The Mandatory Sampling Council, established by the Act of 20 April 2005, is responsible for assessing, on an economic, social and budgetary basis, mandatory levies, whether tax or social. On the occasion of his tenth anniversary, he presented a general assessment of activity. The main developments relate to the competence of the Council, extended to all mandatory levies, whether they are collected for the benefit of the State, territorial authorities or social organizations. Its composition having diversified itself, the committees responsible for the finances or social affairs of the National Assembly or the Senate may ask it to undertake any study of their choice, within its competence. This volume also presents the themes addressed by the Council in its publications between 2006 and 2011 and then reviews the follow-up to these reports.

The Jussieu campus: the drift of a misguided rehabilitation

The Jussieu campus in Paris, built in the 1960s, consists of a majority of buildings whose fire protection was ensured by an asbestos-based flake. In 1996, the awareness of the risks associated with asbestos for public health prompted the ministry to launch the asbestos removal operation. A specific public institution, the Public Institution of the Jussieu Campus (EPCJ), was created in 1997 to ensure its mastery of work and to conduct all of the work, which became, in 2010, the Public Institution of University Development of the Ile-de-France Region (EPAURIF).
The control conducted by the court in 2003 had noted the deficiencies in the overall conduct of this operation, including the insufficient preparation work and the absence of a steering structure for such a complex project. The court then insisted on the need for a "strong commitment of the ministerial or even governmental authority, the only public institution that could not assume it.
In a new audit conducted in 2010 and 2011, the court examined the main work operations carried out by the public institution since then as well as the overall piloting procedures.
This report, focusing on campus rehabilitation, describes (chapter I) and analyses (chapter II) the delays and costs that affected it. Photographs and plans complete this investigation.
As with each of the thematic public reports of the Court of Auditors, this volume includes responses from the respective administrations and agencies.
