In 2012, the ARCEP examined jointly with La Poste the economic prospects of the universal postal service, in the light of the projected trajectory of trafficking and Charges.
As regards the evolution of trafficking, the ARCEP retained, on the basis of La Poste's proposal, an annual average change of -4.1 % of the economic volumes (1) between 2012 and 2015. This proposal, which is based on the projection of La Poste according to the different ranges of universal service shipments, is comparable with the trend observed over the period (2009-2011), which stands at an average of 4.7 % per year.
