In application of thearticle 7 of the decree of 3 May 2012 referred to above, the general organisation of the contests reserved for access to the bodies of the administrative attachments and to some similar bodies governed by the decree of 26 September 2005 referred to above, to the interdepartmental body of the State administrative officers governed by the decree of 17 October 2011 referred to above, to the bodies of the literature reviewers governed by the decree of 19 March 1998 referred to above and Nursing Corps A State administrations governed by the decree of 9 May 2012 referred to above shall be determined by the provisions of this Decree.

The opening of the reserved contests mentioned in theArticle 6 of the decree of 3 May 2012 referred to above, taken by the minister or authority of the body concerned, sets the closing date of the registrations, the date of the examinations, the number of jobs offered as part of these recruitments, and, where applicable, the open specialties or specialties.
The specific organizational conditions of the reserved competitions and the nominative composition of the members of the jury shall be determined by order of the Minister concerned or the competent authority.
The decision or decision appointing the jury shall designate the member of the jury to replace the president in case the judge is unable to perform his or her duties.
The jury is composed of at least three members.
For the correction of the eligibility test, the jury may eventually be assisted by one or more proofreaders with an advisory voice. For the oral test, the jury may be required, if any, to form groups of examiners.



A. ― Administration and documentary studies


The reserved contest includes a written proof of eligibility and an oral admission test based on the recognition of the acquired professional experience.
The relevant information to meet the requirements of these tests is contained in annex I to this Order.

The eligibility test consists of a maximum of five questions relating to public policies carried by the department or host authority. Each question may be accompanied by one or more documents related to the question asked that do not exceed a page. They can consist of occupational situations.
Duration of the test: three hours; coefficient 2.
At the end of the eligibility test, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the interview test.

The admission test consists of an interview with a jury of thirty minutes to assess the candidate's personality, motivation, ability to perform the functions normally assigned to the administrative officers or to the documentary study officers of the department or authority concerned and the skills acquired during his career path.
The event begins with a presentation by the candidate, lasting no more than 10 minutes, presenting his career path and the achievements of his professional experience, in particular his current activities. This presentation should allow it to present the main missions and the skills and possible supervisory functions. The candidate also indicates the professional trainings he has benefited and which appear to him to best illustrate the skills acquired in his career path.
The interview continues with an exchange with the jury on the valorization of professional skills and skills acquired by the candidate. The jury shall have the file constituted by the candidate, as defined in Article 5 below.
During this interview, the candidate may be questioned on matters related to the general administrative knowledge and specific responsibilities of the host department or the disconcerned authority.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.

For the oral examination of admission, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries mentioned in Appendix I to this Order, which he or she shall give to the organizing service at a date fixed in the opening of the contest.
This file as well as the filling help guide are available on the website of the department or host authority. The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.



B. ― Verification of the suitability of analyst functions
or operating system programmer functions


The competitions reserved for the recruitment of administrative officers assigned to the processing of information as an analyst or an information system programmer are subject to sections 6 and 7 below. They include the following speciality tests:

Analyst functions:
1. Written Eligibility Test: Management Information Technology.
This test consists of two modules:
- case study;
General knowledge questions.
The test covers the program in Appendix II.
Duration three hours; coefficient 2.
At the end of the eligibility test, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the interview test.
2. Oral admission test: a test for recognition of professional experience.
This trial consists of an interview with the jury to assess the candidate's motivations and ability to perform the functions of an analyst attacker.
The interview includes first of all a presentation by the candidate of his or her course, no more than 10 minutes, and continues with an exchange with the jury, which asks the candidate for technical questions on computer science from a subject drawn prior to fate by the candidate and covering the program set out in Appendix II. Preparation time: 20 minutes.
The candidate shall forward provide a record of his or her career path as defined in section 5 above, the model of which is that set out in Appendix I to this Order.
Duration thirty minutes; coefficient 3.

Operating system programmer function.
1. Written proof of friendliness: information systems technology.
This test consists of three modules:
- case study related to a technical project;
General knowledge issues;
― questions about the chosen operating system;
The test covers the program in Appendix II.
Duration 3 hours; coefficient 2.
At the end of the eligibility test, the jury sets out, in alphabetical order, the list of candidates authorized to take part in the interview test.
2. Oral admission test: a test for recognition of professional experience.
This event consists of an interview with the jury to assess the candidate's motivations, his professional projects and his ability to perform the functions of a system programmer.
The interview first includes a presentation by the candidate for a period of not more than 10 minutes, of his or her course and continues with an exchange with the jury, which asks the candidate technical questions on computer science from a subject drawn prior to lot by the candidate and related to the program in Appendix II. Preparation time: 20 minutes.
The candidate shall forward provide a record of his or her career path as defined in section 5 above, the model of which is that set out in Appendix I to this Order.
Duration thirty minutes; coefficient 3.

At the end of the admission test, the jury determines, in order of merit, the list of candidates admitted as well as a supplementary list.
If several candidates obtained the same number of points, the priority is given to the one who obtained the highest grade in the maintenance test.



C. ― Class A nurses from state administrations

The reserved contest consists of an oral examination allowing the recognition of the achievements of the professional experience.
It consists of an interview with a jury of thirty minutes to assess the candidate's personality, motivation, abilities to be in a professional environment and to perform the duties normally assigned to the officials of the department's host body and the skills acquired during his career path.
The trial begins with a presentation by the candidate, no more than 10 minutes, presenting his record of recognition of the achievements of the professional experience and continues with an exchange with the jury on the professional knowledge acquired by the candidate.
If applicable, the jury may ask the candidate for his or her opinion on a practical case or issue related to professional life.
This test is rated from 0 to 20.

The record of recognition of the achievements of the professional experience, provided for in Article 9 above, shall be prepared by the candidate in advance by following the entries set out in Appendix I to this Order.
The model of the record of recognition of the achievements of the professional experience and the filling guide as well as the job-reference sheet of the interministerial directory of the state trades (RIME) are available on the websites of the ministries responsible for health, defence, national education and higher education.
At the request of the candidates, the organizing service will provide, at the time of registration, a standard file and all the information useful for the constitution of the latter.
The candidate submits his file to a date fixed in the opening of the professional examination. This file is transmitted to the jury, by the organizing service, at least fifteen days before the start of the trials.
The record of recognition of the achievements of the professional experience is not noted.

No person may be declared eligible or admitted if he or she has not participated in all the tests or if he or she has obtained a grade of less than 5 out of 20.
