Vu la Act No. 2012-347 of 12 March 2012 relating to access to full employment and the improvement of the conditions of employment of contractual agents in the public service, the fight against discrimination and various provisions relating to the public service;

The contests reserved for thearticle 1 of the decree of 28 December 2012 referred to above and its annex I for the recruitment of certified professors, physical and sport education teachers, principal education advisers and counselling counsellors-psychologists are organized in accordance with the terms defined by this Order.

Recruitment by competition reserved in the bodies and grades mentioned in Article 1 is organized at the national level. The contests reserved are open by order of the Minister responsible for education under the conditions fixed by thearticle 2 of the decree of 19 October 2004 referred to above. When one of the contests referred to in section 3 of this Order is organized by section and, optionally, an order of the Minister responsible for education distributes employment between sections and options. Unused jobs under a competition in a section, or possibly an option, may be deferred to the other sections and, possibly, options of the same competition.

The jury of the contests reserved are constituted as follows:



1° Registered competitive examination for certified teachers
in general education disciplines or in technical education disciplines


A jury is established for each section and, possibly, competition options. It is chaired by a member of the inspection bodies of the Minister responsible for education and appointed by the Minister on the proposal of the Director of Human Resources.
It includes, in addition to the President, at least two members appointed by the Minister after having been selected on the proposal of the President of the jury among the regional academy inspectors, the Associate Professors and certified professors.
People who do not belong to previously cited bodies may, as necessary, be chosen because of their particular skills.


2° Registered competitive examination for physical and sport education teachers


The jury is chaired by a member of the inspection bodies under the Minister of Education and appointed by the Minister on the proposal of the Director of Human Resources.
It includes, in addition to the president, at least two members, appointed by the minister after being selected on the proposal of the president of the jury among the regional academy inspectors- pedagogical inspectors, Associate professors and teachers of physical and sports education.
People who do not belong to previously cited bodies may, as necessary, be chosen because of their particular skills.


3° Recruitment of Senior Education Advisors


The jury is chaired by a member of the inspection bodies under the Minister of Education and appointed by the Minister on the proposal of the Director of Human Resources.
It includes, in addition to the President, at least two members appointed by the Minister after being selected on the proposal of the President of the jury among the regional academy inspectors and educational advisors.
People who do not belong to previously cited bodies may, as necessary, be chosen because of their particular skills.


4° Recruitment of orientation counselors-psychologists


The jury is chaired by a member of the inspection bodies under the Minister of Education and appointed by the Minister on the proposal of the Director of Human Resources.
It includes, in addition to the President, at least two members, appointed by the Minister after having been selected on the proposal of the President of the jury among the regional academy inspectors, the national education inspectors- orientation inspectors, and the members of the body of the directors of the information and guidance center and counselors-psychologists.
People who do not belong to previously cited bodies may, as necessary, be chosen because of their particular skills.

When the jury is in groups of examiners for the admission test, each group includes two examiners.
However, each group can include up to three reviewers, when the competition is organized for the recruitment of second degree teachers in a section with two disciplines.
In this case, each group consists of the same number of examiners throughout the session, without being less than two examiners.

Each reserved contest consists of an eligibility test and an admission test.

The eligibility test consists of the jury's study of the record of recognition of the acquired professional experience with the elements mentioned in annexes I to III to this Order.
The jury examines the file and sets out the list of qualified candidates who will be allowed to run the admission test.
In preparation for its examination by the jury, the record of recognition of the achievements of the professional experience is sent by the candidate within the deadline and in accordance with the terms fixed by the opening of the contest. Failing to send the file within the time limit and in the manner set out in this way results in the removal of the candidate.

The admission test consists of an interview with the jury to assess the candidate's ability to understand a concrete professional situation and to recognize the achievements of his or her professional experience. The test has two parts. Each part counts half in the rating of the test, scored from 0 to 20.

At the end of the admission test and after deliberation, the jury determines by order of merit the list of candidates he proposes to the Minister responsible for education for admission.
The Minister responsible for education, by section, and optionally, in the order of merit, lists of candidates declared admitted.

The Director General of Human Resources is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    A N N E X E I
    RESERVED CONCOURS OF CERTIFICATE PROFESSORS
    PHYSICAL AND SPORTIVE EDUCATION PROFESSORS
    A. ― Eligibility test


    Evidence of the jury's study of a record of recognition of the achievements of the professional experience established by the candidate.
    The record of recognition of the professional experience has two parts.
    In a first part (two maximum typed pages), the candidate describes the responsibilities entrusted to him during the various stages of his career, in the field of education, in initial training (school, college, high school, apprenticeship) or, where applicable, in continuous adult training.
    In a second part (six maximum typed pages), the candidate develops more particularly, from a precise analysis and among his/her educational achievements, that which seems to him to be the most significant, relative to a learning situation and to the conduct of a class he/she has had in responsibility, extended, if any, to the consideration of the diversity of the students, as well as to the exercise of educational responsibility and professional ethics. This analysis will need to highlight the learning, objectives, progressions and results of the candidate's chosen achievement.
    The applicant shall indicate and comment on the educational and educational choices it has made, relating to the design and implementation of one or more teaching sequences, at the given class level, within the framework of the national programmes and guidelines, the transmission of the knowledge, the relevant skills and the know-how provided by these programs and repositories, the design and implementation of the terms and conditions of evaluation, Can also be addressed by the candidate the problems encountered in the course of his action, those related to the conditions of individual student follow-up and personal work, the use of information and communication technologies in the service of learning and his contribution to the process of orientation and integration of young people.
    A candidate who appears in a section or option different from the one in which he or she has practised may report on educational experiences observed or show how his or her journey has allowed him to build a professional identity that allows him to practice the profession of teacher in the chosen discipline.
    The candidate wishing to value his or her professional experience in the continuous training of adults or the insertion of young people develops in this second part, also from a precise analysis and among his or her training activities, the one which seems to him the most significant in the implementation and animation of actions articulated in the situations of the trainees and in the implementation of appropriate educational methods.
    It indicates and commentes on its choices in terms of its teaching and/or training activities (face-to-face pedagogical for the transmission of knowledge and know-how, including the individual pedagogical monitoring of trainees, the evaluation and validation of the work of trainees, the presentation of the records of trainees) and other activities related to the training act, including in the design and construction of training, the implementation of methods and tools
    Each of the parts shall be typed in Arial 11, single interline, on paper size 21 × 29.7 cm and be presented as follows:
    ― margin dimension:
    - right and left: 2.5 cm;
    – from the edge (header and footer): 1,25 cm;
    - without withdrawal at the beginning of the paragraph.
    On his file, the candidate attached, on paper, one or two examples of documents or works, carried out in the course of the activity described and considered it useful to bring to the attention of the jury. These documents must include a reasonable number of pages, which cannot exceed ten pages for all two examples. The jury reserves the right not to consider the documents of a higher volume.
    The authenticity of the elements referred to in the second part of the file must be attested by the supervisor to whom the candidate exercises or exercised the functions described.
    The jury's evaluation criteria will focus on:
    the relevance of the choice of the activity described;
    • Mastering scientific and technical, educational and educational issues of the activity described;
    ― the structuring of the subject;
    ― taking back in the analysis of the situation exposed;
    ― the rationale for the educational and educational choices made;
    ― the quality of expression and the control of spelling and syntax.
    For the history and geography section of the reserved competitive examination for certified professors, the candidate for choice for the RAEP file between either of the two disciplines. This choice is made at the time of registration.


    B. ― Admission test


    Test of interview with the jury.
    Preparation time: 30 minutes.
    Total duration of the test: 60 minutes maximum.
    The test consists of two parts:
    I. ― First part of the test:
    It consists of a presentation by the candidate of his RAEP file (up to ten minutes) followed by an exchange with the jury (up to 20 minutes). This exchange must allow to deepen the elements in the file. In particular, the candidate may be asked to explain or put them in perspective.
    Duration of the first part: 30 minutes maximum
    II. Part II of the test:
    The second part includes a presentation of the candidate followed by an interview with the jury.
    Based on the professional experience of the candidate described in his or her RAEP file, the jury determines a subject for which he or she asks the candidate to explain how he or she has treated one of the points of the program or one of the corresponding training elements, respectively, to the teaching in one of the classes of which he or she indicates having had the responsibility or post-secondary education that he or she has given or been entrusted to him. This question is given at the beginning of the test to the candidate who prepares the response elements during the preparation time.
    The interview with the jury must allow to deepen the different points developed by the candidate. For recruitment sections with two disciplines, maintenance may extend to non-disciplinary discipline, if any, by the subject and/or the relationship between these disciplines.
    This interview extends to a questioning particularly regarding the thoughtful knowledge of the institutional context and the effective conditions for the exercise of the trade in responsibility.
    The jury appreciates the clarity and construction of the presentation, the candidate's quality of reflection and his ability to highlight all his skills (pedagogical, disciplinary, educational, evaluative, etc.) for the success of all students.
    For the history and geography section of the reserved competitive examination for certified professors, the jury reserves the right to determine a subject in relation to the discipline not chosen by the candidate for his RAEP file.
    For sections of foreign or regional living languages of the reserved competitive examination for certified teachers, the presentation takes place in French; maintenance takes place in the language the candidate intends to teach.
    Duration of the second part: 30 minutes maximum (exposed: 10 minutes maximum); interview with the jury: 20 minutes maximum).

    RESERVE OF RECORD OF PRINCIPAL EDUCATION COUNCIL
    A. ― Eligibility test


    Evidence of the jury's study of a record of recognition of the achievements of the professional experience established by the candidate.
    The record of recognition of the professional experience has two parts.
    In a first part (two maximum typed pages), the candidate describes the responsibilities assigned to him in the areas of education and school life during the various stages of his career path.
    In a second part (six maximum typed pages), the candidate develops more particularly, from a precise analysis and among the educational situations observed in college or high school, the experience that seems to him the most significant in his contribution to the functioning of the school, to his collaboration with teachers and other staff and to educational action.
    This analysis will need to highlight the actions taken, objectives, results, constraints and, more broadly, the problems encountered in the context of the described situation.
    Each of the parts shall be typed in Arial 11, single interline, on paper size 21 × 29.7 cm and be presented as follows:
    ― margin dimension:
    - right and left: 2.5 cm;
    – from the edge (header and footer): 1,25 cm;
    - without withdrawal at the beginning of the paragraph.
    On his file, the candidate attached, on paper, one or two examples of documents or works made in the context of the situation described and considered it useful to bring to the attention of the jury.     I. ― First part of the test:
    It consists of a presentation by the candidate of his RAEP file (ten minutes) followed by an exchange with the jury (twenty minutes). This exchange must allow to deepen the elements in the file. In particular, the candidate may be asked to explain or put them in perspective.
    Duration of the first part: thirty minutes.
    II. Part II of the test:
    She has a presentation from the candidate followed by an interview with the jury.
    Based on the professional experience of the candidate described in his RAEP file, the jury determines a subject emerging from the areas of intervention of the Senior Education Advisor in the context of the ELE and for which he asks the candidate to answer a question to verify his or her education skills and knowledge. This question is given at the beginning of the test to the candidate who prepares the response elements during the preparation time.
    The interview with the jury must allow to deepen the different points developed by the candidate.
    This interview extends to a questioning particularly regarding the thoughtful knowledge of the institutional context and the effective conditions for the exercise of the trade in responsibility.
    The jury appreciates the clarity and construction of the presentation, the candidate's quality of reflection and his ability to highlight all his skills and abilities for the organization and animation of school life and the success of all students.
    Duration of the second part: 30 minutes maximum (exposed: 10 minutes maximum); interview with the jury: 20 minutes maximum).

    RESERVED CONCOURS OF ORIENTATION BOARDS-PSYCHOLOGUES
    A. ― Eligibility test


    Evidence of the jury's study of a record of recognition of the achievements of the professional experience established by the candidate.
    The record of recognition of the professional experience has two parts.
    In a first part (two maximum typed pages), the candidate describes the responsibilities assigned to him in the areas of information and guidance during the various stages of his career path.
    In a second part (six maximum typed pages), the candidate develops more particularly, from a precise analysis and among the situations observed in a center of information and guidance, in the college or in the high school or in any other place of intervention, the experience that seems to him to be most significant in his contribution to the operation of the service, in his information and advice to students, parents and educational teams in mattersArticle 2 of Decree No. 91-290 of 20 March 1991 amended.
    This analysis will need to highlight the actions taken, objectives, results, constraints and, more broadly, the problems encountered in the context of the described situation.
    Each of the parts shall be typed in Arial 11, single interline, on paper size 21 × 29.7 cm and be presented as follows:

    The jury appreciates the clarity and construction of the presentation, the candidate's quality of reflection and his ability to shed light on all his skills and abilities to respond to the missions and success of all students.
    Duration of the second part: 30 minutes maximum (exposed: 10 minutes maximum); interview with the jury: 20 minutes maximum).
