Publics concerned: manufacturers and users of agricultural or forestry tractors of categories T4-1 and T4-2.
Purpose: Update of the provisions of the July 31, 2007 National Registration Order by type of certain categories of agricultural or forestry tractors.
Entry into force: the text comes into force on the day after its publication but organizes a delayed implementation schedule for some of its provisions: September 1, 2013 for new types of tractors and September 1, 2014 for new tractors.
Notice: this order introduces the modalities for the implementation of the complementary technical rules provided by the Decree No. 2011-455 of 22 April 2011 the use manual, the passenger's seat, the protection against falls and the penetration of objects, the prevention of contact with hazardous substances. In addition, some references to European standards, guidelines and test procedures set out in the decision of 31 July 2007 are being updated.
The decision takes into consideration the intervention of the Decree No. 2012-209 of 13 February 2012 on the establishment of the National Institute for Science and Technology Research for the Environment and Agriculture (IRSTEA), which replaced the National Centre for Agricultural Machinery, Rural Engineering, Water and Forests (CEMAGREF).
References: this order shall be taken in accordance with Decree No. 2011-455 of 22 April 2011 amending and supplementing the rules and requirements applicable to agricultural or forestry tractors and their devices as well as to the application of Decree No. 2012-209 of 13 February 2012 related to IRSSTEA. The above decision of 31 July 2007 is amended to read:
1° In Article 3, the words: "The National Centre for Agricultural Machinism, Rural Engineering, Water and Forests (CEMAGREF)" are replaced by the words: "The National Institute for Research in Science and Technology for the Environment and Agriculture (IRSTEA)" and the words: "The CEMAGREF" are replaced by the words "IRSTEA";
2° In Article 4, the words "of the CEMAGREF, Parc de Tourvoie, 92163 Antony" are replaced by the words "of the IRSSTEA, 1, rue Pierre-Gilles-de-Gennes, CS 10030, 92761 Antony Cedex";
3° Appendix III is replaced by the schedule to this Order;
4° The A of Schedule IV is amended as follows:
(a) In 1.2 and 1.3, the words: "NFU 02-052-2 COMPIL: 2006" are replaced by the words: "NFU 02-052-2 COMPIL: 2010";
(b) In III, the words "Guideline 77/311/EEC" are replaced by the words "Guideline 2009/76/EC";
(c) In 4.1.2, after Figure 2, a sentence is inserted as follows:
"The manoeuvring space may have, on the area extending up to 450 mm at the front of the reference point, a total width of at least 700 mm at a height of 400 mm above the reference point and a total width of at least 600 mm at a height of 900 mm above that point. In this case, at least two auxiliary devices that improve rear visibility (retrovisors) are required. » ;
(d) In 4.2.3.4, the sentence: "A slim window is acceptable if a breeze hammer, immediately accessible to the operator, is planned and stored in the cabin. is replaced by the following sentence: "A sufficient size window may be designated as an emergency exit if it is made of brittle glass and may be broken using a tool provided for this purpose in the cabin. The glass referred to in Appendices 3, 4, 5, 6 and 7 to Schedule III B to Amended Directive 2009/144/EC is not considered to be unbreakable glass for the purposes of this requirement. » ;
(e) The V is replaced by the following:
"V. ― Forced
The force catches to which the cardans transmission shafts are connected shall be protected by a shield attached to the tractor or by any other element ensuring equivalent protection. They shall be designed, arranged and protected so as to allow easy and secure coupling.
5.1. Rear-tight arrangements
The specifications of ISO 500-1:2004, its technical Corrigendum Cor 1:2005 and ISO 500-2:2004 apply to tractors with a track width greater than 1,150 mm with the following details:
- in ISO 500-1:2004, the last sentence of point 6.2 is not applicable;
― for Type 3 grips, and when it is possible to reduce the size of the opening of the protective shield to adapt to the connection devices to be used, the user manual shall contain the following:
- warning of the consequences and risks associated with the reduced dimensions of the protective shield;
- specific instructions and warnings regarding the connection and disconnection of the force catches;
― specific instructions and warnings regarding the use of tools and machines connected to the rear power socket.
The specifications of ISO 500-2:2004 apply to tractors with a track width of less than or equal to 1,150 mm. For the purposes of this annex, this standard also applies to tractors with a power outlet whose power, measured in accordance with ISO 789-1:1990, is greater than 20 kW.
5.2. Arrangements for forward-force
The specifications of ISO 8759-1:1998, with the exception of clause 4.2, apply to tractors that are equipped with a front grip as defined in this standard.
5.3. Characteristics of protective shields
5.3.1. The protective shield must be designed so that the use and maintenance of the tractor is not embarrassed (or easy). Maintenance should be possible without removing the protector.
5.3.2. The materials used must be weather resistant, not lose their mechanical quality in case of cold and be sufficiently solid.
5.3.2.1. Gel temperature shock test for plastic protective shields
5.3.2.2. Maintain the protector at ―35 °C for at least one hour before starting the test.
Take steps to ensure that the protector's temperature does not rise above ―35 °C at the time of the test.
5.3.2.3. The protector being at ―35 °C, hitting a right-centered stroke of the end of the force grab shaft with a 98 J impact energy by means of a sheep-length, as shown in Figure 8. The contact face shall be flat and have a diameter of 50 mm, and the radius of the edge of the contact face shall conform to Figure 8.

It is considered that the protective shield of the force-taking shaft passes the test successfully if it does not present any holes or deformation leaving the tree without protection and if it does not present any fractures, cracks or separation of its constituent elements. The flaws caused by the ridge of the sheep-length are eligible.
5.3.3. The protective shield shall not present sharp tips or edges; it shall not have orifices exceeding 8 mm in diameter or in addition that which is necessary for the fixation of the chain of the protector of the transmission shaft to cardans (which shall be 16 mm in diameter) and shall be capable of supporting a weight of 120 daN, except in case it is designed not to be used as a step.
Deposition of the force socket: if the height of the force shaft relative to the ground is greater than 1,300 mm, a means of access in accordance with 4.2.2 shall be provided. This requirement does not apply to force catches intended to result in equipment whose assembly and dismantling require specific means such as lifting or access outside the tractor. » ;
(f) In VII and VIII, the words: "Guideline 89/173/EEC, last amended by Directive 2006/26/EC" are replaced by the words: "Guideline 2009/144/EC as amended";
(g) In the VII, it is added a paragraph to read:
"For the verification of the requirements of paragraph 2.3.2.15 concerning the clearance areas around the wheel drives, the tractors shall be considered narrow tractors. » ;
(h) The X is replaced by the following:
"X. - User Manual
Any tractor must be accompanied by a manual giving instructions in particular so that the commissioning, use, handling, installation, assembly, dismantling, adjustment, maintenance can be carried out safely. The manual also indicates the intended conditions of use. This manual must be written in French.
The requirements of item 4 of Schedule II to amended directive 2009/144/EC shall be met. The manual must also contain all the information required by NFU 02-052-3:2006. »
(i) After X, the following provisions are inserted:
« XI. - Passenger Headquarters
When there is one or more passenger seats, the requirements of amended guideline 76/763/EEC shall be met.
XII. – Protection against object drops
Where there is protection against fall of objects, the requirements of amended Directive 2009/144/EC Annex II, 3.1 shall be met as part of the tractor's use in accordance with the one mentioned in the user manual.
XIII. – Protection against penetration of objects
Where there is protection against the penetration of objects, the requirements of Amended Directive 2009/144/EC Annex II, 3.2 shall be complied with as part of a tractor's use in accordance with that specified in the User Manual.
XIV. - Prevention of contact with hazardous substances
If the tractor is intended to be used in an activity exhibiting contacts with hazardous substances, the requirements of amended Directive 2009/144/EC Annex II, 3.3 shall be met in accordance with the User Manual. »
