Judgment of 7 August 2012 setting the program, the nature of the tests and the general organisational rules of the recruitment examinations in the rank of superior technician of studies and manufacturing of the 3rd class of the corps of senior technicians of studies and manufacturing of the Ministry of Defence

The provisions of this Order shall apply to competitions provided for in 1°, 2° and 3° of the I of Article 4 of the decree of 16 August 2011 referred to above.

Specialties that may be open to competitions provided for in section 1 of this Order are those that lead to the issuance of a bachelor's degree or a degree classified at least at level IV, in the areas corresponding to the statutory duties assigned to the senior technicians of studies and manufactures of the 3rd class of the Ministry of Defence and whose list is annexed to this Order.
The specialties offered to the contests are fixed by the opening stop.

The program of the internal competition and the third speciality competition is the level of knowledge required to obtain a bachelor's degree or a degree graded at least at level IV.

The jury of each of the contests defined in Article 1 of this Order shall be composed of at least five members of whom the president is a member of the body of engineering and manufacturing engineers or a senior officer of the rank of lieutenant-colonel at a minimum and the members, chosen from category A officials or assimilated from the technical sector or officers. The president and members of the jury are appointed by order of the Minister of Defence.
Qualified examiners designated by order of the Minister of Defence may be required to participate, under the authority of the jury, in the study of the files, in the correction of the copies and in the admission test according to their specialty. They don't have a deliberate voice. The jury may form groups of examiners.
The decision appointing the jury shall designate the member of the jury to replace the president in the event that the president is unable to perform his duties.

The external competition, on titles and trials, includes an eligibility test and an admission test.
A rating of 0 to 20 is assigned to each test. Each note is multiplied by the corresponding coefficient.
A. ― Eligibility test.
The Eligibility Test (Coefficient 2) consists in the examination by the jury of the file submitted by the candidate in order to assess the suitability to perform the duties of a 3rd class higher engineering and manufacturing technician and the adequacy of the professional profile, including the speciality concerned.
Upon registration, the applicant's file includes the following mandatory documents:
1. A copy of the required title or diploma;
2. A cover letter limited to two typed pages;
3. A detailed curriculum vitae limited to two dactylographed pages describing the trainings or placements carried out, if any, occupied employment or personal engagement in an associative or extracurricular activity to which the candidate participated, and indicating the languages read and spoken.
The contest organizer service validates all the documents transmitted by the candidate and, after anonymization, gives the file to the jury.
At the end of the examination of the files, the jury determines the number of points required to be eligible and establishes, in speciality and alphabetical order, the list of candidates authorized to participate in the admission test.
B. ― Admission test.
Oral admission test (duration: 30 minutes; coefficient 3) consists of an interview which has as its starting point a presentation of the candidate for a period of not more than 10 minutes, on his course and his professional project, allowing the jury to appreciate his personality, his knowledge, his abilities and his motivation to perform the duties of a superior technician of studies and 3rd class productions.

The internal competition includes an eligibility test and an admission test.
A rating of 0 to 20 is assigned to each test. Each note is multiplied by the corresponding coefficient.
A. ― Eligibility test.
Written proof of eligibility (duration: three hours; coefficient 2) consists of the verification of technical knowledge relating to the speciality in which the candidate, by means, as the case may be, of exercises, problems, questionnaires, tables and/or graphs to be formed and/or to be completed.
The written test is anonymous.
At the end of this trial, the jury determines the number of points required to be eligible and establishes, by speciality and alphabetical order, the list of candidates authorized to take part in the admission test.
B. ― Admission test.
The oral admission test (duration: 30 minutes, coefficient 3) consists of an interview with the jury to assess the candidate's personality, his abilities, and his motivation to perform the functions of a 3rd class graduate technician and to recognize the achievements of his professional experience.
To conduct this interview, which has as its starting point a presentation of the candidate for a period of not more than 10 minutes on his professional experience, the jury has the file constituted by the candidate for recognition of the achievements of the professional experience.
During this interview, the candidate may be questioned on matters related to his/her professional environment, general administrative knowledge or specific to the administration or institution in which he/she exercises.
Only the interview with the jury gives rise to notation. The record of recognition of the achievements of the professional experience is not noted. This file serves as a support for the conduct of the interview with the jury.
For the oral admission test, the candidate must make a record of recognition of his or her professional experience with the entries listed in Appendix II to this Order, which he or she will hand over to the organizer service on a date fixed in the opening of the contest.
The record of recognition of the achievements of the professional experience as well as the filling guide are available on the Department of Defense's intranet and/or internet sites. The file is forwarded to the jury by the contest organizer after the establishment of the eligibility list.

Following the examinations for the admission of the external, internal and third competitions and after the totalisation of the points obtained by the candidates during the examinations of eligibility and admission, the jury determines the total number of points required to be admitted and establishes for each contest, by speciality and by order of merit, the list of candidates admitted as well as, if any, a supplementary list.
No person may be declared eligible or admitted if he has not participated in all mandatory tests.
For each of these contests, if several candidates have obtained the same number of points, the priority is given to the one who obtained the best grade at the oral admission test.

The decision of February 24, 2010 establishing the program, the nature of the tests and the general organization rules of the competitions for the recruitment of the technicians of the Ministry of Defence is repealed.

    Participate in the monitoring of the execution and procurement, establish and monitor purchases on invoices and simple markets.

    Aeronautics

    Cold and air conditioning

    Preventive and corrective maintenance of technical systems (heating facilities), climate (air conditioning, etc.), refrigeration (cold rooms). Conducting monitoring of facilities and conducting studies.

    Civil engineering - construction management

    Technical monitoring and maintenance of infrastructure, including electrical and climate engineering facilities.

    Civil engineering - technical studies

    Technical development of the project of an infrastructure operation (technical and graphic studies, metered and estimates, drafting of contract documents, etc.).

    Inventory management and procurement

    Ensure control of inward/outward movements of stocks and restocking, implementation of storage rules and HSCT, organization of stores, use of accounting records.

    Infographic

    Participate in the realization or create a communication medium (creation of plates, poster projects, brochures, catalogues, etc.).

    Information technology

    Provide professional expertise by participating in the design, implementation, deployment, operation and maintenance of information systems.

    Mechanical maintenance

    Activities related to preventive and corrective maintenance operations and good functioning control in the specialties of mechanics, hydraulic, pneumatic, weapons, enslavement, automatism, electromechanics.

    Soft materials (textile, leather, elastomer)

    Conduct chemical and mechanical analyses on textile and leather.

    Restaurants, accommodation, leisure

    All activities related to restoration, production to distribution, as well as activities related to accommodation and leisure.

    Security interests

    Participate in the implementation of the human security policy, property and information, implementation of the rules.

    Optical, optronic - maintenance

    Run, repair, mount and adjust optical or optronic devices.

    Pyrotechnie - storage - maintenance

    Activities related to the implementation of explosive materials and pyrotechnic compositions, requiring knowledge of combustion, deflagration and detonation phenomena, as well as techniques specific to the manufacture, maintenance, implementation and practical use of materials that can generate such phenomena.

    Science and techniques of the sea

    Collect, control and format information and documentation in the fields of hydraography, bathymetry, tide and currents, oceanography and geophysics. Conduct activities for preventive and corrective maintenance operations, or testing of oceanographic instrumentation.

    A set of skills involved in the design, development, deployment, operation and maintenance of communication systems.
