Order of November 8, 2012 on the training required to obtain category A of the driver's licence by category A2 licensees for at least two years

Vu le Decree No. 2011-1475 of 9 November 2011 carrying out various regulatory measures to transpose Directive 2006/126/EC on the driver's licence, including Article 8;
In view of the amended decision of 8 January 2001 on the operation of educational establishments, on an expensive basis, of the conduct of motor vehicles and road safety;
Considering the decision of 8 January 2001 on the conditions of accreditation of associations that rely on training in driving and road safety to facilitate integration or social or vocational reintegration;
Having regard to the decision of 23 April 2012 setting out the practical modalities for the examination of the driver's licence of categories A1, A2 and A,

The mandatory training program for obtaining category A driver's licence from category A2 holders for at least two years is set out in Appendix I to this Order.

The training provided for in section 1 may be followed within three months of the anniversary of the two-year category A2 of the driver's licence.

The planned training is seven hours, regardless of the number of students.
It applies exclusively to the holders of the driver's licence referred to in Article 1 of this Order.
This training is composed of a theoretical sequence and two practical sequences, one of which is off-road and the other in circulation. The running sequence includes, where applicable, educational listening phases.

The training is provided by a teacher who is licensed to teach the conduct of vehicles in the category A in the course of validity, in an educational institution, on an expensive basis, of the conduct of motor vehicles and road safety or an association of integration or social or professional reintegration approved by the prefect for the training in the conduct of motorcycles, respectively under the title of articles L. 213-1 and L. 213-7 of the road code.

The training is conducted on a motorcycle conforming to the technical characteristics of a Category A test vehicle as mentioned in section 1 of the above-mentioned decision of April 23, 2012.

Upon completion of the training, the licensee shall issue a follow-up certificate in accordance with the model set out in Appendix II.
The licensee shall transmit a copy of this certificate to the State manager service. For a period of five years, he retained the list of beneficiaries of the training in the archives of the institution.
Training follow-up gives the right to drive vehicles in category A only when the student is in possession of the corresponding driving title.

    A N N E X E I


    TRAINING PROGRAMME FOR THE PASSAGE OF CATEGORY A2 OF THE PERMISSION TO CATEGORY A
    This training is carried out under the constant and effective presence of the teacher who holds the authorization to teach the motorcyclettes.
    It is part of a "post-permit" approach, with the following objectives:
    - to bring to the understanding of essential and/or specific theoretical contributions, to the safe practice of driving a motorcycle with a power greater than 35 kW;
    • understand the usefulness of mastering simple but essential know-how and techniques for the safe practice of driving a motorcycle with a power greater than 35 kW;
    ―to work, including on detection-analysis-decision and action, as part of a conduct audit.


    Sequence 1. • Theory (duration: 2 hours)


    Presentation. Explanations and exchanges on the following topics: accidentality, detectability, speed, driving and psychoactive products.
    Presentation: the student(s) is (are) required to express themselves on their practices and experiences of the motorcycle driving, in the form of a table tower in the event of collective training, from the following elements: type of licence held and year(s) of obtaining, number of kilometres travelled per year, type of motorcycle(s) used, perception of the dangers of the road, expectations...
    Accidentality, speed, detectability:
    Presentation by the teacher of the overall statistics of the road accidentality and those specific to the driving of motorcycles.
    Raising awareness of the risks specific to motorcycle driving and the four main cases of motorcycle accidents.
    Explanation and exchange of behaviours in relation to speed:
    • velocity and visual perception;
    ―speed and trajectory: look, braking, wear and acceleration;
    – speed and consequences on balance, centrifugal force, braking, adhesion.
    Explanation and exchanges on the reasons for the indispensable nature of the wearing of protective equipment for safety and on the consequences, for the physical integrity of the biker, of the absence of equipment or equipment unsuitable for accident and/or fall.
    Conduct and psychoactive products:
    Statistics: link between psychoactive products (including alcohol, drugs and drugs) and road accidentality.
    Explanations and exchanges on the psychological and physiological effects of psychoactive products in the course of driving.
    Sanctions.


    Sequence 2. ― Off-road maneuverability (duration: 2 hours)


    (During this sequence, each student must have a motorcycle).
    The purpose of this sequence is not to reproduce the exercises required during the training to obtain the A2 driver's licence.
    The aim is to adapt to a new vehicle (increased power, weight, modified reactions to acceleration and braking...) and above all to demonstrate the need to anticipate and adapt its behaviour to avoid the management of dangerous situations. Achieving exercises is left to the choice of trainer, from the themes listed below; these exercises can be performed with a passenger.
    Explanations and work on right and left direction change situations:
    – movement and positioning of the gaze;
    – movement and positioning of the head and body;
    • understand the usefulness of slalom in terms of the reality of situations encountered in circulation and carrying out exercises.
    Explanations and braking work:
    use of the front brake and rear brake in a dissociated manner;
    use of the front brake and rear brake in a concomitant manner;
    - explanations on the transfer of the masses;
    ― how to stop and go back in curve.
    Explanations and work on inclination techniques:
    ― realization of exercises on the tilt of the machine: work of the handlebars, feet and knees.


    Sequence 3. ― Circulation and closing of training
    (duration: 3 hours)


    (For this sequence only one motorcycle is used).
    Circulation:
    The objective of this sequence is to conduct an audit of the conduct of the student(s), primarily focused on perception, analysis, decision-making and action.
    - the circulation sequence is performed with a maximum of four students;
    ―in the following vehicle pren(nent) place the teacher, installed at the driving station, in radio connection with the driver student of the motorcycle and, where applicable, up to three other students in educational listening situations;
    ― each student performs a minimum of 30 minutes of driving, after which 10 minutes are devoted to the balance of his or her performance.
    This assessment includes:
    ― the student's feeling about his performance;
    – in the case of collective training, an exchange with other students on what they perceived of the benefit;
    ― an assessment of this performance, carried out by the conductor, according to any method at his convenience, accompanied by explanations and advice in connection with the conduct of motorcycles with a power greater than 35 kW;
    Closure of the training (20 minutes), exchanges and balances of the training day (in the form of a table tower in case of collective training).
