Decree No. 2013-7 of 3 January 2013 establishing an inter-ministerial mission to protect women from violence and the fight against human trafficking

Subject: creation of an inter-ministerial mission to protect women victims of violence and to combat human trafficking.
Entry into force: the text comes into force on the day after its publication.
Notice: It is established with the Minister for Women ' s Rights an inter-ministerial mission for the protection of women against violence and combating human trafficking. The purpose of the mission is to collect, analyse and disseminate information and data on violence against women. It will also contribute to the evaluation of national and local mechanisms for violence against women, as well as to the animation of public and private actors involved in the fight against violence. In connection with the ministries concerned, the mission will define a plan to raise awareness and train professionals on violence against women. It will also ensure national coordination in the fight against human trafficking, in accordance with the Council of Europe Convention on Combating Human Trafficking of 16 May 2005. For its operation, the mission relies on the staff of the Ministry of Women's Rights and benefits from staff made available to it by the relevant ministerial departments. For the exercise of its responsibilities, the mission is with it an orientation committee composed of representatives of the territorial authorities, representatives of the State, qualified personalities and representatives of local structures involved in violence against women.

It is established with the Minister for Women ' s Rights an inter-ministerial mission for the protection of women from violence and combating human trafficking.
The Secretary-General of the mission is appointed by order of the Minister for Women ' s Rights.

The inter-ministerial mission for the protection of women from violence and the fight against human trafficking is responsible for:
1° Collect, analyse and disseminate information and data on violence against women. In connection with the State's research agencies and competent administrations, it contributes to the realization of research and evaluation in the field of the protection of women victims of violence;
2° Promote local animation of the protection policy of women victims of violence. It identifies innovations and good practices for the protection of women victims of violence and addresses all relevant recommendations to the prefects and directors general of regional health agencies;
3° To define, in connection with the relevant ministries and actors, the terms of reference of the plan to raise awareness and train professionals on violence against women;
4° Ensure national coordination of the fight against human trafficking.
The mission develops its work programme, which it submits to the Minister for Women's Rights.

The provision for the operation of the inter-ministerial mission is included in the budget of the Ministry of Women ' s Rights.
The mission has staff of the Ministry of Women ' s Rights and staff provided by the relevant ministerial departments.

For the collection of data and studies relating to violence against women, State administrations, territorial authorities, public institutions and associations contributing to the protection of women victims of violence, the mission, under conditions defined by conventions, communicates to the mission the aggregate information available to them, subject to the application of the legislative provisions imposing an obligation of secrecy.
The mission makes its needs known to state government departments and public institutions so that they are taken into account in their curricula and statistical work.

For the exercise of its mission of local animation of the policy of protecting women against violence and of defining the terms of reference of the plan of sensitization and training of professionals on violence against women, the mission concludes any useful agreement with relevant public and private bodies.

In carrying out its national coordination mission to combat human trafficking, the mission is responsible for monitoring the implementation of the Council of Europe Convention on Combating Human Trafficking of 16 May 2005 in conjunction with the expert group on combating human trafficking (GRETA).

The mission is with it an orientation committee consisting of:
1° Three representatives of the local authorities:
(a) A representative of the regions, designated by the Association of Regions of France;
(b) A representative of the departments, appointed by the Assembly of the departments of France;
(c) A representative of the communes and intercommunities, appointed by the Association of Mayors of France;
2° Three representatives of local structures involved in violence against women, appointed by the Minister for Women ' s Rights;
3° Six qualified personalities chosen by virtue of their competence and experience, appointed by the Minister for Women ' s Rights;
4° Representatives of the state or public institutions of the state:
the Director General of Social Cohesion or his representative;
– the director of habitat, urban planning and landscapes or his representative;
– the Director General of Care Offer or his representative;
the Director General of Political and Security Affairs or his representative;
– the Director General of School Education or his representative;
the Director General of Labour or his representative;
the Director General of the National Police or his representative;
the Director General of the National Gendarmerie or his representative;
- the director of criminal affairs and graces or his representative;
the Secretary General of the Interdepartmental Crime Prevention Committee or his representative;
– the Director General of the National Institute of Statistics and Economic Studies or his representative;
– the Secretary General for Immigration and Integration or his representative;
– the director of the National Institute of High Security and Justice Studies or his representative.

The guidance committee contributes to the definition of the main directions of the interdepartmental mission.
It is convened at least twice a year, on the proposal of the Secretary-General of the mission, who sets the agenda for his work and ensures its preparation and follow-up.

The duties of the members of the guidance committee do not result in compensation. Travel and residence expenses are reimbursed under the conditions provided for by the regulations applicable to civil personnel of the State.

The Prime Minister and the Minister for Women ' s Rights, spokesperson for the Government, are responsible, each with regard to the application of this decree, which will be published in the Official Journal of the French Republic.
