Vu le Decree No. 2008-680 of 9 July 2008 organizing the central administration of the Ministry of Ecology, Energy, Sustainable Development and Land Management;
Considering the decision of 9 July 2008 on the organization of the central administration of the Ministry of Ecology, Energy, Sustainable Development and Land Management;
Considering the advice of the ministerial technical committee dated 29 November 2011;
Having regard to the advice of the special technical committee of the General Secretariat dated 26 January 2012,

    It is established, under the name of the Departmental Human Resources Development Centre (HRMC), a nationally owned service under the human resources management of the Secretariat General of the Ministry of Sustainable Development.

    The Departmental Centre for Human Resources Development is composed of:
    – the Centre for Educational Evaluation, Documentation and Innovation (CEDIP) located in Montpellier;
    – Human Resource Development Centres (HRRCs);
    – and unified and shared human resources management units, whose territorial intervention areas are defined in the annex.

    Based on the strategic directions defined by the Secretariat General and the needs formulated by the central and territorial departments implementing the policies of the Ministry of Sustainable Development, the departmental human resources development centre contributes to the human resources policy of the department and its implementation, as well as to the development of the competencies of services and agents.

    The educational evaluation, documentation and innovation centre produces studies, methods and tools in the field of human resources.
    It carries out the following benefits:
    1° Development of devices involved in the development and professionalization of the human resources function;
    2° Evaluations, capitalization and dissemination of experiences;
    3° Intervention in support, support and advice to human resources actors and all departments of the department.
    It supports human resource development centres to develop methodologies and actions.

    Human resources development centres carry out the following benefits:
    1° Assists in the development and dissemination of national policies;
    2° Services Council: support and assistance to develop human resources forecast management plans, assistance in the development of training plans and programmes, skills development plans, approaches and skills studies;
    3° Training, professionalization and skills development: design and implementation of training and preparation actions for examinations and examinations;
    4° Advice to officers: career development, career guidance, career counselling, reorientation and re-qualification of staff whose missions are evolving;
    5° Recruitment and mobility: organization of examinations and examinations and assistance to services for competitive recruitment; mobility advice and guidance of officers;

    Human Resources Development Centres, at the request of the department's central and regional sponsors, carry out benefits to the attention of all agents and services working for the policies of the ministry responsible for sustainable development.

    The Pedagogical Evaluation, Documentation and Innovation Centre operates for all departments of the Ministry of Sustainable Development. It can perform services in an interdepartmental and international framework based on conventions.

    The Director of the Departmental Human Resources Development Centre is appointed by Order of the Minister for Sustainable Development on the proposal of the Director of Human Resources.
    He exercises his authority over all staff in the centre.
    He leads the management committee of the departmental human resources development centre, which includes:
    1° Directors of human resource development centres;
    2° The Director of the Educational Evaluation, Documentation and Innovation Centre.
    The Director of the Departmental Centre for Human Resources Development is implementing the organizational, technical and financial measures necessary to implement the general guidelines established by the Secretary General of the Ministry for Sustainable Development.

    The Director of the Departmental Centre for Human Resources Development, Directors of Human Resources Development Centres and their Assistants, the Director of the Educational Evaluation, Documentation and Innovation Centre and his Deputy are representatives of the procurement authority for the contracts concluded by the Departmental Centre for Human Resources Development.

    The Departmental Human Resources Development Centre has a Development Board that defines the Centre's annual strategy and guidance.
    Its composition and functioning are determined by a decision of the Secretary-General of the Ministry of Sustainable Development.

    The Departmental Centre for Human Resources Development has a scientific council that aims to bring reflections and expertise in the areas of intervention of the Centre. It also ensures the quality of responses to national and regional sponsors.
    Its composition and functioning are determined by a decision of the Secretary-General of the Ministry of Sustainable Development.

    Each human resources development centre has an interregional orientation committee that defines the benefits to be achieved within the framework of the strategy defined by the development council of the departmental human resources development centre.
    The composition and functioning of the committee are determined by a joint decision of the Director of the Departmental Centre for Human Resources Development and the Regional Directors of the Environment, Development and Housing concerned.
    The composition and functioning of the competent committee in Ile-de-France are determined by a joint decision of the Director of the Departmental Centre for Human Resources Development and the Regional and Interdepartmental Director of Equipment and Development in Ile-de-France.

    The Departmental Centre for Human Resources Development has the necessary means to carry out its tasks, within a framework defined by the Secretariat General of the Ministry for Sustainable Development.
    Its operating and infrastructure expenditures are covered from the Department of Sustainable Development's "Environmental Policy Conduct and Control" program.

    I. ― Are repealed:
    – the decision of 24 November 1987 establishing the interregional vocational training centre in Paris;
    ― the decision of 28 July 1992 on development councils at the interregional vocational training centres of the Ministry of Equipment, Housing and Transport;
    – the decision of 23 November 1961 on the establishment of two vocational training centres (Mâcon and Marseille);
    the decision of September 28, 1962 on the establishment of vocational training centres.
    II. ― Section 2.5.5 of the Judgment of 9 July 2008 is amended as follows:
    1° The fifth and twelfth preambular paragraphs are deleted;
    2° In the last paragraph, the words: "The Centre for Educational Evaluation, Documentation and Innovation" are replaced by the words: "The Departmental Centre for Human Resources Development".

    This Order comes into force on the first day of the month following the date of its publication.

    The Secretary General of the Ministry of Ecology, Sustainable Development, Transport and Housing is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
