Decision of 12 July 2012 on the organization of the Civil Aviation Safety Directorate Antilles-Guyane

Director of Civil Aviation Security,
Vu le Decree No. 2008-1299 of 11 December 2008 creating the Civil Aviation Security Directorate;
In view of the decision of 19 December 2008 on the organization of the Civil Aviation Safety Directorate, including its title IV;
Considering the instruction of Civil Aviation Safety Director No. 10045 DSAC D of 12 March 2010 on the pilot inspectors of the Civil Aviation Safety Directorate;
In light of the advice of the Special Technical Committee of 21 March and 2 April 2012 to the Director of Civil Aviation Security, Antilles-Guyane,
Decides:

  • PART I: GENERAL ORGANIZATION Article 1


    The Civil Aviation Security Directorate (DSAC-AG), headquartered in Fort-de-France, whose territorial jurisdiction is set out in Article 4 of the above-mentioned Order of 19 December 2008, includes the seat and three delegations.
    The Guadeloupe delegation is competent in the territorial jurisdiction of the Guadeloupe region.
    The delegation of the northern islands is competent in the territorial jurisdiction of the islands of Saint-Martin and Saint-Barthélemy.
    The Guyana delegation is competent in the territorial jurisdiction of the Guyane region.

  • PART II: ORGANIZATION OF THE SIGE OF DSAC-AG AND DEPARTMENTS Article 2


    The headquarters of the Civil Aviation Safety Directorate Antilles-Guyane is constituted by:
    - the "resource management" department (DSAC-AG/GR);
    – the monitoring and regulation department (DSAC-AAG/SR).
    The Director shall:
    - a deputy (DSAC-AG/DA);
    the firm (DSAC-AG/CAB)
    – responsible for quality, objective performance management and the state security program (DSAC-AG/QPS).

    Article 3


    The "resource management" department of DSAC-AG (DSAC-AG/GR) consists of:
    The Human Resources Subdivision (HR/RH) is responsible for:
    - the individual and collective administrative management of DSAC-AG personnel;
    - the implementation of regional organizations for dialogue and social dialogue;
    – to manage the workers of Antilles-Guyane in the working-class establishment of the DSAC;
    - to develop and implement the DSAC-AG training plan;
    ensuring the management of the movement of personnel;
    – to organize and monitor technical and administrative examinations and examinations or to coordinate them.
    The Financial Subdivision (GR/FIN) which is responsible for:
    - to prepare and execute budgets in expenses and revenues;
    ― ensuring the interface with the secondary accounting agency;
    ― to develop the dashboards required to pilot performance by objectives;
    - to follow budgetary and analytical accounting;
    – managing capital assets and following financial and physical assets;
    - to participate in the billing of surveillance fees;
    – to ensure the operation of the advance board.
    The Logistics Subdivision (GR/LOG) is responsible for:
    – to ensure the support of the DSAC-AG, for its seat part;
    – to manage the DSAC-AG headquarters maintenance staff;
    ensuring the maintenance of buildings, including the execution of contracts;
    ―to ensure purchases in connection with the "markets" entity;
    - to monitor and control the stock of current equipment and office supplies;
    – to manage the garage and operation of the DSAC-AG motor park;
    ― maintaining the physical inventory;
    – to ensure housing management.
    The contracting entity (GR/M) that is responsible for:
    ensuring the drafting of public contracts and contracts;
    ― ensuring support and advice on markets;
    – to ensure transverse market communication.
    The IT Subdivision (GR/INF) is responsible for:
    ― participating in the definition of user needs;
    ―to ensure the interface with the information and modernization systems (SSIM) service as part of the development of computer networks and national applications;
    - to implement locally the policy for the security of information systems of the DGAC;
    - the development of the computer and office plan;
    - the regional administration of national networks and national office applications;
    - the management of the computer park and its implementation, as well as preventive and corrective maintenance operations;
    – technical assistance to users.
    It also includes:
    – the social service assistant (GR/ASS);
    the regional social correspondent (GR/CSR);
    – the safety advisor and working conditions (GR/SCT).

    The Department of Monitoring and Control of the DSAC-AG (DSAC-AG/SR) includes:
    The Airports and Air Navigation Division (SR/ANA) consists of:
    The "airports" Subdivision (AER) is responsible for:
    - to ensure or participate in the certification of aerodrome operators and the monitoring of aerodromes and aeronautical facilities and to monitor them;
    - to ensure or participate in the registration of airfield tracks and to monitor them;
    - the instruction and monitoring of the creation of aerodromes;
    - the mastery of work in the development of the preliminary drafts of mass plans and plans of general composition, plans of aeronautical servitudes and the clearance of aerodromes;
    ― the mastery of work and the piloting of the development of noise exposure plans, in conjunction with the "regulation and sustainable development" division and the Civil Aviation Technical Service (CATS);
    – the piloting and monitoring of aeronautical clearance bonds;
    - to participate in the drafting of the conventions for the application of Article L. 6321-3 of the Transport Code and Article D. 232-3 of the Civil Aviation Code and the protocols between the State and the creators of aerodromes;
    - the monitoring of the application of the regulations for the rescue and fire-fighting missions and the prevention of animal hazard.
    The Division is also responsible for the following air navigation functions:
    - the monitoring of air navigation service providers;
    - the organization and monitoring of consultation with users on the use of air space, in conjunction with the SNA/AG;
    - approval of air traffic procedures and the commissioning of radio equipment;
    to contribute to reporting incidents in the field of air navigation;
    – the issuance of qualifications for the exercise on an aerodrome of flight and alert information functions.
    The Air Operations Division (SR/OPA) consists of:
    The Air Transport Subdivision (OPA/TA) responsible:
    - to ensure or participate in the instruction of records and the issuance of air carrier certificates and associated authorizations and the monitoring of the activity of air carriers;
    - the processing of records relating to the transport of dangerous and regulated goods;
    - technical controls for the operation of French and foreign aircraft;
    - operational studies on DSAC-AG aerodromes;
    - the maintenance and operation of the Air Navigation Incident Reporting Database, including the ECCAIRS database;
    - the management of the aircraft operator's royalty and the aerodrome operator's security and safety royalty;
    The General Aviation and Aeronautical Training Subdivision (OPA/AG) is responsible for:
    – operations on aeronautical titles, qualifications and associated authorizations of aircrew personnel;
    the monitoring and auditing of aeronautical associations;
    ― the organization and management of the theoretical and practical examinations of aircrew personnel;
    - the instruction of records for the issuance and renewal of LU identification cards and aircraft station licences;
    - the issuance of aerodrome user authorizations with restrictions of use;
    the accreditation of aircraft maintenance organizations;
    - the investigation of the infringement records of aircrew personnel and the operation of the Disciplinary Board of non-professional aircrew personnel;
    - the investigation of the records of air events.
    The Martinique Supervision Division (SR/MART) is responsible for the department of Martinique to undertake missions in the areas of air transportation, general aviation, infrastructure, security and safety. These missions are entrusted to him by the DSAC-AG headquarters.
    The Security Division (SR/SUR) is responsible for:
    coordinating the management of the airport tax;
    - ensuring or participating in the enforcement of safety measures regulations;
    - to organize or participate in and monitor local, national or international audits, inspections and security controls;
    - the instruction and monitoring of approvals for organizations, individuals or equipment in the field of safety and, possibly, their issuance;
    - to organize local consultation and security commissions;
    - to monitor the investments and projects of airfield operators in the field;
    ensuring training and awareness of staff;
    ―to participate in the update of specialized airfield emergency plans.
    The "regulation and sustainable development" (SR/RDD) division is responsible for:
    Sustainable development:
    - environmental monitoring of aerodromes;
    - participation in the development and monitoring of environmental charters and noise prevention plans in the environment;
    - participation in and follow-up to environmental advisory commissions;
    ― the monitoring of the control of noise exposure plans, sound embarrassment plans and noise maps, on behalf of prefects and in connection with the SNIA;
    ―to be the aerodrome operators' correspondent for riverside complaints;
    – the implementation of the SAC-AG Sustainable Development Policy.
    In terms of economic regulation:
    - monitoring and participation in economic advisory committees;
    - the monitoring and renewal of concession agreements for state aerodromes;
    - the establishment and monitoring of trade aerodrome statistics;
    - the monitoring of air links with public service obligation;
    ― the monitoring of the issuance of assistance approvals in port of call;
    - the monitoring of traffic authorizations and their issuance;
    - the issuance of air carrier licences;
    – the study of challengescalization files.
    In addition, the pilot inspectors (PI) are attached to the head of the monitoring and regulation department. They are responsible for:
    ―to assist the "air operations" (SR/OPA) division, especially for actions related to safety improvement;
    - to conduct practical examinations to obtain the titles of airborne personnel;
    - to participate in the monitoring of the training of pilots of the technical bodies of air navigation.

    Article 5


    Under the authority of the Director:
    ― the firm is responsible for assisting the Director in the organization and coordination of the activities of management bodies and services, ensuring the handling of reserved issues and the chancery. It is also responsible for the monitoring of social dialogue, the implementation of the cyclonic plan and the associated means of verification, the definition and monitoring of archival policy. He is the defence correspondent;
    – the person responsible for the quality, the management of the performance by objectives and the state security programme is responsible for the quality approach, the coordination of the management of the performance by objectives and the coordination of the actions related to the state security programme.

  • PART III: ORGANIZATION OF THE Article 6


    Les délégations de la Guadeloupe, de la Guyane et des Îles du Nord sont chargée par le siège de la direction de la sécurité de l'avion civile Antilles-Guyane des questions d'administration générale pour la gestion des ressources et des affaires techniques pour les missions de surveillance et de regulation qui leur sont confiés.
    These delegations act according to the methods and procedures defined by the headquarters of DSAC-AG.
    Delegates represent the Director of DSAC-AG in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the headquarters of the DSAC-AG.
    Delegations are entrusted with their respective missions by decision of the Director of Civil Aviation Security Antilles-Guyane. They are organized by a decision of the same authority.
    Subject to the hierarchical authority conferred on government officials on the North Islands, the delegation of the North Islands is hierarchically attached to the Director of Civil Aviation Security in the Caribbean-Guyane Islands for the monitoring and certification missions in the areas of civil aviation. The delegation enjoys, as appropriate, the administrative and technical support of the delegation of Guadeloupe.

    Article 7


    The decision of 12 January 2009 on the organization of the Civil Aviation Safety Directorate Antilles-Guyane is repealed.

    Article 8


    This decision will be published in the Official Journal of the French Republic.
