Considering the opinion of the Director General of the French Refugee and Stateless Agency,
Stop:
Professional examination scheduled for examinationarticle 23 of the decree of 26 September 2005 referred to above for access to the rank of Senior Protection Officer of the French Refugee and Stateless Protection Agency has a single oral test. It shall be organized under the conditions laid down in this Decree.
A decision by the Director General of the French Agency for the Protection of Refugees and Stateless Persons authorizes the opening of the professional examination referred to in section 1, sets out the number of positions to be filled, the place and the deadline for the withdrawal and filing of applications and the date of the trial.
Are authorized to take part in the oral selection test the protection officers who complete, by 31 December of the year for which the advance table is established, the conditions set to articles 23 and 29 of the decree of 26 September 2005 referred to above and making an application under the conditions set by the decision opening the professional examination.
The list of candidates authorized to participate in the oral examination is decided by the Director General of the French Refugee and Stateless Agency.
The oral test consists of an interview with a jury, of a total duration of thirty minutes, to assess the professional experience, personality, motivation and ability of the candidate to exercise the new responsibilities expected.
This test is rated from 0 to 20.
To conduct this interview, which begins with a five to ten minute presentation by the candidate on the various stages of his career, the jury has a file made up by the candidate for recognition of the achievements of his professional experience.
The trial continues with an exchange with the jury on the skills and professional skills acquired by the candidate. In particular, the candidate may be questioned on matters intended to allow an assessment of his or her general administrative knowledge, on matters relating to the French Refugee and Stateless Protection Agency and the National Court of the Law of Asylum, on general, national and international issues relating to refugees and stateless persons.
The record of recognition of the achievements of the professional experience, as provided for in Article 4 above, is prepared by the candidate and delivered to the organizing service on the date fixed by the opening decision. The organizer service provides candidates when registering a standard file as well as any useful information for the constitution of the file.
At the end of the oral test, the jury alphabetically establishes the list of candidates admitted. No one may be declared admitted if he has not obtained a score fixed by the jury which cannot be less than 10 of 20.
The jury, constituted by a decision of the Director General of the French Office for the Protection of Refugees and Stateless Persons, is chaired by a member of the Council of State, a magistrate of the Court of Auditors or a member of a general inspection of an administration other than the Ministry in charge of asylum. This jury includes:
– the Director General of the French Refugee and Stateless Agency or his representative;
- an official of the department in charge of the asylum who holds a grade at least equal to that of the main attack;
an employee of an administration other than the department in charge of the asylum who holds a grade of at least equal to that of the principal striker, and not seconded to the Agency.
The provisions of this Order will come into force for professional examinations organized under the year 2012.
The decision of 18 August 2006 concerning the professional examination for access to the rank of 2nd Class Principal Protection Officer of the French Refugee and Stateless Protection Agency is repealed.
The Director General of the French Office for the Protection of Refugees and Stateless Persons is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
