Judgment of 19 October 2011 to establish a revenue and advance board with the French Institute of the Near East in Erbil, Iraq

Minister of State, Minister of Foreign and European Affairs,
Vu le Decree No. 62-1587 of 29 December 1962 amended by-law on public accounting, including article 18;
Vu le Decree No. 66-912 of 7 December 1966 relating to accounting and revenue and advance regulators responsible for performing foreign revenue and public expenditures, as amended by the Decree No. 89-535 of 28 July 1989 ;
Vu le Decree No. 66-913 of 7 December 1966 the terms and conditions for the execution of foreign revenue and public expenditures;
Vu le Decree No. 76-832 of 24 August 1976 amended on the financial organization of certain cultural and educational dissemination institutions or organizations dependent on the Ministry of Foreign Affairs and the Ministry of Cooperation, as amended by the Decree No. 93-1014 of 17 August 1993 ;
Vu le Decree No. 92-681 of 20 July 1992 relating to revenue and advances by public bodies, as amended by the Decree No. 92-1368 of 23 December 1992 and by Decree No. 97-33 of 13 January 1997in particular Article 2;
In view of the decision of 10 December 1993 empowering the Minister of Foreign Affairs to establish revenue and advance authorities with certain cultural broadcast institutions or organizations, as amended by the Order of 19 December 2001, including sections 4 and 5;
Having regard to the amended decision of 24 January 2011 repealing the amended orders of 3 March 1982 and 30 April 1999, setting out the list of institutions and institutions for cultural or educational dissemination with financial autonomy,
Stop it!

• PART I: RECETTES Article 1

  
  It is established at the branch of the French Institute of the Near East in Erbil (Irak) a revenue board for the encumberment of the products referred to in Article 1 of the aforementioned Order of 10 December 1993.

• PART II: ARRANGEMENTS Article 2

  
  It is established with the French Institute of the Near East in Erbil (Irak) a board of advances for the payment of the expenses referred to in Article 3 of the aforementioned Order of 10 December 1993.

  Article 3

  
  The amount of advance to be granted to the regulator is 15,000 euros.

• PART III: COMMON PROVISIONS Article 4

  
  The regulator is authorized to open a local bank or postal account. However, its opening into a currency other than the local currency or the euro must be subject to prior authorization from the general cash for the foreigner.

  Article 5

  
  The maximum authorized amount of cash and the bank or postal account of the regulator is as follows:
  Maximum amount of cash: 20,000 euros;
  Maximum amount of the local bank or postal account: 35,000 euros.

  Article 6

  
  The Ambassador of France to Iraq is responsible for the execution of this Order, which will take effect on the date of installation of the Registrar and will be published in the Official Journal of the French Republic.
