Here is the first volume of the History and Memory collection of the Committee of History of the Council of State and Administrative Jurisdiction which gathers the lectures delivered between 2005 and 2009, within the framework of the cycle "Vincent Wright". Their authors, historians, lawyers and actors of contemporary administrative life invite us to discover the men and institutions of administrative jurisdiction, from the Renaissance to the present day.
The wide variety of subjects here treated, ranging from the King's Council to the time of Henri II to the creation of administrative appeal courses in 1987-1989 and which mixes the portraits or testimonies of Council personalities with more cross-cutting themes of public law, illustrates the richness of the sources explored. Recent reforms, including the creation of administrative appeals courses, testify to the adaptation of structures to the increasing demand of the vigilantes. This collection of texts will interest both academics and law professionals or history lovers.
Vincent Wright, a British academic, a teacher at the London School of Economics and then at Oxford, was the author of studies from the 1970s to 1999 that became classics in French administrative history, especially on the Conseil d'Etat and the prefectural body.

The control of the Court of Accounts over the immense real estate and development operations of Baron Haussmann, prefect of the Seine during most of the Second Empire, is one of those who made this jurisdiction known to a large public. In addition to the political aspect of the controversy over these major works, the author, in particular, relies on the public reports of the court during this period, to describe the financial mechanisms implemented by the prefect. Seventeen insertions to the public report of the Court of Auditors on the accounts of the city of Paris, published during the mandate of Prefect Haussmann, the excerpts of the Haussmann newspaper and the satirical extracts of the Haussmann Fantastic Accounts of Jules Ferry.
Jean-Pierre Bonin, former professor of history, former secretary general of the André Boulloche Institute, former technical advisor of the cabinets of the Minister of Interior Pierre Joxe from 1984 to 1989, entered the Court of Auditors as a referendum advisor in 1989.
Christian Descheemaeker is the Chamber President of the Court of Auditors and Chairman of the History Committee of the Court of Auditors and Financial Courts.
