On the report of the Minister of Agriculture, Food, Fisheries, Rurality and Land Management and the Minister of Higher Education and Research,
Considering Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on recognition of professional qualifications;
Considering the education code, including article L. 611-1;
In view of the rural and maritime fishing code, including Book VIII;
Vu le Decree No. 94-1015 of 23 November 1994 amended on the organization and operation of preparatory classes for major schools organized in high schools under ministers of education, agriculture and armies;
Vu le Decree No. 2006-672 of 8 June 2006 modified on the establishment, composition and functioning of administrative advisory commissions;
Having regard to the advice of the National Council for Higher Education and Agricultural, Agri-Food and Veterinary Research of 8 February 2012;
Considering the opinion of the National Council for Higher Education and Research of 23 January 2012,
Decrete:
It is established with the Minister responsible for higher education and the Minister responsible for agriculture a committee of expertise for the recognition of the curriculum of the preparatory classes for biology, physics, chemistry and Earth sciences (BCPST) in the veterinary curriculum, below referred to as "commission".
This commission is established for a period of five years.
The commission provides its expertise to ministers responsible for higher education and agriculture to recognize the elements of the preparatory classes programs in the biology, chemistry, physics and Earth sciences directly involved in veterinary training as defined in Appendix 5.4.1 of the above-mentioned directive. It may make any proposals to amend these program elements.
The commission shall include:
1° The Director General for Higher Education and Professional Integration of the Ministry responsible for Higher Education or its representative and the Director General of Education and Research of the Ministry responsible for agriculture or its representative, who alternately exercise their presidency for a period of one year;
2° Two heads of national veterinary school or their representatives;
3° Two General Inspectors of National Education;
4° Two professors in preparatory classes in biology, chemistry, physics and Earth sciences;
5° Two professor-researchers in higher education institutions;
6° The President of the Higher Council for the Order of Veterinarians or his representative;
7° A veterinary student with whom is designated an alternate;
8° A representative of professors or lecturers governed by the Decree No. 92-171 of 21 February 1992 amended with the specific statutes of the bodies of teachers-researchers of public higher education institutions under the Minister for Agriculture.
Members of the commission other than members of law are jointly appointed, for a period of five years, by ministers responsible for higher education and agriculture. When a member loses the quality for which he or she was appointed, he or she shall be replaced for the remainder of the term.
The incumbent member and alternate member referred to in the 7th of Article 3 shall be appointed on the proposal of the elected students to the National Council of Higher Education and Agricultural, Agri-Food and Veterinary Research.
The incumbent member referred to in 8th of Article 3 shall be appointed on the proposal of the elected professor-researchers to the National Council of Higher Education and Agricultural, Agri-Food and Veterinary Research.
The secretariat of the commission shall be provided by the representative of the Ministry who shall chair it.
The Order of March 19, 2007 establishing a Coordinating Committee for Post-Baccalauréat Veterinary Curriculum is repealed.
The Minister of Agriculture, Food, Fisheries, Rurality and Land Management and the Minister of Higher Education and Research are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
