Judgment of 23 April 2012 on the organization of the human resources management of the army of land

Vu le Decree No. 78-1060 of 30 October 1978 Amending the responsibilities of the direction of the military personnel of the navy and the human resources branches of the land army and the air force;
Vu le Decree No. 2009-1178 of 5 October 2009 amended to organize the central administration of the Ministry of Defence,

For the exercise of the powers fixed by the Decree of 30 October 1978, the Human Resources Directorate of the Earth Army consists of:
I. - From the Chancellery Office, directly attached to the Director, responsible for preparing the work on the advancement, rewards and decorations of the troops of the Land Army;
II. - The following service and sub-directions:
1° Human Resources Management - Finance, Control and Individual Rights Service;
2° Sub-direction of training;
3° The sub-direction of studies and policy;
4° The recruitment sub-direction.
The following external bodies are attached:
1° Organizations of the land force responsible for the recruitment and training of personnel;
2° The bodies of the army of land responsible for the higher military teaching;
3° The high schools of defense under the army of land;
4° The Human Resources and Balance Expert Centre.
The list of these bodies is determined by instruction of the Chief of Staff of the Army.

The Chief Human Resources Officer of the Army is a general officer of this army.
It can ensure the collaboration of project managers.
He is assisted by a deputy, general officer of the army of land, commander of the schools and high schools of defence under the army of land, who the second and the second in the exercise of his powers.

The personnel management sub-direction is responsible for:
1° Individually manage and administer the military, subject to the skills assigned to other authorities;
2° To meet the needs of the agencies of the Ministry of Defence for military personnel of the army of land;
3° Coordinate or develop work on draft texts or acts that affect the individual situation of the military, subject to the expertise of other authorities.

The personnel management sub-direction includes:
1° The "Care and Mobility Coordination" office;
2° The General Staff Office;
3° The "command-renseignement" office;
4° The "mixed" office;
5° The "support" office;
6° The "support" office;
7° The Human Resource Administration office;
8° The office "reservation".
The sub-direction of personnel management is headed by a general officer of the Army. The head of the "Care and Mobility Coordination" office, a senior officer of the Earth Army, replaces him in the event of absence or incapacity.

The sub-direction "finance, control and individual rights" is responsible for:
1° To establish, for the operational unit responsible for the human resources management of the Earth Army, the budgetary programming, monitoring and reporting of the consumption of credits;
2° To implement, at all levels, control actions related to operations under the responsibility of the Director;
3° Participate in the management and individual administration of military personnel, subject to the skills assigned to other sub-directions;
4° To provide advice on appeals against decisions within the areas of competence of the Human Resources Directorate of the Earth Army;
5° Participate in the development of financial rights legislation and regulations and ensure the internal coordination of the human resources management of the Earth Army in this area;
6° To study the "human resources" and "individual rights" processes in terms of control of the payroll and staffing, and to coordinate the related measures and management control activity of management;
7° Address issues related to the management of the conversion of military personnel, subject to the authority of the Human Resources Directorate of the Ministry of Defence;
8° To conduct the computerization of the processes of the "human resources" chain of the land army;
9° Conduct studies on the organization of human resources administration in the land army.

The sub-direction "finance, control and individual rights" includes:
1° The office "pilot and internal control";
2° The Office of Administrative and Legal Affairs;
3° The Human Resources Balance and Finance Office;
4° The "process engineering" office.
The sub-direction "financial, control and individual rights" is headed by a general officer of the Board of Commissioners who has the Human Resources and Balance Expert Centre. This Deputy Director has a deputy, superior officer of the commissioner's body, who replaces him in the event of absence or incapacitation.

The training sub-direction is responsible for:
1° To contribute, with the sub-direction of studies and policy, to the development of the training policy and conduct training studies;
2° To participate in the definition of the use of new information and communication technologies for training, and to implement its applications;
3° Implement the policy of recognition of the achievements of the experience, as well as the certification of titles and diplomas;
4° To follow budgetary matters related to training;
5° To ensure the distribution of the means necessary for the training mission;
6° To follow the issues related to the equipment and infrastructure of training agencies;
7° To participate in the drafting of protocols and conventions relating to the training actions issued for or by the land army and to control the proper execution of them;
8° To design examinations within the framework of continuous formation within the army and to coordinate its execution;
9° To coordinate the organisation of the admission contest in the defence schools under the army.

1° The office "continuum-coordination of training";
2° The "specific training" office;
3° The office "means and finances";
4° The "computer-assisted training" office.
The sub-direction of the training is headed by a general officer of the Army. This Deputy Director has a deputy, senior officer of the Army, who replaces him in the event of absence or incapacitation.

The sub-direction of studies and policy is responsible for:
1° To participate in the definition of the general human resources policy of the Ministry of Defence;
2° To propose the policy of managing the military personnel of the army of land, in particular in terms of staffing, flow and payroll;
3° To propose the policies of formation and condition of military personnel of the army of land;
4° To participate in the animation and coordination of the management and administration of the civilian personnel employed by the land army;
5° To participate in the predictive management of military personnel, jobs and skills and civilian personnel employed by the land army;
6° Develop a master plan for the training of civilian personnel as part of the training policy defined by the human resources management of the Ministry of Defence;
7° To lead and coordinate social dialogue with representative trade union federations with regard to civilian personnel employed by the land army;
8° To participate in the development of the military statutes and the resulting regulations;
9° Ensure the implementation of regulations that have human resources implications;
10° To ensure the unity of the military personnel regulations.

1° The Human Resources Policy Office;
2° The office "handling of the workforce and the payroll";
3° The office "staff condition and human environment";
4° The "Policy of Associated Trades and Training" office;
5° The Civil Personnel Office.
The sub-direction of studies and politics is led by a general officer of the earth army. This Deputy Director has two deputys, including one, senior officer of the Earth Army, who replaces him in the event of absence or incapacitation.

The recruitment sub-direction is responsible for:
1° Design military initiation or development periods for national defence and follow the day of defence and citizenship;

3° Organize examinations and admission examinations in the schools and organizations of the army of land, including those organized under the higher military instruction of the first and second degrees, with the exception of the recruitment examinations of the students of commissioners and masters of labour;

5° To follow up on personnel from the recruitment chain.

The Director of Human Resources of the Land Army is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
