Judgment of July 23, 2013 setting out the rules of general organization and the nature of the tests of reserved recruitments of access to the bodies of engineers and technical research personnel of the National Institute for Research in Environmental and Agriculture Sciences and Technologies

The Minister of Higher Education and Research and the Minister of State Reform, Decentralization and Public Service,
Given the rural and maritime fishing code, including its articles R. 832-1 and following;
Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
Vu le Decree No. 83-1260 of 30 December 1983 Amending the statutory provisions common to the bodies of public officials of scientific and technological institutions;
Vu le Decree No. 92-1060 of 1 October 1992 amended on the specific status of the bodies of officials of the National Centre for Agricultural Machinism, Rural Engineering, Water and Forests;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2012-631 of 3 May 2012 amended on the eligibility conditions of candidates for recruitments reserved for access to the bodies of officials of the State of categories A, B and C and setting the general conditions for the organization of these recruitments in accordance with the Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;
In light of Decree No. 2013-845 of 10 June 2013 on the opening of recruitments reserved for access to certain bodies of state officials under the Minister for Higher Education and Research and amending the Minister Decree No. 2012-571 of 24 April 2012 relating to health, safety and working conditions committees in public higher education institutions under the Minister for Higher Education,

Recruitment reserved for access to the research engineering and technical staff of the National Institute of Science and Technology Research for the Environment and Agriculture are organized by industry and employment type by the president of the institution. However, they can be organized by industry or by grouping branches of professional activity.
An application for these appointments shall be made to non-registrants who meet the conditions set out in Article 1 of the above-mentioned Decree of 10 June 2013 and referred to in the annex to the same decree.

Opening orders for reserved recruitments set for each professional review the opening dates of registrations and the deadlines for withdrawal and filing applications. They also mention the number of positions offered for recruitment, their distribution by professional branch and type employment or by industry or by grouping branches of professional activity.
The president of the National Institute for Science and Technology Research for the Environment and Agriculture sets out the date and venue of the tests and ensures the advertising of each of the reserved recruitments. He is responsible for the examination of the admissibility of applications, the list of candidates admitted to compete and is responsible for the conduct of the examinations.

For each reserved recruitment, the jury is appointed by the president of the National Institute for Science and Technology Research for the Environment and Agriculture.
The decision appointing the jury shall designate the jury member to replace the president in the event that the president is unable to perform his duties.



A. ― Common provisions for professional examinations for access to engineering bodies
and technical staff of research

For the purpose of the reserved recruitment examination(s), each candidate shall establish a record of recognition of the achievements of his or her professional experience that he or she shall give to the organizing service within a time limit set out in the opening of the professional examination.
The absence of a file or its transmission after that date (the cachet of the position in question) results in the removal of the candidate. No additional documents transmitted by the candidate after that same date (the stamp of the position in question) shall be taken into account.
The record of recognition of professional experience includes the entries listed in the appendix to this Order. This file is available on the website of the National Institute for Science and Technology Research for the Environment and Agriculture.
The file is transmitted to the jury by the recruitment department.



B. ― Special provisions for professional examinations for access to grades
2nd Class Research Engineers and 2nd Class Studies Engineers

Occupationalized examinations reserved for access to grades of research engineers and study engineers include an eligibility phase and an admission phase.
1° The eligibility phase consists in the assessment of the professional value of candidates by the jury provided for in Article 3 of this Order, in the light of the study of the record of recognition of the achievements of the professional experience established by each candidate in accordance with Article 4 of this Order.
The assessment provided for in the previous paragraph results in a rating of 0 to 20. It is affected by coefficient 2.
At the end of the eligibility phase, the jury determines, in alphabetical order, the list of candidates authorized to take part in the admission phase.
2° The admission phase consists of an interview with the jury provided for in article 3 of this order based on the recognition of the achievements of the professional experience and aiming to appreciate the personality of the candidate, his motivation, his ability to perform the functions normally assigned to the research engineers or engineering engineers and the skills acquired during his career path.
The test begins with a presentation by the candidate, lasting no more than 10 minutes, presenting his career path and the achievements of his or her professional experience, including the main missions, the skills implemented and his or her possible supervisory functions. He also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career.
The interview continues with an exchange with the jury on the valorization of professional skills and skills acquired by the candidate.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
To conduct this interview, the jury has the record of recognition of the achievements of the professional experience created by the candidate for the eligibility phase.
The record of recognition of the achievements of the professional experience is not noted. Only the interview with the jury gives rise to notation.
Total duration of the test: 30 minutes, of which 10 minutes for the presentation; rated from 0 to 20; coefficient 3.
At the end of the eligibility phase and the admission phase, the jury determines, in order of merit, the list of candidates admitted and, where applicable, a supplementary list.
If, at the end of the tests, several candidates obtained the same total number of points, the priority is given to the one who obtained the highest rating in the admission phase.
No person may be declared eligible or admitted if he or she has not participated in all the tests or if he or she has obtained a rating of less than 5 out of 20.



C. ― Special provisions for professional review
for access to the grade of the engineering assistant

The professionalized examination reserved for access to the grade of engineering assistant includes an eligibility phase and an admission phase.
1° The eligibility phase consists in the assessment of the professional value of candidates by the jury provided for in Article 3 of this Order, in the light of the study of the record of recognition of the achievements of the professional experience established by each candidate in accordance with Article 4 of this Order.
The assessment provided for in the previous paragraph results in a rating of 0 to 20. It is affected by coefficient 2.
At the end of the eligibility phase, the jury establishes, in alphabetical order, the list of candidates authorized to take part in the admission phase;

D. ― Special provisions for professional review for access
grade of normal class research technician

The professionalized examination reserved for access to the rank of normal class research technician is made up of a single oral examination allowing the recognition of the acquired professional experience from a record of recognition of the acquired professional experience provided for in Article 4 of this Order.
This test consists of an interview with the jury provided for in article 3 of this order to assess the candidate's personality, motivation, ability to perform the duties normally assigned to the normal class research technicians and the skills acquired during his career path.
The trial begins with a presentation by the candidate, no more than five minutes, presenting his record of recognition of the achievements of the professional experience and continues with an exchange with the jury on the skills and professional abilities acquired by the candidate.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
To conduct this interview, the jury has the record of recognition of the achievements of the professional experience established by the candidate.
The record of recognition of the achievements of the professional experience is not noted. Only the interview with the jury gives rise to notation.
Total duration of the test: fifteen minutes, of which five minutes for the presentation.
This test is rated from 0 to 20.
At the end of the single admission test, the jury determines, in order of merit, the list of candidates admitted as well as, where applicable, a supplementary list.



E. ― Special provisions for professional review for access
to the rank of Senior Technical Assistant in 2nd Class Research

The professionalised examination reserved for access to the grade of the Principal Technical Assistant for the 2nd Class Research is made up of a single oral examination allowing the recognition of the acquired professional experience from a record of recognition of the acquired professional experience provided for in Article 4 of this Order.
This trial consists of an interview with the jury provided for in Article 3 of this Order to assess the candidate's personality, motivation, ability to perform the duties normally assigned to the technical assistants of the 2nd Class Principal Research and the skills acquired during his career path.
The trial begins with a presentation by the candidate, no more than five minutes, presenting his record of recognition of the achievements of the professional experience and continues with an exchange with the jury on the skills and professional abilities acquired by the candidate.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
To conduct this interview, the jury has the record of recognition of the achievements of the professional experience established by the candidate.
The record of recognition of the achievements of the professional experience is not noted. Only the interview with the jury gives rise to notation.
Total duration of the test: fifteen minutes, of which five minutes for the presentation.
This test is rated from 0 to 20.
At the end of the single admission test, the jury determines, in order of merit, the list of candidates admitted as well as, where applicable, a supplementary list.



F. ― Recruitment without competition for access to the rank of second-class technical assistant

Recruitment reserved without competition for access to the rank of technical assistant of the 2nd class research is organized, in accordance with the terms set out in thearticle 8 of the decree of 3 May 2012 referred to above, by the President of the National Institute for Science and Technology Research for the Environment and Agriculture.

The President of the National Institute for Science and Technology Research for the Environment and Agriculture is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
