In view of the amended Order of 28 March 1967 relating to conditions of application to officials of the Ministry of Foreign Affairs on duty in diplomatic missions and consular posts of Decree No. 67-290 of 28 March 1967 ;
In light of the July 26, 2011 Order setting out the list of residential compensation groups and amending the amounts of residence allowance under the Decree No. 67-290 setting out the modalities for calculating emoluments of State officials and public institutions of the state with an administrative character in service abroad,
Stop:
Sections 12 and 17 of the above-mentioned Order of March 28, 1967, after the words "residential allowance", add the words "foreign".
It is inserted at the 28 March 1967 decision referred to an article 12 bis as follows:
"The jobs and functions or statutory categories eligible for the individual performance bonus set out in the order set out in the orderarticle 5 bis of the decree of 28 March 1967 referred to above are:
– Head of diplomatic mission;
Consul General;
- Deputy Head of Diplomatic Mission;
Consul;
– advisor for cooperation and cultural action;
- Chief of Joint Management Service;
– responsible for a regional information and communication support centre.
The reference amounts for the individual performance premium are as follows:

Section 14 of the above-mentioned Order dated 28 March 1967 is replaced by the following provisions:
"The maximum rates of the settlement allowance shall be determined annually by reference to the monthly rates of residence allowance applicable to January 1 in the following conditions:
Group I. ― Holder of a position as Consul General, Deputy Consul General, Embassy Advisor, Diplomatic Chancellery Secretary General, Senior General Administrative Coordinator, 1st Class Embassy Secretary, 1st Class Consul: 80% of the amount of Group 9 foreign residence allowance;
Group II. ― Holder of a job as secretary of 2nd class embassy, deputy consul, chief of second-class chancery, consul of 2nd class, coordinator of general administration of 1st, 2nd and 3rd classes, secretary of the press, manager of a regional center of assistance of information and communication systems, curator of heritage, engineer of public works of the state: 70% of the amount of residence
Group III. ‒ Holder of a job as secretary of the 3rd class embassy, ambassador of the embassy, vice-consul, consulate striker, general administration coordinator of the 4th class, press officer, deputy head of a regional information and communication system support center, information systems specialist, assistant (e) »
Section 16 of the same order is replaced by the following provisions:
"I. ― Staff members with categories A and B governed by this Order shall be divided among the different groups of foreign residence allowances set out in the July 26, 2011 Order referred to in the table below:

Subject to the following provisions, this Order shall enter into force on 1 September 2011.
The provisions of Article 2 come into force on 1 January 2012, except for Heads of Diplomatic Missions and Consuls General for which these provisions come into force on the basis of the publication of the regulatory provisions applicable to their assessment.
For the period from 1 September 2011 to 31 December 2011, the maximum rates of settlement allowance set out in section 3 of this Order are calculated by reference to the monthly rates of residence allowances for the new group 9 applicable to 1 September 2011.
The Director General of Administration and Modernization at the Ministry of Foreign and European Affairs, the Director of Budget at the Ministry of Budget, Public Accounts and State Reform and the Director General of Administration and Public Service at the Ministry of Public Service are responsible, each with regard to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
