Notice: the amendment to Appendix III is an amendment to the standard of analyses of volatile organic compounds (VOCs) (ISO 11890, Parts 1 and 2). Updates to the standards of analysis are in place to improve the quality of industrial analyses.
In the case of this Order, the update of the Standard improves the accuracy of measurements in volatile organic compounds in paint and varnish products.
Currently, paint and varnish manufacturers must already perform VOC analyses. They conduct these analyses by accredited independent laboratories that must meet standards in the conduct of these analyses.
The proposed amendment here is not to add an obligation of analysis for industrialists, but to change the way these analyses are done with laboratories. This regulatory amendment therefore has no economic and financial impact on businesses.
In addition, independent laboratories, in order to remain accredited, must update their method of analysis according to the evolution of standards. The integration of standards updates into laboratory analysis methods is a point examined by the accrelerating organism that is COFRAC. Some laboratories also participated in the revision of this standard.
Finally, the deadline for transposition in French law is 1 April 2012.

Appendix III to the above-mentioned Order dated 29 May 2006 is replaced by the Appendix to this Order.
The provisions of this Order come into force on 1 April 2012.
The Director General of Risk Prevention is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
