President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs,
Considering the Constitution, in particular articles 52 to 55;
Vu le Decree No. 53-192 of 14 March 1953 amended on the ratification and publication of international commitments undertaken by France;
Vu le Decree No. 2003-457 of 16 May 2003 issuing the agreement between the Government of the French Republic and the Council of Ministers of Serbia and Montenegro on the succession of bilateral treaties between France and the Socialist Federal Republic of Yugoslavia (assembly an annex), signed in Paris on 26 March 2003,
Decrete:

Article 1


The agreement in the form of an exchange of letters between the Government of the French Republic and the Government of the Republic of Kosovo on the succession of bilateral treaties between France and the Union of Serbia and Montenegro (a consolidated annex), signed in Paris on 4 February 2013 and in Pristina on 6 February 2013, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

Minister,
Following the discussions between representatives of our two States on the succession of bilateral treaties binding on France and the Union of Serbia and Montenegro, as a result of their agreement of 26 March 2003, I have the honour of my Government to suggest that the agreements annexed to this letter continue to link France and Kosovo.
I should be grateful if you would let me know whether this provision collects the concurrence of the Government of Kosovo and proposes that, in the event of an agreement, this letter and its annex constitute, with your reply, the agreement between our two Governments, concerning the succession of bilateral treaties between France and the Union of Serbia and Montenegro, an agreement which will enter into force on the date of your reply.
Please accept, Minister, the expression of my high consideration.

General Convention between France and Yugoslavia on Social Security signed on 5 January 1950 and all relevant amendments, protocols and arrangements listed in the annex to the agreement between the Government of the French Republic and the Council of Ministers of Serbia and Montenegro on the succession of bilateral treaties between France and the Socialist Federal Republic of Yugoslavia signed in Paris on 26 March 2003.
    2. Cultural agreement between the Government of the French Republic and the Government of the Socialist Federal Republic of Yugoslavia, signed in Belgrade on 19 June 1964, and supplementary letters exchanged on 8 February 1965.
    3. Agreement on International Road Transport, signed on 17 October 1964. To the Agreement on International Road Transport, signed on 21 December 1970.
    4. Agreement on Scientific and Technical Cooperation, signed on 27 June 1966.
    5. Convention between the French Republic and the Federal Socialist Republic of Yugoslavia on the issue of civil status and the dispensation of legalization, signed in Belgrade on 29 October 1969.
    6. Convention on mutual legal assistance in criminal matters between the French Republic and the Socialist Federal Republic of Yugoslavia, signed in Belgrade on 29 October 1969.
