Judgment of March 23, 2012 authorizing for 2013 the opening of competitions for access to employment as Foreign Secretary (Orient Framework)

By order of the Minister of State, Minister of Foreign and European Affairs, dated 23 March 2012, is authorized the opening of two external and internal competitions for access to the employment of Foreign Secretary (Eastern Framework), for the year 2013.
The total number of places offered to the external and internal competitions for access to employment as Foreign Secretary (Orient Framework) will be subject to a subsequent order.
The winners will receive a first assignment to the central administration in Paris.
Nationals of the Member States of the European Union, another State Party to the Agreement on the European Economic Area or the Swiss Confederation, if appointed in the body of the Secretaries of Foreign Affairs, will not be able to occupy a job whose powers are not separable from the exercise of sovereignty or involve direct or indirect participation in the exercise of prerogatives of public power. Their grade or body promotion will intervene with the same restrictions.
Written proofs of eligibility for external and internal competitions will take place in Paris from October 1, 2012.
The terms and conditions of registration for the contests are:
Registration records will be open from May 3 to June 4, 2012.
Registration is made via telematics on the Ministry of Foreign and European Affairs website at the following address: www.diplomatie.gouv.fr, section "jobs, internships and contests". No records must be sent.
The deadline for the seizure on the Ministry of Foreign and European Affairs website is 4 June 2012, which is a time limit.
In the event of a failure to register electronically, candidates retain the option of withdrawing a registration file,
―on written request at the following address: Ministry of Foreign and European Affairs, Competition Bureau and Professional Examinations, 27th Street of the Convention, CS 91533, 75732 Paris Cedex 15. This mail, sent by post, between May 3 and June 4, 2012 (the stamp of the position being authentic) must be accompanied by an A4 envelope labeled on the candidate's name and address, freed at 1.40 euros. If not, no file will be sent;
― either directly to the host cell of the competition office, 27 rue de la Convention, Paris (15e) (hours from 9:30 a.m. to 12 p.m. and from 2 to 4:30 p.m., closed on Wednesday) between 3 May and 4 June 2012.
The deadline for filing (16:30 p.m.) or for sending the files (the stamp of the position in question) is June 11, 2012, the deadline for rigour, whether a written request or an on-site withdrawal.
Any file filed or posted without delay may not be considered.
No change in the selection of mandatory tests and the optional language test for external and internal competitions will be taken into consideration after the registrations are closed. Failure to respect the choice made during the registration results in the cancellation of the test for the candidate.
In accordance with Article 4 of the Decision of December 31, 2010 on the organization of external and internal competitions for access to employment as Foreign Secretary (Eastern Framework), candidates eligible for the internal competition will have to prepare, for the interview with the jury, a record of recognition of the achievements of their professional experience in accordance with the model available on the Ministry of Foreign Affairs website: https://www.diplomatie.gouv.fr (rubbic "jobs, internships, contests", "competition", "secretary of foreign affairs framework of the East".
This file, accompanied by the requested documents, will be sent by mail to the following address: Ministry of Foreign and European Affairs, Competitions and Professional Examinations Office, 27 rue de la Convention, CS 91533, 75732 Paris Cedex 15, in six copies no later than fifteen calendar days after the publication of eligibility results on the site www.diplomatie.gouv.fr.
The composition of the jury and the list of candidates admitted to the meeting were arrested by the Minister of State, Minister of Foreign and European Affairs.
The candidates are summoned individually to undergo the tests. However, the lack of receipt of the summons cannot lead to the responsibility of the Ministry of Foreign and European Affairs.
