Order of September 26, 2011 creating an automated personal data processing for the management and management of social action benefits

Minister of Higher Education and Research,
Vu la Act No. 78-17 of 6 January 1978 modified in relation to computing, files, and freedoms, including article 23;
Vu la Act No. 83-634 of 13 July 1983 the rights and obligations of civil servants, including article 9;
In view of the decree of 28 July 2008 establishing a computer application for budgetary, financial and accounting management of the State known as Chorus;
In view of the decision of 7 July 2011 to establish an automated personal data processing for the management and management of social action benefits;
Having regard to the receipt of No. 1475557 of the National Commission on Informatics and Freedoms dated 11 April 2011,

It is created within the Ministry of Higher Education and Research an automated processing of personal data called "SAXO" whose purpose is the management and management of the social action carried out with respect to agents of the central services and the decentralized services of the department.

The personal data categories recorded are:
Personal situation:
agent: name, first name, date of birth, sex, truncated NIR, family situation, address, telephone;
the agent's spouse: name, date of birth and occupation;
– the agent's children: name, date of birth, and disability (answer expressed by "yes" or "no").
Professional status of agent: category A, B or C, body, grade, work quotity, assignment.
Economic and financial situation: global gross income, reference tax income, number of tax shares, family quotient.
The habits of life and behaviour (home-location distance, rental costs).

The information referred to in section 2, the administrative manager, the administrative validater, the financial manager, the financial validater, the academic pilot (head of the social action office of the rectorate) and the national pilot (head of the social action office of the ministry).

The right of access and rectification provided by Articles 39 et seq. of the Act of 6 January 1978 referred to above is carried out by e-mail, postal or on-site at the human resources offices of the central and decentralized services.
