Key Benefits:
Publics concerned: beneficiaries of temporary additional activity income (TARS).
Purpose: Extension of the Temporary Supplementary Activity Income System (TSRS) until May 31, 2013.
Entry into force: the text comes into force on the day after its publication.
Notice: The Government has decided to extend the temporary additional income of activity until 31 May 2013 in order to allow beneficiaries of this system, which will always be eligible to carry out the steps to benefit from the active solidarity income. The RSTA is only due to periods of employment prior to the entry into force of active solidarity income in Guadeloupe, Guyana, Martinique, La Réunion, Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon.

Considering the code of social action and families;
Vu la Act No. 2008-1249 of 1 December 2008 generalizing active solidarity income and reforming integration policies, including articles 29 and 31;
See?Order No. 2010-686 of 24 June 2010 carrying extension and adaptation in overseas departments, in Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon de la Act No. 2008-1249 of 1 December 2008 generalizing active solidarity income and reforming integration policies;
Vu le Decree No. 2009-602 of 27 May 2009 modified for temporary additional activity income;
Considering the referral of the Guyane Regional Council dated 21 December 2012;
Considering the referral of the General Council of Guyana dated 21 December 2012;
Considering the referral of the Martinique Regional Council dated 21 December 2012;
Considering the referral of the General Council of Martinique dated 21 December 2012;
Considering the referral of the Regional Council of Guadeloupe dated 26 December 2012;
Considering the referral of the General Council of Guadeloupe dated 26 December 2012;
Considering the referral of the Regional Council of La Réunion dated 27 December 2012;
Considering the referral of the General Council of La Réunion dated 27 December 2012;
Considering the referral of the territorial council of Saint-Barthélemy of 21 December 2012;
Considering the referral of the territorial council of Saint-Martin dated 21 December 2012;
Considering the referral of the territorial council of Saint-Pierre-et-Miquelon dated 21 December 2012;
Considering the referral of the Board of Directors of the National Old Age Insurance Fund dated 17 December 2012;
Considering the referral of the social insurance fund of Saint-Pierre-et-Miquelon dated 21 December 2012,
Decrete:
A larticle 9 of the decree of 27 May 2009 referred to abovethe date of December 31, 2012 is replaced by the date of May 31, 2013.
The 1st and 2nd of Article 10 of the decree of 27 May 2009 referred to above shall be replaced by the following provisions:
« 1° The active solidarity income referred to in Article L. 262-1 of the Code of Social Action and Families;
« 2° Additional health protection and assistance in the payment of supplementary health insurance referred to in articles L. 861-1 and L. 863-1 of the Social Security Code, respectively. »
The Minister of Economy and Finance, the Minister of Social Affairs and Health, the Minister of Labour, Employment, Vocational Training and Social Dialogue, the Minister of Overseas, the Minister Delegate to the Minister of Economy and Finance, responsible for the budget, and the Minister Delegate to the Minister of Social Affairs and Health, responsible for persons with disabilities and the fight against exclusion, are responsible, each in this case, for the decree issued
