Judgment of November 21, 2012 fixing the regulation, nature and program of the external and internal competitive examinations for electron engineers in air safety systems

Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 amended with statutory provisions relating to the public service of the State;
Vu la Act No. 90-557 of 2 July 1990 modified relative to the body of electronic engineers of air safety systems;
Vu le Decree No. 91-56 of 16 January 1991 amended to include the status of the body of electronic engineers of air safety systems;
Vu le Decree No. 2004-1105 of 19 October 2004 concerning the opening of recruitment procedures in the public service of the State;
Vu le Decree No. 2007-196 of 13 February 2007 relating to the qualification equivalences required to present themselves to public service access competitions and employment frameworks,

Pursuant to the provisions of Article 7 of the amended Decree of 16 January 1991 referred to above, the regulation, nature and program of the tests of the external and internal examinations of the electron engineers of the air safety systems are fixed in the following manner.

External and internal competitions are open, after the Minister's notice of the Public Service, under the conditions set out inarticle 2 of the decree of 19 October 2004 referred to above.
Members of the external and internal competition jury are appointed by order of the Minister for Civil Aviation.

Applicants to the external competition will need to justify on September 1 of the year of the competition, a title or diploma ranked at least level III in the fields of mathematics, science and technical training or a qualification or training recognized as equivalent to one of these titles or diplomas under the conditions fixed by the decree of 13 February 2007 referred to above.

The Minister for Civil Aviation shall determine the list of candidates authorized to compete.

The external and internal competitions of electronic engineers in air safety systems include three mandatory written examinations of eligibility, a mandatory written technical test of eligibility, a voluntary written test of eligibility and two mandatory oral examinations.
The nature of the tests, their duration and the coefficients applicable to them shall be as follows:

A rating of 0 to 20 is assigned to each of the tests. Each note is multiplied by its coefficient.
However, for optional tests, only points exceeding the rating of 10 of 20.

At the end of the written examinations of eligibility, for each competition, the jury sets out in alphabetical order the list of candidates authorized to take part in the oral examinations. No person may be declared eligible if he has not participated in all written examinations of eligibility and has obtained a total of points not less than 140 after applying the coefficients for all qualifying tests, a grade not less than 8 out of 20 at the technical test and a grade not less than 5 out of 20 at the other mandatory written tests.
Candidates declared eligible are summoned individually.

At the end of the oral admission examinations, for each competition, the jury determines by order of merit the list of definitively admitted candidates as well as a supplementary admission list. No one may be declared admitted if he did not participate in all mandatory oral examinations of admission and obtained a score at least 8 out of 20 at the interview with the jury and a score at least 5 out of 20 at the English oral test.
In the event of an equal number of points between several candidates, the priority is given to the one who obtained the highest rating in the oral examination No. 1 of admission.

The Order of December 16, 2008 setting out the regulation and program of the external and internal competitive examinations for electron engineers in the air safety systems and the annex thereto are repealed.

The Director General of Civil Aviation is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    A N N E X E
    PROGRAMME OF EXTERNAL AND INTERNAL CONCOURS
    ELECTRONIC HEALTH SYSTEMS
    I. ― Written proof of eligibility
    1. Mandatory written tests


    1. Mathematics (duration: 2 hours, coefficient 3).
    The mathematical test is presented in the form of multiple-choice questionnaires (MCQs).
    It is based on the current national educational programme of the GEII (electrical engineering and industrial computing) and R✱T (networks and telecommunications) as described in Education Unit 1 (EU 1): scientific and human training, excluding complementary modules.
    2. French (duration: 3 hours, coefficient 3).
    The French test is composed of a technical text and possibly a press overview, the writing of a synthesis note to non-specialists. It is supplemented by a multiple-choice questionnaire (MCQs).
    This test must be used to assess the suitability of the candidate for structuring, argumentation, synthesis and extension. French language proficiency is also evaluated.
    3. English (duration: 2 hours, coefficient 2).
    The English-language written test must be used to judge the extent of the candidate's vocabulary and grammatical knowledge.
    This test will include various types of exercises in the form of multiple-choice questionnaires (MCQs).


    2. Mandatory optional technical test
    (choice of one test)


    1. Electrical engineering and industrial computing (duration: 4 hours, coefficient 6).
    The test is presented in the form of multiple-choice questionnaires (MCQs) covering the technical fields of electronics and computing.
    It is based on the core competence of the existing national educational programmes of the GEII DUT, as described in education units 2 and 3 (EU 2 and EU 3), excluding complementary modules.
    2. Networks and telecommunications (duration: 4 hours, coefficient 6).
    The test is presented in the form of multiple-choice questionnaires (MCQs) covering the technical areas of networks and telecommunications.
    It is based on the core competence of existing national educational programmes of the DUT RELIT, as described in education units 2 and 3 (EU 2 and EU 3), excluding complementary modules.


    3. Optional written test
    (choice of one test)


    1. Aeronautical knowledge (duration: 1 hour, coefficient 1).
    (a) Air traffic:
    Air rules: area of application, general rules, IFR regimes (instrumental flight) and VFR (voluntary).
    (b) Air traffic services:
    – definition, airspace divisions, air traffic control service, information and alert service;
    - procedures for aerodrome control, approach control and regional control service;
    ― altimetric calibration procedures;
    - usual procedures for the preparation of flight execution, waiting and approach procedure, radar procedures.
    (c) Navigation:
    – concepts of navigation: the terrestrial sphere, dimensions, movement;
    ― definitions of the following terms: axis of poles, equator, meridians, parallels, geographical coordinates, azimut recovery, maps, representation of the surface of the earth on a plane, elementary concepts on the model of Mercator, scales, navigation at the esteem, velocity triangle, wind (speed and direction), ground speed, construction of the speed triangle.
    (d) Meteorology:
    • meteorological phenomena affecting aerodromes: wind on the ground, relationship between wind and pressure distribution, Buys-Ballot law;
    - atmospheric pressure, altimeter pressures;
    fog: types of fog, form of training, freezing, danger to aeronautics.
    (e) Aerodynamic and Aeronautical Technology Note:
    - the aircraft, aerodynamic elements, portance, drag, equation of the flight in landing, climb, descent;
    ― steering, hyper-sustaining devices;
    ―elementary notions on thrusters and instrumentation.
    2. Second living language (duration: 1 hour, coefficient 1).
    The optional live-language written test can include a version on a non-technical subject, a few lines of theme or a short presentation in one of the following languages: German, Spanish, Italian or Russian.
    This test must be used to judge the extent of the candidate's vocabulary and grammatical knowledge and his ability to translate a text.


    II. ― Oral Intake Tests
    Mandatory oral evidence


    1. Meeting with the jury (duration: 30 minutes, coefficient 5).
    The interview with the jury must allow to appreciate on the one hand the general culture and the quality of reflection of the candidate and on the other hand its motivation for the profession of electronic engineer of air safety systems.
    2. English (duration: 20 minutes, coefficient 1).
    The English-language oral test must determine the ability of candidates to speak correctly and to understand sound documents.
    The questioning of the candidate is based on authentic English-language information about excerpts of dialogues or interviews dealing with topical issues. These extracts are each for two minutes.
