Judgment of May 23, 2013 opening the national competition of public health care practitioners (session 2013)

By order of the Minister of Social Affairs and Health of 23 May 2013, the tests of the national competition of public health institutions practitioner, session 2013, are organized in the following manner:
All disciplines and specialties mentioned in Appendix I of the 29 June 2007 Order are open to the competition.
The registration period for these tests is 1 to 30 June 2013.
Registration is made at the headquarters of regional health agencies, according to the conditions set out below.
Each candidate can only register for a single session of the contest with a single regional health agency. Records may be either filed or sent by registered mail with acknowledgement of receipt.
Any file that is incomplete or sent after the closing date of the registration (the stamp of the position in question) is deemed inadmissible. No additional documentation will be accepted after June 30, 2013.
Each candidate will receive a summons for the hearings.
The hearings will take place in the first quarter of 2014, at an address that will be communicated later. The dates will be communicated at a later date.
Implementation provisions of Article R. 6152-308 of the Public Health Code, the jury determines, in each discipline or specialty, the number of candidates listed as a suitability list by type of test.
Type I tests, organized in accordance with provisions of Article R. 6152-303 of the Public Health Code, are open to all persons with a doctor's degree in medicine, dental surgery or pharmacy who have validated the third cycle of medical, pharmacy or odontology studies, which can justify two years of effective functions of doctor, pharmacist or odontologist between January 1, 2009 and December 31, 2013, in an administration, public institution or a non-profit organization.
Candidates who do not meet the requirements of Article R. 6152-303 may apply to Type II tests as long as they meet the requirements of Article R. 6152-302.
Candidates may present themselves, for one session, only to one type of test and in one speciality.
For Type I tests, the application includes:
1. The completed and signed registration form.
2. The legible copy of the valid identity document, passport or residence permit at the closing date of registration.
3. A copy of the diploma, certificate or other title authorizing the exercise of the profession in the country of obtaining.
4. A copy of the diploma or certificate or other title allowing the exercise of the speciality of registration.
Where there is no diploma, certificate or other title corresponding to any of the specialties offered to the contest, the copy of any of the diplomas, certificates or other titles as defined in Schedule I to the above-mentioned Order of June 29, 2007.
Where the diploma, certificate or other title referred to in 3 and 4 above has been issued by one of the Member States of the European Union or a party to the Agreement on the European Economic Area, or by the Swiss Confederation, the copy of the diploma, certificate or other title referred to above must be accompanied by a certificate of conformity with the above-mentioned European Directive.
5. A copy of the document certifying registration with the National College of Physicians, Pharmacists and Surgeons-dentists, mentioning the date of the first registration with the order; this certificate is not required for persons covered by the Articles L. 4112-6 and L. 4222-7 of the Public Health Code.
6. Exhibits attesting to the functions of an administration, a public institution or a non-profit organization, namely appointment orders, work contracts or certifications issued by the appointing authority or their recruitment; these documents must clearly mention the nature of the functions performed, the periods and the work quotities. The equivalent functions carried out in one of the Member States of the European Union or part of the agreement on the European Economic Area or the Swiss Confederation shall be taken into account under the same conditions.
The absence of exhibits to assess the nature and duration of the required functions results in the registration of the candidate for type II tests, provided that the application for nomination contains the required documents under items 1 to 5 of section 4 of this Order.
For Type II candidates, the application includes:
1. The completed and signed registration form.
2. The legible copy of the valid identity document, passport or residence permit at the closing date of registration.
3. A copy of the degree, certificate or other title authorizing the exercise of the profession in the country of obtaining or ministerial authorization for the exercise.
4. A copy of the diploma, certificate or other title allowing the speciality of registration:
(a) Where there is no diploma, certificate or other title corresponding to any of the specialties offered to the contest, the copy of any of the diplomas, certificates or other titles as defined in Schedule I to the above-mentioned Order of 29 June 2007;
(b) For candidates of the discipline biology not holders of the degree of specialized medical biology that fall under the jurisdiction of the provisions of Article L. 6213-2 of the Public Health Code :
―a copy of four of the special certificates listed in theArticle D. 6221-2 of the Public Health Code ;
―a copy of the authorization to perform the functions of Director or Assistant Director of Medical Analysis Laboratory issued prior to January 15, 2010 pursuant toArticle L. 6221-2 of the Public Health Code ;
―a copy of the medical biology exercise certificate in a public health institution for a period equal to two years full-time in the last ten years and, in the event of a specific specialization exercise:
― the copy of the piece justifying the recognition of the domain of specialization (diploma or contest, authorization or approval); or
- a copy of the ministerial validation of the area of specialization after notice of the commission referred to in article L. 6213-12;
―a copy of the departmental authorization to exercise medical biology issued under theArticle L. 6213-3 of the Public Health Code.
Where the diploma, certificate or other title referred to in 3 and 4 above has been issued by one of the Member States of the European Union or a party to the Agreement on the European Economic Area, or by the Swiss Confederation, the copy of the diploma, certificate or other title referred to above must be accompanied by a certificate of conformity with the above-mentioned European Directive.
5. A copy of the document certifying registration with the National College of Physicians, Pharmacists and Surgeons-dentists, mentioning the date of the first registration with the order; this certificate is not required for persons covered by the Articles L. 4112-6 and L. 4222-7 of the Public Health Code.
All candidates must file, with their application for nomination, a technical record for carrying out the evaluations referred to in Articles 15 and 16 of the above-mentioned Order of 29 June 2007. It includes:
― a subfolder "titles and works" that concerns the candidate's entire degree, title and scientific work;
― a subfolder "services rendered" that concerns the candidate's professional activity since his or her registration with the order or, failing that, since graduation permitting the exercise of his or her profession.
Any item in this file must be accompanied by supporting documents, numbered and summarized in a list annexed to each file.
It is prepared by the candidate under his or her responsibility in three copies.
Each copy is to be returned under closed envelope and preaffranchia.
Each envelope must bear the names, names and the wording of the specialty for which the candidate applies.
The absence of these envelopes on the closing date of registration results in the rejection of the application.
All supporting documents mentioned in the above articles must be written in French or accompanied by a translation by a sworn translator.
For any additional information, candidates must address the services referred to in Article 1 of this Order.
