
Under the 2014-2015 school year, are eligible for the lump sum increase provided by the 2° of Article 67 of the Act of 8 July 2013 referred to above municipalities that have benefited from, for fiscal year 2013 or fiscal year 2014, one of the funds listed in Articles L. 2334-18-4 and L. 2334-22-1 of the General Code of Territorial Communities or the one mentioned in the fourth paragraph of Article L. 2334-13, as well as the community of Saint-Martin.
Municipalities and management agencies of private schools under contract address to the academic director of the services of national education their request for the payment of funds' aids by 1 September of the school year for which they seek these assistance.
The application by the commune specifies whether the municipality wishes to have direct payments to the management bodies of such schools for pupils in the under-contracted classes of private kindergartens and elementary schools.
For each of the two school years referred to in Article 1 of this Decree, aids are paid twice:
- a first payment is made before December 31: it is equal to one-third of the lump sum and, if applicable, of the lump sum increase, calculated on the basis of the number of students recognized in eligible schools during the previous school year;
– a second payment is made before June 30: the balance of the lump sum and, if applicable, the lump sum, calculated on the basis of the number of students recorded in the schools concerned on October 15 of the current school year.
The Minister of National Education concludes with the Service and Payment Agency, which is responsible for the management of the pre-lasting seed fund under section 67 of the Act of 8 July 2013, an agreement setting out the terms and conditions of this management.
The Minister of National Education, the Minister of Economy and Finance and the Minister Delegate to the Minister of Economy and Finance, responsible for the budget, are responsible, each with respect to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
