Decision No. 2012-1353 of 6 November 2012 fixing the features of#039; multi-year framework for universal postal service rates

I. -Background


Under Article L. 5-2 of the Postal and Electronic Communications Code, " The Electronic Communications and Postal Regulatory Authority: [...] 3 ° Decides, after examination of the proposal of La Poste or, failing a proposal, ex officio after it has informed it, of the multiannual framework characteristics of the rates of the universal service, which may, if necessary, distinguish Shipments in the number of consignments [...] ".
In 2012, the ARCEP examined jointly with La Poste the economic prospects of the universal postal service, in the light of the projected trajectory of trafficking and Charges.
As regards the evolution of trafficking, the ARCEP retained, on the basis of La Poste's proposal, an annual average change of -4.1 % of the economic volumes (1) between 2012 and 2015.
