Judgment of 28 February 2012 setting out the nature and programme of examinations for the recruitment of refugee and stateless secretaries

The competitions provided for inarticle 5 of the decree of 11 January 1993 referred to above are open by decision of the Director General.

  • PART I: NATURE AND DURATORY OF THE

      The external competition scheduled for thearticle 5 of the decree of 11 January 1993 referred to above consists of two written eligibility tests and an oral admission test.
      The written tests are as follows:
      1. A practical case test with a situation based on a documentary file submitted to the candidate with graphics and encrypted data. The file must address a public policy issue and include several issues preceded by a detailed presentation of the jury's expectations to put the candidate in a working position (duration: three hours); coefficient 3).
      For this event, the documentary file cannot exceed twenty pages.
      2. A test consisting of a series of six to nine short answer questions, with the choice of the candidate expressed at the time of registration, on one of the following options:
      - human resources management in organizations;
      accounting and finance;
      - economic and social problems;
      – stakes of contemporary France and the European Union.
      For each option, the short answer questionnaire includes common questions and questions specific to the chosen option (duration: three hours; coefficient 2, of which coefficient 1 for common questions and reasoning capacity and coefficient 1 for optional issues).
      From one or more documents, the common questions relate to general knowledge to evaluate the world's openness, interest in public policies, values of public service and to test the ability to reason. A single text can be used as a support for several questions.
      For the optional part, each question is accompanied by one or more documents related to the question asked. A single text can be used as a support for several questions.
      The documentary file for all questions cannot exceed ten pages in total.
      The oral admission test consists of an interview with the jury, based on a short text relating to a subject of society in relation to the role of the administrations or dealing with a public policy with one or two questions to which the candidate must answer, aiming to assess the candidate's personal qualities, his potential, his behaviour in the face of a concrete situation, if any in the form of a situation (duration: twenty-five minutes, of which not more than ten minutes, coefficient 4).
      For the maintenance test, the qualifying candidate addresses an individual fact sheet to the contest manager service on a date fixed by the service and before the intake test begins. The jury has this information sheet for the conduct of the interview following the presentation. The individual fact sheet is available on the website of the French Agency for the Protection of Refugees and Stateless Persons.

      The internal competition scheduled forarticle 5 of the decree of 11 January 1993 referred to above includes a written eligibility test and an oral admission test.
      The eligibility test consists of a practical case with a situation based on a documentary file submitted to the candidate with graphics and encrypted data. The file must address a public policy issue and include several issues preceded by a detailed presentation of the jury's expectations to put the candidate in a working position (duration: three hours); coefficient 3).
      For this event, the documentary file cannot exceed twenty pages.
      The admission test consists of an interview with the jury to assess the candidate's personality, abilities and motivation and to recognize the achievements of his professional experience. To conduct this interview, which has as its starting point a candidate's presentation on his or her professional experience, for a period of not more than ten minutes, the jury has the candidate's file for recognition of the achievements of the professional experience. During this interview, the candidate may be questioned on matters relating to administrative knowledge specific to the administration, community or institution in which he/she exercises (duration: twenty-five minutes, of which no more than 10 minutes is provided; coefficient 4).
      For the oral admission test, the candidate shall prepare a record of recognition of the achievements of his or her professional experience with the entries listed in the appendix to this order that he or she shall give to the organizing service at a date fixed in the opening of the contest.
      The record of recognition of the achievements of the professional experience as well as the help guide for filling are available on the website of the French Refugee and Stateless Protection Agency. The file is forwarded to the jury by the competition manager after the establishment of the eligibility list.

      For both competitions, following the qualifying examinations, the jury sets out the list of candidates authorized to take part in the oral test, after the equalization of the grades awarded to candidates for the various eligibility tests.
      Similarly, for both competitions, following the oral admission test, after equalization of the grades attributed to the oral test candidates, the jury determines by order of merit the list of candidates definitively admitted as well as a supplementary list.

      No person may be declared eligible or admitted if he or she has not participated in all of the mandatory tests, or if he or she has obtained, at one of the eligibility tests, a grade of less than or equal to 5 out of 20 and a grade of less than or equal to 5 out of 20 at the interview examination with the jury.

      If several candidates have obtained the same number of points, they are departed as follows when the admission list is established:
      1. For the external contest:
      - priority is given to the one who has obtained the highest grade in the first mandatory written test;
      – in the event of equality of points at the first written test, the priority is given to the candidate who obtained the best note at the oral interview with the jury.
      2. For the internal competition:
      ― priority is given to those who have obtained the highest grade in the oral maintenance and recognition test of the gains of professional experience.

    The programme for the second written examination of the external examination is as follows:



    I. Human resources management option
    organizations


    The questions must be addressed to the program below, which is based on that of the teaching of human resources management in the terminal class of the science and management technology series defined by the decree of 14 December 2004 published in the Official Gazette of 26 December 2004 and included in the Official Bulletin No. 2 of 24 February 2005 of the Ministry of National Education.
    1. General notes:
    Qualification, employment, skills, post, legal framework, social partners.
    2. The career path:
    Recruitment:
    - recruitment objectives;
    - recruitment procedure;
    - means of recruitment and selection;
    - profile;
    - staff database.
    Management of professional evolution:
    - professional/geographical mobility;
    - training plan;
    career maintenance;
    ― competency balance.
    The employee's departure:
    - departure formalities;
    - conversion;
    - social plan.
    3. Working conditions:
    General conditions, remuneration, work-time development and occupational safety and health.
    4. Social management indicators.
    Social dashboard.
    Management indicators: absenteeism rates and rotation rates.


    II. - Accounting and finance option


    The questions must relate to the program below, which is based on the program of accounting education and finance for terminal-class enterprises in the series of management sciences and technologies defined by the decree of 16 December 2004 published in the Official Gazette of 29 December 2004 and included in the Official Bulletin No. 2 of 24 February 2005 of the Ministry of National Education.
    1. The accounting function in the company:
    Basics.
    2. Accounting and control of current operations:
    Customers and suppliers.
    The different categories of fixed assets: intangible, tangible and financial.
    Banking and monitoring; the reconciliation.
    Personnel charges and social organizations.
    The state: the VAT to be discarded.
    3. Financial statements: inventory work and application of accounting principles:
    Principle of prudence: definition and scope of principle.
    Depreciation.
    Depreciations.
    Provisions for risks and expenses.
    Accounting year.
    Definition and scope of the principle of independence of exercises.
    The determination of the result and the establishment of annual accounts: the result and tax on profits, the result account.
    The balance sheet.


    III. - Option economic and social problems


    The questions should relate to the program below, which is based on the program of the terminal-class education of the series of science and management technologies defined by the decree of 14 December 2004 published in the Official Journal of 24 December 2004 and included in the Official Bulletin No. 2 of 24 February 2005 of the Ministry of National Education.
    1. Currency and the financing of the economy:
    The functions and forms of currency.
    The financing of the economy: monetary creation and the European Central Bank.
    2. Inflation and price stability policy:
    Inflation and its measurement. Economic and social consequences. Price stability policy.
    3. Globalization of the economy:
    International trade: the nature and measurement of international trade. The organization of international trade: free trade and protectionism. The World Trade Organization (WTO) and its missions.
    The European Union: the construction of the European Union, the single market, the Economic and Monetary Union.
    Common policies of the European Union: CAP, competition policy and regional policy.
    4. Development and its inequalities:
    Economic growth, development and progress. Sustainable development. Development inequalities.
    5. State economic policy:
    State intervention: economic and structural policies.
    Regulation of economic activity: economic fluctuations and growth policies by stimulating demand and supply policy.
    6. Unemployment:
    Measurement, form and characteristics of unemployment and causes.
    Employment policies: social treatment of unemployment, length of work and softening, helped jobs.


    IV. - Option enjeux de la France
    and the European Union


    Questions should be addressed to the program below, which is based on the second cycle of secondary education.
    1. Notion of demography and human geography of France:
    Population changes since the beginning of the 19th century: birth, fertility, mortality, life expectancy, natural surplus.
    Urban, rural population.
    Migration movements (historical perspective and news).
    Aging the population.
    Structure of the labour force.
    2. The organisation of the French space:
    Cities and urban areas, metropolises, social and human consequences of recent urban growth.
    Area, identity, territory, networks and urban systems.
    Space issues and regional land development.
    3. Economic activities in France:
    Agriculture and livestock, external exchanges and sectoral activities, localization of energy branches and major resources.
    Transport, tourism and regional development.
    Internationalization of trade.
    4. France since 1958:
    Political, economic, social and cultural aspects.
    France in the world: the role of France in international institutions and its place in global trade, the forms of French presence in the world.
    5. The European Union:
    The European construction of the ECSC in the euro zone; enlargements, the place of Europe in the world, the economic policy of Europe.

    The decision of 9 February 1999 establishing the organization, nature and program of the external and internal competitions for the recruitment of refugee and stateless secretaries of protection is repealed.
